Available in PDF, EPUB and Kindle. Book excerpt: In 2011 the World Bank—with funding from the Bill and Melinda Gates Foundation—launched the Global Findex database, the world's most comprehensive data set on how adults save, borrow, make payments, and manage risk. Drawing on survey data collected in collaboration with Gallup, Inc., the Global Findex database covers more than 140 economies around the world. The initial survey round was followed by a second one in 2014 and by a third in 2017. Compiled using nationally representative surveys of more than 150,000 adults age 15 and above in over 140 economies, The Global Findex Database 2017: Measuring Financial Inclusion and the Fintech Revolution includes updated indicators on access to and use of formal and informal financial services. It has additional data on the use of financial technology (or fintech), including the use of mobile phones and the Internet to conduct financial transactions. The data reveal opportunities to expand access to financial services among people who do not have an account—the unbanked—as well as to promote greater use of digital financial services among those who do have an account. The Global Findex database has become a mainstay of global efforts to promote financial inclusion. In addition to being widely cited by scholars and development practitioners, Global Findex data are used to track progress toward the World Bank goal of Universal Financial Access by 2020 and the United Nations Sustainable Development Goals. The database, the full text of the report, and the underlying country-level data for all figures—along with the questionnaire, the survey methodology, and other relevant materials—are available at www.worldbank.org/globalfindex.

Book excerpt: The world is in a race against time to achieve the United Nations Sustainable Development Goals (UN SDGs) by 2030. Despite global efforts to address these ambitious goals, progress remains uneven, and significant gaps persist. Women are often underrepresented and underutilized in leadership positions, yet they possess untapped potential to be formidable forces of change. The Role of Female Leaders in Achieving the Sustainable Development Goals is an exploration into the role of female leaders in overcoming the challenges that hinder the realization of the UN SDGs. It makes clear that the reality of achieving these goals requires a seismic shift in leadership dynamics, with women at the forefront of this transformative journey. The Role of Female Leaders in Achieving the Sustainable Development Goals introduces readers to a diverse array of women leaders who have been instrumental in driving progress towards the UN SDGs. Their stories serve as sources of inspiration for academics, corporate executives, non-governmental organization (NGO) leaders, and government officials, showcasing the tangible impact women can have when given the opportunity to lead. The book is a call to action, urging women to step into leadership roles across academia, corporations, civil society, and government, thereby expediting the achievement of the United Nations development goals.

Book excerpt: Interest rate caps, despite their intended objective of broadening financial inclusion, can have undesirable effects on financial inclusion under certain conditions. This paper examines the effect of microfinance-loan interest rate caps on financial inclusion in Cambodia. Based on a difference-in-difference analysis on bank and microfinance supervisory data, results show some unintended impact on financial inclusion. The cap led to a significant increase in non-interest fees charged on new loans following the introduction of an annual cap. Microfinance borrowers declined immediately, amid an increase in credit growth, as microfinance institutions targeted larger borrowers at the expense of smaller ones. Microfinance institutions, responded differently to the cap, considering their own operation and funding costs, and client base. Two years after the cap, institutions resumed lending to a wider group of borrowers with lower funding and operation costs brought by mobile payment development.

Book excerpt: This Selected Issues paper on West African Economic and Monetary Union presents external stability assessment report. The current account deficit declined in 2014. Although gross international reserve coverage has increased slightly, part of the current account deficit has been financed by a decline in commercial banks’ net foreign assets. Contingent on the implementation of government’s consolidation plans, and helped by a favorable oil price outlook, the current account deficit would further gradually decline and be matched by enough financial inflows in the medium term. According to various metrics, the real exchange rate appears to be broadly aligned with fundamentals. International reserve coverage should increase to provide stronger buffers against immediate short-term risks. Structural competitiveness and investment efficiency improvements will be essential to ensure that the planned large investment programs translate into growth and export gains as well as increased private inflows into the region.

