Book excerpt: Air Force fighter pilots, in order to remain combat qualified, must complete flight training every 6 months as specified by Tactical Air Command Manual (TACM) 51-50. Presently, scheduling is manual. As a result, pilots do not receive an optimum flow of training and often do not complete their required training. We propose a computer model, and integer program, based on branch and bound techniques to solve the problem on a micro-computer. The model includes complicating constraints such a screw rest restrictions and absences from duty and ensures that each pilot receives at least a minimum, or no more than a maximum, number of lights per week. Our method involves relaxing some of the constraints (e.g. crew rest constraints) to obtain a network flow problem. We tighten the relaxation by solving small set covering problems derived from the relaxed constraints. The model was developed and tested on an IBM personal computer.

Book excerpt: This research compares and contrasts the Flying Hour model created by the RAND corporation with the Ready Aircrew Program (RAP) model from Air Combat Command. The RAP model was designed to generate an annual flying hour program that specifies the minimum number of sorties required to stay tactically safe. The RAND model was designed to provide fighter pilots with 13 sorties per month, a number determined from surveys of combat aviation leadership. The RAND model is built on the assumption that the fighter pilots would be immediately ready to deploy to a combat situation. In contrast, squadrons using the RAP model must take extra sorties and time to get fighter pilots ready for war. This research recommends an increase to AFI 1-2F-15V1 annual pilot requirements. This plus-up will increase average monthly sorties for combat mission ready API-1 pilots to the Air Force Safety Center recommended 11 flights per month at a flying hour cost of approximately $1.7 million per squadron.

Academic training are taught to the class. Aircraft utilization must also be considered. Aircraft Sortie training are also constrained by daylight hours. Additionally, students are limited to a maximum of three training events in a given day. Squadron schedulers must balance these requirements to ensure students meet their training requirements and successfully graduate. The dynamic training environment requires advanced robust schedules with flexibility to accommodate changes. A Visual Interactive Modeling approach is used to generate schedules. Current schedules are being generated manually with an Excel spreadsheet. Taking advantage of Excel's Visual Basic Programming language, the Excel tool is modified in several ways. Scheduling Dispatch rules are implemented to automatically generate feasible schedules. Graphical User Interfaces are used to create a user-friendly environment. Schedulers guide the schedule building process to produce a robust schedule. An attrition environment is created to simulate attrition probabilities of aircraft sortie training due to operations, maintenance, weather, and other cancellations. Analysis of dispatch rules are analyzed.

Book excerpt: Crewmembers in United States Air Force Tactical Fighter Squadrons (TFS) accomplish a complex combination of flying and ground training to meet peacetime and wartime contingency tasking. Manual scheduling systems used today often result in crewmembers not accomplishing required training or receiving training in an inefficient manner. Flying $20 million supersonic aircraft the consequences can be expensive and fatal. The scheduling problem facing the TFS can be shown to be NP hard. A heuristic is presented which offers a solution to this scheduling problem. A series of transportation subproblems are solved using a primal network simplex code. At each stage, solutions are linked with previous solutions until a schedule is formed or no feasible solution can be found for the remaining jobs. A swap routine then attempts to find a feasible solution if one does not currently exist. The algorithm then continues into an improvement routine in an attempt to find a solution with an increased objective value. This approach was chosen due to a desire to develop a system fast enough to be interactive on a daily basis yet self contained at the squadron level. The results seem promising in providing a typical USAF TFS with training results superior to those accomplished currently.

The generation of a daily flight schedule (DFS) requires the proper coordination of resources within established time windows, This research provides a decision support tool to assist in the generation of the DFS. Three different priority rules are investigated for determining an initial ordering of flights and a shifting bottleneck heuristic is used to establish a candidate DFS. A user interface allows a scheduler to interact with the decision support tool during the DFS generation process. Furthermore, the decision support tool provides the capability to produce a weekly schedule for short-term planning purposes as well as the entire flight training program schedule for long- term planning purposes.

The model is formulated using GAMS and solved with ZOOM solver, using the data from the training squadron HMT303, Camp Pendleton, CA. The data includes 11 student pilots and 15 instructors. A typical model with 146 constraints and 984 variables is solved in 23.5 seconds on an IBM 3033AP.

In recognizing this problem, MAC submitted a Strategic Airlift Aircrew Survey (SAAS) to the MAC aircrew members in 1977. The results of the SAAS indicated that an unstable flying schedule was a primary cause of the high voluntary pilot separation rates. This thesis has examined the MAC flying schedule to determine if there are any relatively predictable elements to the schedule. The authors have taken the predictable elements and have devised techniques for employment at the squadron level to create additional stability in the pilot's flying schedule. The areas of predictability were determined through the use of normality and T-Tests. Regression analysis was then employed to aid the squadron's pilot scheduler in preparing a complete monthly flying schedule prior to the beginning of the affected month. If increased stability in the schedule is achieved, pilot retention rates should increase dramatically. (Author).
