Traditional project management methodology tends to focus on time and cost, as scope is fixed, isn’t it? But the way progress is typically reported is through the Gantt (or bar) chart, and in particular a tracking Gantt chart illustrates where a project currently is against the schedule. Also typically, the accounts department will produce reports on cost against budget, but this just shows what we have spent up to the last accounting period against the total budget. But this doesn’t really tell us exactly where we are in terms of progress today and where we will be at the end of the project. And that is precisely why Earned Value Management was developed. Earned Value Management Earned Value Management (EVM) helps us to determine the real status of a project. This paper explores how EVM serves as a vital tool for public sector agencies to achieve their mission and overall strategies through integration with project portfolio management. It introduces EVM as a proactive management practice that can be employed as part of performance measurement, describes legislation that justifies the need for improved performance, and connects EVM with portfolio management to achieve measureable results. The paper discusses how project portfolio management (PfM) and EVM are both performance management disciplines. It looks at the role of PfM in the federal government, which focuses on enhancing the portfolio by unifying financial management, enterprise architecture, capital planning and investment control (CPIC), budgeting, project and program management, and operations. It then identifies the characteristics found in portfolios of high-performing organizations and the symptoms that indicate a need for PfM tools to select the right mix of projects for enhanced value.