Book excerpt: From vehicles to music, power generation to retail, every aspect of our daily routine has experienced drastic changes in the recent past, driven by secular forces such as digitization, a growing focus on sustainability, regulatory changes and evolving consumer behavior. Financial services are no exception. A paradigm change is at play in the financial sector, with a surge in competition from non-traditional actors, a revolution in customer experience evidenced by rising transparency and customer-centric strategies. FinTech is disrupting financial services, providing a historic opportunity for formally underserved customers, a formidable threat to existing banks and a critical challenge to regulators. Through the lens of FinTech (financial technology) — including payments, lending platforms, insurtech, superapps and market infrastructure — the author highlights the practical policy opportunities and risks of financial inclusion with a wealth of data. This book tells the story of entrepreneurs, companies, investors, researchers and regulators who are building the financial services of tomorrow and the mechanisms that will allow us as a society to fulfill the promise of inclusion. There are still challenges to overcome, particularly high levels of informality, subpar quality in financial services, and low levels of financial education. Regulators play a crucial role to foster inclusion, proposing sandboxes and stepping up their efforts against risks triggered by technology such as monopolistic behavior, consumer protection and cybercrime.Finance with a Purpose combines the theory in the fields of economics, finance and law with the practice of financial institutions, corporates, households and investors. By combining the latest academic research with ample professional experience in emerging markets, this book is essential for policymakers, scholars, and any reader who wants to understand the recent progress in financial inclusion and how it can be used to alleviate inequality and foster economic development.

Book excerpt: This book addresses the questions of discrimination, vulnerable consumers, and financial inclusion in the light of the emerging legal, socioeconomic, and technological challenges. New technologies – such as artificial intelligence-driven consumer credit risk assessment and Fintech platforms, the changing nature of vulnerability due to the ongoing COVID-19 pandemic, as well as the sophistication of digital technologies, which help circumvent legal barriers and protections – necessitate the continuous study of the existing legal frameworks and measures that are capable of tackling these challenges. Organized in two major parts, the first addresses, from multiple national angles, the idea of a human rights approach to consumer law, in order to replace the mantra of economic efficiency that characterizes financial services with those of human dignity and freedom from discrimination and from debt-induced servitude. The second tackles the challenges posed by increased usage of technology in connection with financial services, which tends to solve, but also creates, additional issues for consumers in general, and for vulnerable groups in particular.

Available in PDF, EPUB and Kindle. Book excerpt: More than one billion people still live below the poverty line – most of them in South Asia and Sub-Saharan Africa. Financial inclusion is a major issue, as more than three-quarters of the numbers of poor and disadvantaged women and men do not have access to financial products and services, such as bank accounts, affordable and suitable loans, and insurance. The key objective of this book is to provide practical case studies of financial inclusion, rather than focus on academic debates such as the ideological basis of promoting microfinance. Using the recently adopted Sustainable Development Goals as an overall framing of the issues, it shows how poor and disadvantaged women and men can be bankable if the right facilitation for maximizing opportunities and addressing constraints are in place. Case studies confirm that achieving inclusive and sustainable access to financial products and services goes beyond simply enabling poor and disadvantaged women and men to have access to credit, or the ability to open a bank account. Examples from Africa, Asia and Latin America demonstrate encouraging progress in making microcredit accessible to millions of poor people. The foremost challenge, however, has been to ensure that they have access to, and usage intensity of, suitable and affordable financial products and services that meet the needs of their livelihoods as well as risks and mitigation strategies. This requires understanding that poor and disadvantaged women and men do not exist in isolation from complex and interdependent functions in the financial system, which includes a number of actors, diversified services, constraints (not just symptoms) and capacities and incentives. Overall, the book provides a rich source of examples of how building inclusive financial systems can empower the world's poor – by increasing income and employment opportunities, securing livelihoods and reducing poverty.

Book excerpt: Against a background of calls to prioritise the improvement of financial inclusion in Africa, this book provides an analysis of current financial inclusion measures in Southern Africa. Evaluating the existing strengths and weaknesses of financial inclusion in Africa, it identifies opportunities to improve inclusive financial services and aid poverty reduction in the region. With a focus on South Africa, Namibia, Botswana, and Zimbabwe as case studies for assessing current financial inclusion in the context of particular challenges faced by unbanked and underbanked customers, who are easy targets for cybercriminals due to low levels of digital literacy, it looks into the regulation and promotion of financial inclusion in Southern Africa. The book explores financial inclusion in the context of digital transformation in the 21st century, examining the regulation and promotion of financial inclusion in the context of digital transformation, as well as the challenges related to financial inclusion. Suggesting improvements to aspects of company law, securities and financial markets in the Southern African Development Community region, the book offers a comprehensive study on the regulation and promotion of financial inclusion in the Southern African Development Community region. It will be essential reading for students and academics researching financial inclusion, international economic law and development.

Book excerpt: Despite some improvement since 2011, Latin America and the Caribbean continue to lag behind other regions in terms of financial inclusion. There is no clear evidence that fintech developments have supported greater financial inclusion in LAC, contrary to what has been observed elsewhere in the world. Case studies by national policy experts suggest that barriers to entry in the financial sector, along with a constraining regulatory environment, may have hindered a faster adoption of fintech. However, fintech development seems to have accelerated in the wake of the COVID-19 pandemic and with the support of recent policy initiatives.
