Book excerpt: "The proposed undertaking covers a parcel containing approximately 7 acres (2.8 hectares) of asphalt, tall grasses, and lawn surrounding the H-1 building. Planned improvements involve repaving, new sidewalks, curbs, landscaping, and lighting. There will also be a new storm drainage system with basins and pipes, as well as a new sanitary sewer line. Throughout the parcel, site grading will occur. Vertical impacts will range from shallow (less than two feet) to deep (as much as six feet). In 1992, removal of underground storage tanks uncovered human remains from a potter's field located on this property when it functioned as the Onondaga County Poorhouse. The human remains were removed in 1996 by a local funeral home. In 2010, the New York State Office of Parks, Recreation and Historic Preservation commented on the proposed improvements to the parcel and recommended Phase1A/1B investigations to determine if additional unmarked burials or other cultural resources were present on the property. Guidelines were provided for deep (greater than 76 cm [2.5 ft]) versus shallow impacts."-Introduction.
