Available in PDF, EPUB and Kindle. Book excerpt: Cities and towns are vital for the development of economic systems and social organisations. However, cities face tremendous challenges. They have to simultaneously attract business, provide a good livelihood for their inhabitants, generate enough resources to finance infrastructure and social needs, and take care of their poor. The Challenge of Urban Government: Policies and Practices looks at the consequences of globalisation on city management. This book focuses on the complex of issues generated in urban areas, such as the dynamics of metropolitan spaces, and the need to define strategic territory for operational and policy purposes. Some urgent challenges include how to handle spillovers across municipalities and the need to create a new city structure over an existing city to give the suburbs some elements of centrality. It examines the dynamics of governance and how to get stakeholders' participation in the government process.

The book was recognised as one of the formative influences in the development of a positive theory of government expenditure which sought to explain the size and structure of the system of public finance rather than justify it

Available in PDF, EPUB and Kindle. Book excerpt: City governments are going bankrupt. Even the ones that aren’t are often stuck in financial chaos. It is easy to blame pensions, poor leadership, or a bad economy. But the problems go much deeper. With decades of experience in local government, author Mark Moses showcases the inside world of the city decision-making process that has spawned these crises. It becomes clear: City governments are maxing out their budgets because they are trying to maximize services. This book, likely the most ambitious attempt by someone who has worked in government to radically examine the delivery of municipal services since 'Reinventing Government' was published more than 25 years ago, explores why city governments pursue an open-ended mission and why bailouts and trendy budgeting processes will be, at best, only temporary solutions. Of interest to current and future city council members, regional and state government officials, those covering city government, financial analysts, city management, and individuals and organizations interested in influencing city policy, this book argues that cities won’t thrive until city hall is disrupted.

Available in PDF, EPUB and Kindle. Book excerpt: Fiscal Health for Local Governments offers a how-to approach to identifying and solving financial problems. Its principal selling point lies in its assumptions: instead of using the vocabulary and research agendas of economist, finance scholars, and political scientists, it will appeal to readers who lack sophisticated knowledge in these areas and nevertheless need practical advice. The book stems from the Fiscal Health Education Program, an applied economics program at the University of Minnesota. It uses three measures of fiscal health — financial condition, trend analysis, and financial trend monitoring system — as the basis for advocating particular fiscal strategies. The book examines the tools that can be used to assess the condition of a local government's fiscal health and some of the policy causes or remedies for certain situations, as well as some of the strategies governments can pursue to maintain and improve health. It will serve as a primer for readers interested in understanding financial processes and alternatives, and as a practical guide for those who need access to fiscal measurement tools. How-to approach will appeal to readers who lack sophisticated knowledge Contains discussion questions and anonymous case studies of actual cities and municipalities Presents practical methods for identifying and solving common fiscal problems

Available in PDF, EPUB and Kindle. Book excerpt: The planet is becoming increasingly urban. In many ways, the urbanization wave and the unprecedented urban growth of the past 20 years have created a sense of urgency and an impetus for change. Some 54 percent of the world population—3.9 billion people—lives in urban areas today; thus, it has become clear that “business as usual†? is no longer possible. This new configuration places great expectations on local governments. While central governments are subject to instability and political changes, local governments are seen as more inclined to stay the course. Because they are closer to the people, the voice of the people is more clearly heard for a truly democratic debate over the choice of neighborhood investments and city-wide policies and programs, as well as the decision process on the use of public funds and taxpayers’ money. In a context of skewed financial resources and complex urban challenges—which range from the provision of basic traditional municipal services to the “newer†? agenda of social inclusion, economic development, city branding, emergency response, smart technologies, and green investment—more cities are searching for more effective and innovative ways to deal with new and old problems. Better Cities, Better World: A Handbook on Local Governments Self-Assessments is at the heart of this debate. It recognizes the complex past, current, and future challenges that cities face and outlines a bottom-line, no-nonsense framework for data-based policy dialogue and action; a common language that, for the first time, helps connect the dots between public investments programming (Urban Audit/Self-Assessment) and financing (Municipal Finances Self-Assessment). It helps address two key questions, too often bypassed when it comes to municipal infrastructure and services financing: Are we doing the right things? Are we doing things right? Better Cities, Better World: A Handbook on Local Governments Self-Assessments offers a bit of everything for everyone. • Central governments will be attracted by the purposefulness and clarity of these tools, their impact on local government capacity and performance building, and how they improve the implementation of transformative actions for policy change. • City leaders and policy makers will find the sections on objectives and content instructive and informative, with each issue placed in its context, and strong connections between data and municipal action. • Municipal staff in charge of day-to-day management will find that the sections on tasks and the detailed step-by-step walk through the process give them the pragmatic knowhow that they need. • Cities’ partners—such as bilateral and multilateral agencies, banks and funds, utility companies, civil society, and private operators—will find the foundations for more effective collaborative partnerships.

Book excerpt: The economic activity that drives growth in developing countries is heavily concentrated in cities. Catchphrases such as “metropolitan areas are the engines that pull the national economy” turn out to be fairly accurate. But the same advantages of metropolitan areas that draw investment also draw migrants who need jobs and housing, lead to demands for better infrastructure and social services, and result in increased congestion, environmental harm, and social problems. The challenges for metropolitan public finance are to capture a share of the economic growth to adequately finance new and growing expenditures and to organize governance so that services can be delivered in a cost-effective way, giving the local population a voice in fiscal decision making. At the same time, care must be taken to avoid overregulation and overtaxation, which will hamper the now quite mobile economic engine of private investment and entrepreneurial initiative. Metropolitan planning has become a reality in most large urban areas, even though the planning agencies are often ineffective in moving things forward and in linking their plans with the fiscal and financial realities of metropolitan government. A growing number of success stories in metropolitan finance and management, together with accumulated experience and proper efforts and support, could be extended to a broader array of forward-looking programs to address the growing public service needs of metropolitan-area populations. Nevertheless, sweeping metropolitan-area fiscal reforms have been few and far between; the urban policy reform agenda is still a long one; and there is a reasonable prospect that closing the gaps between what we know how to do and what is actually being done will continue to be difficult and slow. This book identifies the most important issues in metropolitan governance and finance in developing countries, describes the practice, explores the gap between practice and what theory suggests should be done, and lays out the reform paths that might be considered. Part of the solution will rest in rethinking expenditure assignments and instruments of finance. The “right” approach also will depend on the flexibility of political leaders to relinquish some control in order to find a better solution to the metropolitan finance problem.

The essays in this volume assess the prospects and speculate at the possible policy responses in the context of recent history. These essays attempt to put together the list of factors affecting the outlook for state and local finance and the possible national urban policy response, in order to discuss the difficult adjustments that surely lie ahead. Available in PDF, EPUB and Kindle. Book excerpt: Local Government Financeÿdoes not follow the conventional operational approach to local government finance which typically focuses on issues such as revenue collection, budgeting, performance auditing and accounting, and debt administration. Instead, it offers a broader systemic and multi-level perspective by assessing the governance model of local government finance. For this purpose, the authors compare and contrast the South African model with the international experience. The publication thus makes a significant contribution to analysts and scholars in their sense-making and knowledge production endeavours in this field.
