Book excerpt: Social security schemes as well as contractual savings schemes serve significant economic and social objectives in many countries, both developed and developing. The paper examines the relationship between social security and contractual savings in Italy. In particular it focuses on two main points. The first is the operational scope presently allowed by legislation framework, the outcome of the history of Italy's pension system. The second point of the analysis is the efficiency with which public sector and private institutions operate side by side in this field. The public pension scheme is in disarray; a few figures at this regard are significant: total pensions outlays, as percentage of GDP tripled in the period 1960-1985 and doubled since 1970. The increase in the pensions disbursement in Italy has contributed steadily and noticeably to the worrying expansion of public expenditure and debt. An overhauling of the State pension system can therefore no longer be postponed. Feasible lines of reform presented by the paper are the following: (1) new regulations on pensionable age; (2) reduction of coverage currently provided to leave more room for integration with private schemes; (3) change of financing methods abandoning the welfare-type. The future of private schemes provided by contractual saving institutions will largely depend on the strategy adopted by Government in reforming the whole Italian pension system.

The rapidly aging populations of many developed countries--most notably Japan and member countries of the European Union--present obvious problems for the public pension plans of these countries. Not only will there be disproportionately fewer workers making pension contributions than there are retirees drawing pension benefits, but the youth-to-age imbalance would significantly affect the total contributive capacity of future generations and hence their total income growth. In Children and Pensions, Alessandro Cigno and Martin Werding examine the way pension policy and child-related benefits affect fertility behavior and productivity growth. They present theoretical arguments to the effect that public pension coverage as such will reduce aggregate fertility and may raise aggregate household savings. They argue further that public pensions, as they are currently designed, discourage parents from private human capital investment in their children to improve the children's future earning capacity. It shows how adaptable the largely pay-as-you-go old age pension systems in the European Union are. Actuaries, economists, lawyers, political scientists, pension advisers, and sociologists, from nine European countries and the United States, consider four main themes: population ageing, competitiveness and retirement; pension financing and economic growth; adapting pension systems to meet change; and decision-making processes. They argue that pay-as-you-go-financed old age pension systems in the European Union have the ability to successfully adapt to economic and social change provided they do not take on too many non-insurance-related risks. Solving the problems of the labour market and controlling the direction and extent of economic development are beyond the powers of old age pension systems, regardless of how they are structured or financed. Separate budgets for separate risks is an indispensable principle if the complex processes of social protection are to be successfully managed, monitored, and made transparent. There can be no single plan for the future development of old age pension systems which would be universally valid for all the countries of the European Union. A single solution cannot take into account the special circumstances obtaining in every nation, and since respect for the special features of national systems is the basis of popular acceptance, the way forward is to reform existing systems in existing contexts.
