Book excerpt: A phase I cultural resources survey was undertaken of the area within the Virgin Islands Water and Power Authority's complex at Estate Richmond, S. Croix, which will be leased to CEC Energy Co., for a proposed diesel generation facility. Despite subsurface testing no prehistoric remains were found within the area surveyed. The earliest documented structure in the vicinity is the extant warehouse nearby connected with the 1878 central sugar factory. However, destroyed foundations were found i one test pit which may date to 1775-1810, or possibly somewhat later. No further archaeological work is recommended inside this are. Although it is beyond the scope of this survey, it is recommended that the extant warehouse nearby connoted with the 1878 central sugar factory, which is owned by the Virgin Islands Water and Power Authority, be nominated to the NAtional Register of Historical Places.

Book excerpt: A Phase IA cultural resources survey was conducted on a 20-acre, more-or-less, proposed subdivision in Estate Prosperity, Northside B Quarter, St. Croix. The dense vegetation impeded a very close scrutiny at the level of a Phase IA cultural resources survey, but informants and record of former surveys indicates that the only cultural resource is a masonry windmill tower and (possible) obscured ancillary features. The masonry windmill tower has its walls collapsed on the north, and no artifacts were visible on its inside or outside surfaces. The windmill tower was erected between 1754 and 1767, but no foundation stone was encountered to date it more precisely. It is recommended that the area around the windmill tower be preserved from development, and that a Phase IB cultural resources survey is effected on the archaeological sensitive area to determine whether further resource recovery is warranted.

This Plot comprises 1.753 acres within what before was 1803 was more often known as Butler's Bay Estate. It includes the ruins of a sugar factory occupied perhaps between 1780-1886, and ancillary ruins. Earlier remain, while likely to have been present, were probably destroyed by the historical activities connected with the sugar factory. Modern activities such as bulldozing/landscaping and looting by collectors have spoiled much of the archaeological value of the ruins within the study area. The renovation proposed by the developers is in general recommended as a sympathetic way to deal with this historical property. More archaeological work is not deemed to be cost-effective.
