O f particular significance is the new definition of handling qualities, which emphasizes the importance of factors that influence the selection of a rating other than stability and control characteristics. The experimental use of pilot rating is discussed in detail, with special attention devoted to (l) clarifying the difference between mission and task, (2) identifying what the rating applies to, (3) considering the pilot's assessment criteria, and (4) defining the simulation situation. The objective of this flight-test was to evaluate the validity of predicting pilot opinion using the CAP and bandwidth criteria. The CAP was defined as in MIL-STD-1797A, Flying Qualities of Piloted Aircrafl. The bandwidth criterion used the current definition in MIL-STD- 1 797A along with a new dropback criterion. Actual pilot opinion was obtained by flying the Variable-Stability In-Flight Simulator Test Aircraft (VISTA) NF- 1 6D in the approach and landing phase of flight. Testing was requested by the Flight Dynamics Laboratory, Wright-Patterson AFB, Ohio, and was conducted under the authority of the Commandant, USAF Test Pilot School. The results of this test will be used to revise the short-term pitch response requirements in MIL-STD- 1 797B. This flight-test complemented research done by the Flight Dynamics Laboratory, Wright-Patterson AFB, Ohio (WL/FIGC), in predicting pilot opinion during the landing phase of flight.

The evaluation program was designed to assess the acceptability of variations in Dutch roll dynamics and aileron-yaw coupling for the low speed landing approach task. The effects of a reduction in static directional stability on the high Mach number cruise task were also evaluated. A variable stability T-33 was used for conducting these evaluations. Thirty-three different sets of low speed, and fifteen different sets of high speed lateral-directional handling qualities were evaluated by an experimental test pilot. The evaluation pilot comments and a numerical rating were given for each configuration as to its suitability for the mission or task involved. Identification of the stability parameters from in-flight records was made using airplane rudder doublet responses and the Equations-of-motion Technique. An analysis was made of the pilot ratings and pilot comments, and these in turn were correlated with the lateral-directional stability parameters measured. (Author).

Book excerpt: Flight tests were conducted and techniques developed for evaluating the handling qualities of an aircraft using combat-oriented air-to-air tracking maneuvers. This technique involves precision tracking of a target aircraft through wind-up turn and constant angle of attack turn maneuvers. The gun camera film of these maneuvers was analyzed for characteristic pipper motion relative to the target and tracking errors in the longitudinal and lateral-directional axes. Correlation of these data with pilot comments provides a means of evaluating the acceptability of aircraft stability and handling qualities in the maneuver environment for which the aircraft was designed. The TWeaD II F-4, which incorporated a variable gain control augmentation system (CAS), was used in the flight development of these tracking test techniques. With the CAS, three levels of handling qualities, ranging from good to unaugmented (poor) were evaluated in pitch, roll, yaw, and the combination roll and yaw axes. These handling qualities levels were successfully correlated with pipper motion, tracking error, and pilot rating and comments to the extent that acceptable handling qualities were distinguished from unacceptable handling qualities, and deficiencies were discovered and isolated. Tracking test techniques proved to be a powerful tool for optimizing the TWeaD II flight control system in an in-flight environment.
