Available in PDF, EPUB and Kindle. Book excerpt: In an analysis of political, economic, and social development in Peru in the years between 1980 and 2016, this book explores the failure of the socialist Left to realize its project of revolutionary social transformation. Based on extensive interviews with leading cadres in the struggle for revolutionary change and a profound review of documents from the principal socialist organizations of the 1980s and 1990s, the volume reveals that the socialist Left did not fully comprehend the deep political and social implications of changes to the country’s class structures. As such, the Left failed to develop and implement adequate strategic and tactical responses to the processes that eroded its political and social bases in the 1980s and 1990s, ultimately leading to its loss of social and political power. Lust concludes that the continued political and organizational agony of the Peruvian socialist Left and the hegemony of neoliberalism in society is a product of the dialectical interplay between the objective and subjective conditions that determine Peruvian capitalist development.

Available in PDF, EPUB and Kindle. Book excerpt: This book has three main recommendations. First, it is necessary to generate basic standards, quality goals, and quality measurement systems. Second, once quality can be measured, a clear system of accountability should be implemented based on these standards and quality goals. The clients will play a central role in these systems by demanding their rights to quality services; this will only become possible once there are standards and goals that clarify clients' rights. Third, once there are standards and systems of accountability, investment is needed to strengthen the institutional capacity of the providers.

Available in PDF, EPUB and Kindle. Book excerpt: Whether the nearly twelve years of military rule in Peru--between October 1968 and July 1980--are labelled a revolution, œso-called revolution, or simply a ‘military dictatorship’, one fact remains inescapable: the reforms and programs of the armed forces during that period profoundly altered Peruvian society. This book examines the social, political, and economic legacies of the military government and identifies major areas of tension that are likely to pose problems for the new civilian government. Following a review of the ideology, socio-economic goals, and political performance of the Institutional Revolution of the Armed Forces, the authors analyze the contemporary political economy of Peru and catalog the political and economic policy alternatives available to the Belaúnde regime in the next few years. They discuss the return to partisan politics in Peru, urban and rural conditions, and the way in which real political power has remained with the military forces, despite their surrender of formal authority. Subsequent chapters outline the IMF-imposed stabilization program, revealing its devastating effects on Lima's urban poor, and summarize recent Peruvian foreign policy. A final chapter draws on the prior discussion to present a critical analysis of the transitionary process from military to civilian rule in Peru.

Book excerpt: First in a series of annual reports, this volume is about people and about how development enlarges their choices--access to income, long life, knowledge, political freedom, personal security, community participation, and guaranteed human rights. It measures human development not by the yardstick of income alone, but by the human development index--reflecting life expectancy, literacy and command over resources to enjoy a decent standard of living. The report analyzes the record of human development for the last three decades and the experience of 14 countries in managing economic growth and human development. The volume concludes with human development indicators for more than 130 countries, both developing and developed. ISBN 0-19-306481-X (pbk.): $15.95.

Book excerpt: Don't just see the sights—get to know the people. Peru's distinctive Spanish and indigenous cultures that first encountered each other five hundred years ago have progressively integrated. However, the ongoing process of mixing raises questions about the nature of Peruvian identity, and Peruvian society remains economically and culturally divided. Culture Smart! Peru introduces you to the changing realities of modern Peru. It describes contemporary values and attitudes, key customs and traditions, and reveals what people are like at home, in business, and in their social lives. Peruvians are outgoing, sociable, and laid-back; get to know them, and they will respond with warmth and generosity. Have a richer and more meaningful experience abroad through a better understanding of the local culture. Chapters on history, values, attitudes, and traditions will help you to better understand your hosts, while tips on etiquette and communicating will help you to navigate unfamiliar situations and avoid faux pas.
