In the decades ahead, the most serious consequences will be felt in coastal and urban areas. Severe hardships are expected in agriculture and fisheries, leading to negative impacts on jobs and the economy. With these risks in mind the Philippine Government has initiated significant climate reforms, establishing a basis for transformation. To assess gaps and accelerate implementation of the climate reform agenda, in 2012 the Department of Budget and management and the climate change commission sought advisory services from the World Bank to carry out a Climate Public Expenditure and Institutional Review (CPEIR). Carried out at mid-term of the first phase of the national climate change action plan, the Philippine development plan (2011-2016), and the current administration, this review comes early enough to help guide the finalization and operationalization of the first phase of the climate reform agenda. This executive report summarizes the findings and recommendations of the CPEIR, including an analytical snapshot of the policies, institutions, and expenditures for undertaking climate action in the Philippines, and recommendations to contribute to a successful implementation of the Philippine climate reform agenda.

Book excerpt: The Philippines is much more prone to climate change effects than are many other countries. The potential impact on the agriculture sector is of particular concern, given its vital role in the economy and for vulnerable households. Most research warns of the negative impact of climate change on yields for major cereal crops, which could threaten food security and hinder the long-run development process. Incremental adaptation through the introduction of new crop varieties, improved agricultural management practices, and more efficient irrigation are expected to reduce yield losses. However, efforts to promote systemwide adjustment would have broader effects, especially as the risk of climate change increases. This study proposes a new approach for adaptation strategies by exploring policy reform in agriculture as a transformative way to help economic agents adapt to climate change. We specifically explore the rice policy reform currently being pursued by the government through the abolishment of the rice quota program. We find this reform could help transform the agricultural and economic system by allowing scarce resources move from low- to high-productivity sectors, thus increasing the country’s adaptive capacity. However, the rice farmer and vulnerable groups that are prone to climate shocks are adversely affected by the policy. Thus, we introduce alternative intervention policies to complement the reform agenda by providing a cash transfers program to vulnerable groups or a subsidy to support rice farmers. Both offer less impact in economic efficiency gains, but the cash transfer program is superior in terms of supporting the vulnerable group in coping with climate change under the rice reform policy. This shows that the transformational adaptation strategy may create a welfare loss to certain agents but that adding government intervention could act as the second-best policy and become a transition pathway before the whole system transforms to reach the optimal efficiency point when the intervention program is eventually phased out.

National documents on adaptation actions, including local scenario and priorities, were reviewed where available and supplemented with an assessment of scientific publications to identify vulnerable ecosystems and regions. Adaptation needs and priorities were determined through stakeholder consultation in the respective countries. This allows for local-level perspectives to be captured and brought to the attention of policy and decision-makers at the national and regional levels. An important lesson from this exercise is that universities and research institutions at the national level have a critical role to play in bridging the gap between science and policy in climate change adaptation. These institutions also have the capacity to continuously facilitate transfer of the best available science for advancing climate change adaptation at the local level.

It examines the potential impact of climate change and climate policies on poverty reduction. It also provides guidance on how to create a “win-win†? situation so that climate change policies contribute to poverty reduction and poverty-reduction policies contribute to climate change mitigation and resilience building. The key finding of the report is that climate change represents a significant obstacle to the sustained eradication of poverty, but future impacts on poverty are determined by policy choices: rapid, inclusive, and climate-informed development can prevent most short-term impacts whereas immediate pro-poor, emissions-reduction policies can drastically limit long-term ones.

The workshop brought together experts from developing and industrialized countries, non-governmental organizations, and multilateral and bilateral donor organizations to discuss a number of important topics related to adaptation, adaptive capacity and sustainable development. Book excerpt: Globally, the Philippines is a minor emitter of greenhouse gases (GHGs), but cost-effective mitigation present opportunities that should be captured, noting that the country is one of the signatory member states to the 1992 United Nations Framework Convention on Climate Change (UNFCCC) and its Kyoto Protocol. The country accounts for less than 0.3 percent of global GHG emissions in 2004.4 However, emissions are on the rise from both energy-use and land-use changes. Even if the absolute scale will remain small, there are increasing number of development projects under preparation, which offers opportunities for cost-effective mitigation and adaptation measures. The Philippine Government's response to the climate change challenge has been active institutionally noting the recent restructuring of the Presidential task force on climate change. However, a clear strategy and action plan are still lacking. The international donor community, including development partners such as the Asian Development Bank (ADB), the United Nations International Strategy for Disaster Reduction (ISDR), the Millennium Challenge Corporation (MCC), and the United Nations Development Program (UNDP), is actively engaged in addressing climate change in the Philippines. There are several initiatives on capacity building for GHG accounting, monitoring and reporting, for preparation of a second National Communication to the UNFCCC, governance, renewable energy, urban air quality management, and forest management. There are likewise several World Bank supported climate change-related activities, with nine active operations. These encompass primarily energy sector operations.

