A generic methodology is proposed which will eventually lead to a prescriptive model for performance measurement system development. Some of the many applications of objective flight performance criteria include training progress evaluation, training methodology and effectiveness studies, and learning acquisition and transfer studies.

Book excerpt: This report describes the history, development and current practice of measuring operator performance in systems, in particular military aviation systems, with additional emphasis on measurement in air combat maneuvering (ACM). The principal themes are that: a) Performance is used interchangeably with proficiency, and as such has acquired evaluative meanings about goodness or badness of individual capabilities. Performance measures thus require the same attention to measurement properties and validation as any other measures on individuals. b) there are tendencies to substitute physical measures, which scale physical quantities or events, for behavioral measures, which are representative of how well an individual can perform a given task. Performance measures are behavioral measures, and acquire meaning through validation operations beyond those required for physical measurement. Not all the measures obtainable on individuals or systems are appropriately called performance measures. c) Task performance must be viewed as a construct. Tasks are complex and multidimensional; individual proficiency must be inferred from limited observables. For proposed measures, it is necessary to show that measures are reliable, that they tap the most important components of successful performance, and that they are credible as representatives of individual task proficiency. Evidence supporting these demonstrations is acquired through the process of construct validation.

The rapidly evolving technology in ground-based flight simulation and the data collection and analyses capabilities of the airborne Air Force Air Combat Maneuvering Instrmentation/Navy Tactical Combat Training System (ACMI/TACTS) show promise for providing the kinds of data needed for detailed air combat maneuvering performance measurement. An existing database of time history data collected during ACM free engagements on the Simulator for Air-to-Air Combat (SAAC) was re-analyzed using an analyses scheme called TACSPACE. This approach divided each engagement into segments according to the relative positions of the proposed and opponent aircraft in terms of aspect angle, line-of-sight angle, and range between aircraft. Several different performance measurement models were developed from the TACSPACE analyses. These models vary greatly in complexity as different sizes of TACSPACE segments and different analyses within the TACSPACE segments were tested. Large differences were found between the models in their ability to account for performance variance. Strong evidence was found for the efficacy of including measures of control activity in TACSPACE segments corresponding to offensive and defensive positions.

Definitions of needed performance measures were based on data derived from data collection trips to Castle AFB (B-52), Altus AFB (C-141), Dyess AFB (C-130), Davis-Monthan AFB (F-4), Tyndall AFB (F-106), Luke AFB (A-7), George AFB (F-4 crew), Norton AFB (C-141 crew), Nellis AFB (F-4 ACM). System criteria were based on an analysis of combat-crew training research procedures. Design studies were performed to provide data for tradeoffs between alternative system candidates. Finally, detailed system specifications and an implementation plan were prepared. Measurement was generated in the following steps: (1) The requirements of six aircraft were consolidated into a common framework of maneuvers: Transition, Instruments, Formation, Air Combat, Air Refueling, Ground Attack, Air Drop, Radar Navigation and Bombing; (2) For each maneuver, data collected from CCTS visits were formalized into measurement requirements; (3) Measurement parameters and (4) specifications were produced for hardware and software implications, respectively; and (5) Examination of crew interactions led to an analysis of communications measurement.

Book excerpt: The utility and effectiveness of simulation-based training of air combat skill has been supported by a long research history. However, despite this success, there has been much debate on the effectiveness of gradesheets that have been used as the primary measure of air combat skill. This study assessed the effectiveness of a Gradesheet that has been used to measure air combat team performance in Distributed Mission Operations (DMO). It was hypothesized that the DMO Gradesheet is an effective measure of air combat team performance, and is therefore sensitive to differences in team performance over time during training, among performance indicators, and across team experience levels. Between August 2000 and December 2001, 32 teams of F-16 pilots from various U.S. Air Force operational units participated in a week of structured DMO training. Training consisted of teams flying four networked high-fidelity F-16 simulators in scenarios against multiple constructed threats. On all scenarios of the training syllabus, air combat Subject Matter Experts (SMEs) graded the performance of the teams on 40 indicators that make constitute the DMO Gradesheet. Analyses of the data found that aggregate mean graded team performance increased over a week of DMO training. However, for all indicators, mean graded performance increased linearly and at approximately the same rate, suggesting that the Gradesheet captured only a single component of air combat performance. Furthermore, team experience did not moderate change in graded performance over missions as expected, undermining the claim that the Gradesheet measured even general performance. Results suggest that the DMO Gradesheet as used in the current study lacked the sensitivity, validity, and reliability desired in a measure of air combat performance. Future directions in the development of subjective and objective measures of air combat performance are discussed. (8 tables, 21 figures, 24 refs.).

An additional study objective was to review and document the current operating status of the EMD (Energy Maneuverability Display) and make recommendations for updating software and revising display formats to improve their instructional value. The research reported here represents the development of performance algorithms and diagnostic displays for the maneuvering portion of an air-to-air combat engagement conducted within visual range. Although the metrics described in the report are specific to air-to-air combat, the methods for development, validation and display of performance metrics are generalizable to other missions such as air-to-surface and electronic combat. The EMD prototype was designed to aid pilots in learning energy management skills. The EMD was subsequently implemented on the Tactical Aircrew Combat Training System/Air Combat Maneuvering Instrumentation (TACTS/ACMI) by Cubic Defense Systems and has been in operation for the past several years.

Data were collected in the Simulator for Air-to-Air Combat (SAAC) located at Luke AFB, AZ. Each of 125 U.S. Air Force pilots current in the F-15 or F-16 fighter aircraft flew 8 SAAC 1v1 engagements. Experimental factors included Aircraft type, Start Position, Opponent type, and Order of engagement. Engagement outcomes were classified as win, loss, or draw. Ten candidate measures were evaluated reflecting basic aircraft state parameters and positional advantage measures indicating relative offensiveness and defensiveness. Objectives were to (1) determine effects of experimental factors on engagement outcome; (2) determine statistical relationship of candidate measures to experimental factors; (3) determine relative importance of measurement categories for prediction of engagement outcome; and (4) produce a composite measure of performance from all candidate measures that maximizes the prediction of engagement outcome. Results concluded that a composite measure of ACM performance from a linear combination of aircraft state and positional advantage measures for use in transfer of training evaluations is feasible. This investigation demonstrated that engagement outcome can be predicted from measures available from instrumented range systems such as the Air Combat Maneuvering Instrumentation. Implications for future research are discussed with recommendations for analyses of this engagement database.
