Book excerpt: Analysis of GNSS clocks performance is traditionally carried out by network analysis techniques where orbits and all participant clocks are computed in a batch or Kalman Filter least-squares adjustment to a reference time scale and reference frame. Within the associated experimentation to the Galileo In Orbit Validation Element-A (Giove-A), GPS, and Giove-A satellite orbits and clocks are estimated by the Orbit Determination and Time Synchronization (ODTS) software from observations of a dual worldwide GPS/Galileo Network, being GIOVE-A results kindly augmented by Laser Ranging observations. While the medium- and long-term performance is of the highest importance for navigation and integrity at the corresponding user level, since the prediction errors are directly mapped into the User Equivalent Range Error (UERE), the short-term performance of the timing signal has to be low enough to allow the user receiver to integrate the received signals over long intervals. The present paper analyzes ODTS estimations, IGS new 30-second clock solutions, and the new one-way carrier phase technique for the short term, in order to analyze the full clock performance from 1 second. Additionally, ground results for Giove-A rubidium clocks allow assessment of the difference between the physical and the signal (or apparent) clocks. Detailed results will be presented for each GPS and Giove-A FM4 and FM5 clocks. In particular, special emphasis will be given to the clock estimations of the stations located at time laboratories, the analysis of the noise of the different methods, and limitations when characterizing the onboard clock performance.

The Kalman filter algorithm implemented in GPS, called the GPS Composite Clock, is a mature method to generate such a highly robust System Time. The algorithm estimates the time offsets of every individual clock to the so-called implicit mean, which is a common component in all clock estimates. The common component offers the functionality of System Time and is understandable as a weighted average out of all ensemble clock readings. GPS Composite Clock performance is analyzed by simulations of a "light" GNSS configuration with 10 rubidium satellite clocks, including deterministic drift, six ground cesium clocks, and two ground active hydrogen masers. Besides evaluating the stability of an error-free clock constellation to define the regular performances, the behavior of the algorithm is investigated considering different operational scenarios: exclusion of clocks from the GNSS ensemble and occurrence of clock feared events (frequency steps in rubidium satellite clocks and ground H-masers).

Book excerpt: The clock products of the International Global Navigation Satellite Systems (GNSS) Service (IGS) are used to characterize the timing performance of the GPS satellites. Using 5-minute and 30-second observational samples and focusing only on the sub-daily regime, approximate power-law stochastic processes are found. The Block IIA Rb and Cs clocks obey predominately random walk phase (or white frequency) noise processes. The Rb clocks are up to nearly an order of magnitude more stable and show a flicker phase noise component over intervals shorter than about 100 s. Due to the onboard Time Keeping System in the newer Block IIR and IIR-M satellites, their Rb clocks behave in a more complex way: as an apparent random walk phase process up to about 100 s then changing to flicker phase up to a few thousand seconds. Superposed on this random background, periodic signals have been detected in all clock types at four harmonic frequencies, n x (2.0029 +/- 0.0005) cycles per day (24 UTC), for n=1, 2, 3 and 4. The equivalent fundamental period is 11.9826 +/- 0.0030 hours, which surprisingly differs from the reported mean GPS orbital period of 11.9659 +/- 0.0007 hours by 60 +/- 11s. We cannot account for this apparent discrepancy but note that a clean relationship between the periodic signals and the orbital dynamics is evidenced for some satellites by modulations of the spectral amplitudes with eclipse season. All four harmonics are much smaller for the IR and IR-M satellites than for the older blocks. Awareness of the periodic variations can be used to improve the clock modeling, including for interpolation of tabulated IGS products for higher-rate GPS positioning and for predictions in real-time applications. This is especially true for high-accuracy uses, but could also benefit the standard GPS operational products. The observed stochastic properties of each satellite clock.

Book excerpt: Knowledge of time is essential to precise knowledge of location, and for this reason the Navy, with its need to navigate on the high seas, has historically played an important role in the development and application of advanced time realization and dissemination technologies. Discoveries coming from basic research funded by the Office of Naval Research (ONR) lie at the heart of today's highest performance atomic clocks, Naval Research Laboratory (NRL) expertise played a role in developing the space-qualified atomic clocks that enable the Global Positioning System (GPS), and the U.S. Naval Observatory (USNO) maintains and disseminates the standard of time for all of the Department of Defense (DOD). The Navy has made major investments in most aspects of precision time and time interval (PTTI) science and technology, although specific PTTI-related research has also been funded by the Defense Advanced Research Projects Agency (DARPA) and non-DOD agencies such as the National Science Foundation (NSF), the National Aeronautics and Space Administration (NASA), and the Department of Commerce. Navy funding, largely through ONR, has a history of being an early enabler of key new developments. Judicious funding decisions by the Navy-particularly by ONR program officers-have underpinned most of the major advances in PTTI science and technology (S&T) in the last 50 years. PTTI is important to modern naval needs, and indeed to all the armed Services, for use in both navigation and communications. Precise time synchronization is needed to efficiently determine the start of a code sequence in secure communications, to perform navigation, and to locate the position of signal emitters. Precise frequency control is required in communications for spectrum utilization and frequency-hopped spread-spectrum techniques. There are many examples of essential military operations that depend on PTTI and could benefit from improvements in PTTI technology. These include: -GPS clocks and autonomous operations, -Weapon system four-dimensional coordination, -GPS antijamming, -Network-centric warfare, and -Secure military communications. This report summarizes that reductions in the size, weight, and power requirements and increases in the ruggedness of PTTI devices without sacrificing performance would put more accurate and precise timekeeping in the hands of the warrior, improving capabilities in all of the above operations.
