Book excerpt: The concept of real-time performance measurement analyzes feedback from the operational response to freeway incident conditions and provides a quantitative methodology for assessing the impacts of various operational strategies. The significance of this technique is that it can enhance the efficiency of freeway incident management. Even a small percent reduction in the length of an incident would accrue millions of dollars of time-savings for the affected portion of the roadway. The design and construction of a real-time performance measurement system require an understanding of the performance measures and their application to transportation, a review of the state-of-the-practice in performance measurement, and an experimental design on which to build a prototype system.

Book excerpt: This report describes the second and final year activities of the project titled "Using Operations-Oriented Performance Measures to Support Freeway Management Systems." Work activities included developing a prototype system architecture for testing the use of performance measures in real-time. Outputs from this effort included operator's screens, a prototype database, and a concept of operations for using the real-time measures. Additional work showcased the application of a multi-criterion screening approach to the selection of competing performance measures.

The Iowa Department of Transportation (Iowa DOT) attempts to lessen the impact of winter weather events on traffic speeds with various proactive maintenance operations. In order to assess the performance of these maintenance operations, it would be beneficial to develop a model for expected speed reduction based on weather variables and normal maintenance schedules. Such a model would allow the Iowa DOT to identify situations in which speed reductions were much greater than or less than would be expected for a given set of storm conditions, and make modifications to improve efficiency and effectiveness. The objective of this work was to predict speed changes relative to baseline speed under normal conditions, based on nominal maintenance schedules and winter weather covariates (snow type, temperature, and wind speed), as measured by roadside weather stations. This allows for an assessment of the impact of winter weather covariates on traffic speed changes, and estimation of the effect of regular maintenance passes. The researchers chose events from Adair County, Iowa and fit a linear model incorporating the covariates mentioned previously. A Bayesian analysis was conducted to estimate the values of the parameters of this model. Specifically, the analysis produces a distribution for the parameter value that represents the impact of maintenance on traffic speeds. The effect of maintenance is not a constant, but rather a value that the researchers have some uncertainty about and this distribution represents what they know about the effects of maintenance. Similarly, examinations of the distributions for the effects of winter weather covariates are possible. Plots of observed and expected traffic speed changes allow a visual assessment of the model fit. Future work involves expanding this model to incorporate many events at multiple locations. This would allow for assessment of the impact of winter weather maintenance across various situations, and eventually identify locations and times in which maintenance could be improved.

Book excerpt: The ability to estimate accurately the operational performance of roadway segments has become increasingly critical as we move from a period of new construction into one of operations, maintenance, and, in some cases, reconstruction. In addition to maintaining flow on our existing roadways, we are faced daily with issues of allocating funds to maintenance activities that will ensure the roadways continue to serve the needs into the future. This includes identifying needs for expansion, additional freeway interchanges, and changes in operational strategies, including HOV lanes or other lane restrictions designed to facilitate efficient traffic flow. Limitations on available funding make up-front analysis of alternative improvement strategies even more important. Traditional methods of analysis such as those provided in the Highway Capacity Manual were not designed to address many of the issues that are commonly faced today. In response, traffic engineering professionals have begun to employ more advanced tools for operational analysis. These tools often involve simulation models that provide very detailed measures of performance based on detailed user input. Based on the experiences of the Virginia Department of Transportation with respect to simulation models and the results of studies documented in the literature, basic guidelines are presented for the use of simulation analysis for freeways in Virginia. Several models we found to provide reasonable results in particular situations. It is, therefore, critical to identify the characteristics of the network to be analyzed and select the best tool based on these characteristics.

Book excerpt: "These proceedings contain a summary of the Transportation Research Board conference on U.S. and international approaches to performance measurement for transportation systems that was conducted on September 9-12, 2007, at the Arnold and Mabel Beckman Center of the National Academies in Irvine, California. The theme for this third in a series of international conferences, Better Decisions and Better Communication, was selected to highlight opportunities for and experiences in using performance measurement as a strategic tool to better communicate goals and objectives and results to a wide range of stakeholder groups. Presentations highlighted cases in which performance measures have proved useful in guiding resource allocation decisions, improving day-to-day operations, establishing and demonstrating agency competency and accountability and, in some instances, making the case for more resources. The conference consisted of five plenary sessions, each followed by a series of corresponding, concurrent breakout sessions. The topics of the five plenary sessions were Performance Measures as an Organizational Management Tool to Establish Accountability, Communicating Performance Results Effectively to Your Customers, Data and Tools, Hot Topics (addressing the use of performance measures to gauge the effectiveness of tolling and congestion pricing and other innovative transportation strategies to address sustainability and safety issues), and Performance-Based Contracting and Measuring Project Delivery. Three resource papers were developed for the conference. The conference attracted 180 participants from Canada, Denmark, Germany, Italy, Japan, Mexico, Sweden, the United Kingdom, and the United States and featured 70 transportation specialists offering real-world expertise, from the application of performance metrics to case studies drawn from six countries. This range of experiences provided attendees with a comprehensive overview of the performance measurement techniques and approaches being applied to transportation systems in the United States and abroad."--Pub. desc.
