Book excerpt: In a detailed study of life and politics in Philadelphia between the 1930s and the 1950s, James Wolfinger demonstrates how racial tensions in working-class neighborhoods and job sites shaped the contours of mid-twentieth-century liberal and conservative politics. As racial divisions fractured the working class, he argues, Republican leaders exploited these racial fissures to reposition their party as the champion of ordinary white citizens besieged by black demands and overwhelmed by liberal government orders. By analyzing Philadelphia's workplaces and neighborhoods, Wolfinger shows the ways in which politics played out on the personal level. People's experiences in their jobs and homes, he argues, fundamentally shaped how they thought about the crucial political issues of the day, including the New Deal and its relationship to the American people, the meaning of World War II in a country with an imperfect democracy, and the growth of the suburbs in the 1950s. As Wolfinger demonstrates, internal fractures in New Deal liberalism, the roots of modern conservatism, and the politics of race were all deeply intertwined. Their interplay highlights how the Republican Party reinvented itself in the mid-twentieth century by using race-based politics to destroy the Democrats' fledgling multiracial alliance while simultaneously building a coalition of its own.

Available in PDF, EPUB and Kindle. Book excerpt: Lisa Levenstein reframes highly charged debates over the origins of chronic African American poverty and the social policies and political struggles that led to the postwar urban crisis. A Movement Without Marches follows poor black women as they traveled from some of Philadelphia's most impoverished neighborhoods into its welfare offices, courtrooms, public housing, schools, and hospitals, laying claim to an unprecedented array of government benefits and services. With these resources came new constraints, as public officials frequently responded to women's efforts by limiting benefits and attempting to control their personal lives. Scathing public narratives about women's "dependency" and their children's "illegitimacy" placed African American women and public institutions at the center of the growing opposition to black migration and civil rights in northern U.S. cities. Countering stereotypes that have long plagued public debate, Levenstein offers a new paradigm for understanding postwar U.S. history.

Available in PDF, EPUB and Kindle. Book excerpt: How did working people find jobs in the past? How has the process changed over time for various groups of job seekers? Are outcomes influenced more by general economic circumstances, by discriminatory practices in the labor market, or by personal initiative and competence? To tackle these questions, Walter Licht uses intensive primary-source research—including surveys of thousands of workers conducted in the decades from the 1920s to the 1950s—on a major industrial city for a period of over one hundred years. He looks at when and how workers secured their first jobs, schools and work, apprenticeship programs, unions, the role of firms in structuring work opportunities, the state as employer and as shaper of employment conditions, and the problem of losing work. Licht also examines the disparate labor market experiences of men and women and the effects of race, ethnicity, age, and social standing on employment.

Available in PDF, EPUB and Kindle. Book excerpt: First published in 1999. When human populations and their needs change, organizations responsible for their care inevitably react. With the rapidly and significantly increased demand for chronic care at mid-twentieth century, solutions deemed satisfactory in the past were entirely inadequate. Thus, community leaders and politicians began promoting several approaches to long-term care services in the two decades between 1945 and 1965, but without an adequate source of financing to establish an effective system. In contrast to acute care services and despite the need, chronic care remained unavailable and of poor quality. This study consists of six chapters: an introduction and conclusion, along with four case studies that examine in detail the development of a long-term care system in Philadelphia between 1945 and 1965.

Available in PDF, EPUB and Kindle. Book excerpt: Inspired by Quakerism, Progressivism, the Social Gospel movement, and the theories of scholars such as W. E. B. Du Bois, Charles S. Johnson, Franz Boas, and Ruth Benedict, a determined group of Philadelphia activists sought to transform race relations. This book concentrates on these organizations: Fellowship House, the Philadelphia Housing Association, and the Fellowship Commission. While they initially focused on community-level relations, these activists became increasingly involved in building coalitions for the passage of civil rights legislation on the local, state, and national level. This historical account examines their efforts in three distinct, yet closely related areas, education, housing, and labor. Perhaps the most important aspect of this movement was its utilization of education as a weapon in the struggle against racism. Martin Luther King credited Fellowship House with introducing him to the passive resistance principle of satygraha through a Sunday afternoon forum. Philadelphia's activists influenced the southern civil rights movement through ideas and tactics. Borrowing from Philadelphia, similar organizations would rise in cities from Kansas City to Knoxville. Their impact would have long lasting implications; the methods they pioneered would help shape contemporary multicultural education programs. Building the Beloved Community places this innovative northern civil rights struggle into a broader historical context. Through interviews, photographs, and rarely utilized primary sources, the author critically evaluates the contributions and shortcomings of this innovative approach to race relations.

Available in PDF, EPUB and Kindle. Book excerpt: When Philadelphia's iconoclastic city planner Edmund N. Bacon looked into his crystal ball in 1959, he saw a remarkable vision: "Philadelphia as an unmatched expression of the vitality of American technology and culture." In that year Bacon penned an essay for Greater Philadelphia Magazine, originally entitled "Philadelphia in the Year 2009," in which he imagined a city remade, modernized in time to host the 1976 Philadelphia World's Fair and Bicentennial celebration, an event that would be a catalyst for a golden age of urban renewal. What Bacon did not predict was the long, bitter period of economic decline, population dispersal, and racial confrontation that Philadelphia was about to enter. As such, his essay comes to us as a time capsule, a message from one of the city's most influential and controversial shapers that prompts discussions of what was, what might have been, and what could yet be in the city's future. Imagining Philadelphia brings together Bacon's original essay, reprinted here for the first time in fifty years, and a set of original essays on the past, present, and future of urban planning in Philadelphia. In addition to examining Bacon and his motivations for writing the piece, the essays assess the wider context of Philadelphia's planning, architecture, and real estate communities at the time, how city officials were reacting to economic decline, what national precedents shaped Bacon's faith in grand forms of urban renewal, and whether or not it is desirable or even possible to adopt similarly ambitious visions for contemporary urban planning and economic development. The volume closes with a vision of what Philadelphia might look like fifty years from now.
