L’esercizio dei poteri di pianificazione territoriale deve valorizzare le esigenze legate alla tutela di interessi costituzionalmente primari, tra i quali rientrano la tutela del paesaggio e del patrimonio storico e artistico, nonché la tutela dell’ambiente, la biodiversità e gli ecosistemi, indicati dall’art. 9 della Costituzione. Il volume è quindi diretto ad esaminare la complessa connessione tra la normativa ambientale, che è tuttora in rapida evoluzione, e quella che disciplina la pianificazione urbanistica e l’edilizia e come quest’ultima possa - ed in quale misura - essere condizionata dalla prima.