Book excerpt: The Integrating Agriculture into National Adaptation Plans (NAP-Ag) programme, jointly coordinated by UNDP and FAO, worked with eleven countries to identify and integrate climate adaptation measures into national planning and budgeting processes, in support of achieving the Sustainable Development Goals (in particular SDG 2 - Zero Hunger; and SDG 13 - Climate Action) and the Paris Agreement. The evaluation assessed programme relevance and the achievement and sustainability of programme results among other dimensions. The evaluation found that NAP-Ag’s country-driven, multi-sector and multi-level approach allowed for ample engagement of stakeholders, contributed to establish coordination mechanisms and promoted ownership of results. The programme supported the development of institutional capacities; directly influenced the integration of agriculture adaptation options into countries’ plans, practices and policies, and supported countries in accessing climate finance. NAP-Ag also contributed to global climate change adaptation efforts by supporting countries to accomplish the work outlined by UNFCCC. NAP-Ag also influenced the inclusion of gender aspects adaptation options in many countries. FAO should continue promoting the adoption of programme outcomes in countries’ systems and further support countries to mobilize financial support to scale up lessons learned from NAP-Ag. Private sector involvement should be increased to guarantee the implementation of certain climate adaptation options. Strategic stakeholders should be engaged to support gender mainstreaming efforts in agriculture climate adaptation options.

Advancing management of these risks requires systems-based and holistic approaches to adaptation. Research and practice that crosses disciplinary boundaries are vital for supporting evidence-based policies and programmes to effectively and efficiently address the health risks of climate variability and change in the context of multistressor environments. Goals and activities. The goals of this report are to: identify lessons learned and good practice examples from pilot health adaptation projects; discuss the potential for scaling up; and identify key barriers and challenges to scaling up successful interventions. Two activities were undertaken to achieve these goals: a desk review and synthesis of the first five years of implementation (2008-2013) of multinational health adaptation projects in low- and middle-income countries worldwide; and qualitative data collection through targeted interviews and focus group discussions to identify barriers, challenges and opportunities for implementation and scaling up of adaptation interventions. The report will be incorporated into a global operational framework developed by the World Health Organization (WHO) for climate change adaptation in the health sector. The desk review included evaluation reports and other materials from three multicountry projects covering 14 countries. Qualitative data were collected through a focus group consultation and 19 key informant interviews to document lessons learned and good practice examples from health adaptation projects to facilitate assessing and overcoming barriers to implementation and to scaling up. The countries included are Barbados, Bhutan, China, Fiji, Jordan, Kenya and Uzbekistan (in the UNDP/WHO GEF-funded project "Piloting climate change adaptation to protect human health"); China, Jordan and the Philippines (in the health components of the Millennium Development Goals Achievement Fund); and Albania, Kazakhstan, Kyrgyzstan, the Russian Federation, Tajikistan, the former Yugoslav Republic of Macedonia and Uzbekistan (in the WHO Regional Office for Europe project 'Protecting health from climate change: a Executive summary 3 seven-country initiative' funded by the International Climate Initiative of the German Federal Ministry for the Environment, Nature Conservation and Nuclear Safety). Based on expert judgment, the review evaluated the available documents for evidence and examples of attaining objectives and planned results of interventions; sustainability; stakeholder participation and community engagement; country ownership and sociopolitical constraints; human resources and capabilities; replicability and scalability; and indicators for monitoring and evaluation. The report also presents findings of a data collection activity from a focus group consultation and 19 key informants purposively selected for their expertise and role in health adaptation to climate change.
