Available in PDF, EPUB and Kindle. Book excerpt: A market economy and a more liberal society have brought great challenges to China’s outdated governance structure and personnel management. To improve decision-making in government and reshape the management system in face of a more complex economy, post-Mao authorities have implemented a number of administrative reforms, including civil service reform which emphasized on selecting and promoting public officials based on their capability and work performance. Thousands of positions have been filled since the civil service system was implemented nationwide in 1993. The Chinese civil service reform is of far-reaching significance because it had the potential to be a departure from the established structure of cadre personnel management system developed in the 1950s. However, after several years of policy development, scholars observe that the new reforms have done little to undermine the old cadre system. Is this true? Or does this conclusion over-simplify the complicated implementation of the reforms? This book examines the implementation and performance of the on-going civil service reforms in China. Using the principal-agent framework, the author draw upon key case studies showing how the reforms affect civil servants’ incentives and behavior in the local context and the Chinese leadership’s control over the bureaucracy. China’s reform experience speaks directly to many Asian countries facing urgent need to improve state capacity as the global financial crisis unfolds.

Roosevelt’s Liaison Office for Personnel Management (LOPM), and his use of LOPM to demonstrate the efficacy of a management-oriented federal civil service over a purely merit-based Civil Service Commission A Presidential Civil Service offers a comprehensive and definitive study of President Franklin Delano Roosevelt’s Liaison Office for Personnel Management (LOPM). Established in 1939 following the release of Roosevelt’s Brownlow Committee report, LOPM became a key milestone in the evolution of the contemporary executive-focused civil service. The Progressive Movement of the nineteenth and early twentieth centuries comprised groups across the political spectrum with quite different. All, however, agreed on the need for a politically autonomous and independent federal Civil Service Commission (CSC) to eliminate patronage and political favoritism. In A Presidential Civil Service, public administration scholar Mordecai Lee explores two models open to later reformers: continuing a merit-based system isolated from politics or a management-based system subordinated to the executive and grounded in the growing field of managerial science. Roosevelt’s 1937 Brownlow Committee, formally known as the President’s Committee on Administrative Management, has been widely studied including its recommendation to disband the CSC and replace it with a presidential personnel director. What has never been documented in detail was Roosevelt’s effort to implement that recommendation over the objections of Congress by establishing the LOPM as a nonstatutory agency. The role and existence of LOPM from 1939 to 1945 has been largely dismissed in the history of public administration. Lee’s meticulously researched A Presidential Civil Service, however, persuasively shows that LOPM played a critical role in overseeing personnel policy. It was involved in every major HR initiative before and during World War II. Though small, the agency’s deft leadership almost always succeeded at impelling the CSC to follow its lead. Roosevelt’s actions were in fact an artful and creative victory, a move finally vindicated when, in 1978, Congress abolished the CSC and replaced it with an Office of Personnel Management headed by a presidential appointee. A Presidential Civil Service offers a fascinating account and vital reassessment of the enduring legacy of Roosevelt’s LOPM.

Available in PDF, EPUB and Kindle. Book excerpt: 'This Handbook on civil service systems is truly international and comparative. It covers and compares countries from all continents. It also connects historical (Weberian) legacies to contemporary challenges such as coordination, the hollow state, and trust. Massey's Handbook does not avoid difficult issues for civil service systems such as ruined reforms, fiscal retrenchment, and cultural and political system shocks. Therefore this book is exceptionally rich and stimulating.' Geert Bouckaert, Katholieke Universiteit Leuven, Belgium While there is no universally accepted definition of civil servant and civil service, this authoritative and informative Handbook compares and contrasts various approaches to organising the structure and activities of different civil service systems. Underpinning theories and frameworks provide a disciplinary perspective from which to explore recurring topics and themes, and international comparisons are made via case studies from Africa, Asia, Australasia, Europe, and North and South America. The expert contributors consider the historical and theoretical context of public administration and public sector management, encompassing issues such as the Weberian legacy, joined-up government and the hollowed-out state thesis. The debate between Anglo-American influenced systems versus the continental European approach to organising the civil service is also addressed.
