En mai 2020, 50 millions d'emplois environ en bénéficiaient à l'échelle de ces pays, soit dix fois plus que lors de la crise financière mondiale de 2008-09. S'ils ont permis d'éviter une flambée du chômage grâce à l'allègement des coûts salariaux, ces dispositifs sont aussi venus alléger les difficultés financières et soutenir la demande globale en préservant le revenu de ceux qui travaillent à horaire réduit. À l'avenir, les pouvoirs publics devront veiller à ce que les dispositifs de maintien dans l'emploi ne soient pas réduits trop rapidement, favorisant ainsi la suppression d'emplois viables, ou trop lentement, devenant alors un obstacle à la reprise économique. Lorsque la situation sanitaire et économique s'améliorera, il conviendra de mieux cibler les dispositifs de maintien dans l'emploi sur les emplois viables mais risquant d'être supprimés, et de privilégier l'accompagnement des travailleurs susceptibles de perdre leur emploi plutôt que la protection de ces emplois.
