Book excerpt: The performance and handling qualities of an AH-1G helicopter were evaluated in the basic paint configuration, with the fuselage and main and tail rotors painted with a low reflective infrared (IR)/optical paint (FSN 8010-083-6588), and in a modified IR/optical paint configuration in which the tail rotor blades and the main rotor leading edge were stripped of the IR/optical paint. Flight tests were conducted by the United States Army Aviation Engineering Flight Activity at Edwards Air Force Base, California, between 27 November 1974 and 10 April 1975. Twenty-five flights were flown for a total of 24.7 productive flight hours. Performance testing was limited to hover, level flight, and autorotational descent. Handling qualities were qualitatively evaluated throughout the conduct of the test program. Additionally, maneuvering stability was quantitatively evaluated in the IR/optical paint configuration and compared with results from previous reports.

Book excerpt: The Preliminary Airworthiness Evaluation (PAE) of the UH-1H, with the Infrared (IR) Suppressor and AN/ALQ-144 IR Jammer installed, was conducted using a JUH-1H helicopter. A total of 20.7 hours were flown during this test program. This PAE was an evaluation of a redesigned IR suppressor and IR jammer installation for the UH-1H helicopter. The initial design was reported to have caused a degradation in directional stability. The installation was redesigned to reduce the airflow disturbance over the tail rotor and vertical stabilizer. This evaluation was conducted in two phases. Phase I (9.5 flight hours) was a comparative evaluation of handling qualities of the UH-1H in both the standard and IR suppressor configurations. Phase II (11.2 flight hours) was primarily a pressure and temperature survey of the IR suppressor configuration. The handling qualities of the UH-1H helicopter were essentially unchanged by the IR suppressor and IR jammer installation tested. The previously reported degradation in directional stability was not observed during this test. The tail boom surface temperatures were generally higher for the initial design and the structural implications of these higher temperatures should be investigated. One deficiency, the metal to metal contact between the engine exhaust ejector and the IR suppressor inner core support struts, was identified. Three shortcomings were also identified.

Book excerpt: During our audit of Suppression Systems Used on the AH-1 Helicopter and OV-lD Aircraft, and the AN/ALQ-144 Infrared Jammer, we made a limited review of contracting procedures as a part of our overall objective, which was to evaluate the design adequacy of the systems. We reviewed modification P000l0 of contract no. DAAJ09-87-C-ll96 for production of the Hot Metal Plus Plume Suppression system to determine the nature and extent of efforts made to improve the suppressor's reliability. The Army awarded modification P00010 to Hayes Targets, Leeds, Alabama, on December 5, 1989. The modification incorporated two value engineering changes: a replaceable nosecone and strut reinforcements. This report discusses the propriety of approving the value engineering change proposal and the appropriateness of sharing the projected savings with the contractor. Hayes projected that life-cycle operation and maintenance costs would be reduced by $10 million if the Army implemented the two value engineering changes. Hayes' estimated share of the $10 million savings is $5 million. In an August 16, 1990 memorandum (Enclosure 1), we requested that the Army suspend further negotiations pending issuance of this report. We determined that the Army had paid for development of the proposed changes in 1985, 2 years before it awarded the contract to Hayes Targets; therefore, Hayes is not entitled to benefit from the savings generated by the changes. Further, responsible Army personnel were aware that the improvements proposed by Hayes Targets had already been implemented and were undergoing test and evaluation, but the COBRA helicopter Project Management Office made a management decision to approve the value engineering change proposals. Comparison of data from a baseline test configuration with previously published UH-1H and YUH-1H data indicated approximately 8.0 increase in equivalent flat plate area which was attributed to the external mission antennas, low reflective infrared/optical paint, and heat suppression kit with vertical exhaust ejector. Installation of the M-130 chaff/flare dispensers resulted in a further increase in equivalent flat plate area of 5.0 sq ft. Replacing the vertical exhaust ejector with the hot metal plus plume infrared suppressor, including the ALQ-144 countermeasures jammer resulted in a reduction in equivalent flat plate area of 1.5 sq ft. Installation of the direction finding antennas resulted in no measurable increase in drag. Addition of all external mission equipment and the hot metal plus plume exhaust resulted in a total increased equivalent flat plate area of approximately 11.5 sq ft. from the standard UH-1H helicopter.
