Book excerpt: For many years, community colleges that chose to offer community college baccalaureate (CCB) programs were looked upon in a negative light (Rice, 2015). However, as the need for specialized baccalaureates within specific fields and job markets have continued to grow (McKee, 2005), CCB programs are becoming more widely accepted throughout the United States. In spite of this paradigm shift, Mississippi is one of the remaining states that have not embraced the idea of CCB programs, in spite of its statistical deficiency in regards to baccalaureate degree holding citizens (Williams, 2010). The focus of this study was to explore the perceptions of community college administrators in Mississippi with regards to the influence of CCB programs to the community college mission of institutions in their state. This study indicates that administrators in Mississippi recognize the benefits of offering CCB programs, but do not want CCB programs to take away from the well-established statewide higher education system through mission creep. Many of the strong position statements received overwhelmingly neutral responses. In contrast, Administrators who chose to give their opinion indicated that they are not familiar with how CCB programs are implemented, and do not believe that Mississippi is ready for CCB programs across the state. However, respondents felt that the community college mission is always evolving, should meet students’ needs, and varies from location to location. The findings also show that administrators are favorable to the piloting of CCB programs at a few (1-2) institutions, even though they believe the programs will take funding away from current programs and do not want community colleges evolving into 4-year institutions. The study also concludes that there is a significant difference between institution size and survey questions #18 and #20. There is also a significant difference between length of time in the community college sector and survey questions #15, #17, and #18.

Book excerpt: The purpose of the study was to examine the economic, institutional, and human impact of athletic programs at community colleges in the Tennessee Board of Regents community college system to determine how the athletic programs affects the benefits, or lack of benefits, for students, the institutions, and the communities. Sixteen participants were interviewed: two presidents, two athletic directors, four coaches, and eight student-athletes. The student-athletes represented four different sports and came from a variety of educational backgrounds and academic standing. The primary benefits perceived for the institutions and the student-athletes were the impact on missions, enrollment, educational and athletic opportunities, and retention. The primary negative impacts perceived were the lack of preparation for college work by high school graduates inside and outside the athletic programs and the difficulties in recruiting the best academic student-athletes. Some administrative and athletic participants perceived the lack of preparation of high school graduates to do college work as a great obstacle for some student-athletes and others in the community colleges. Emergent themes included time management, the stress of maintaining dual paths in academics and athletics, and the need of good housing environment. Mentoring by coaches, motivation to progress in academics, the assistance of student development services, and faculty and staff were perceived by the student-athletes as being beneficial to their success and progress. The implication from this study is that student-athletes represent a variety of socioeconomic and diverse backgrounds that may impact educational backgrounds. They also represent a variety of academic levels that vary from year to year. Student-athletes are successful, with planning and assistance, in reaching their educational and career goals. Book excerpt: Throughout the last century and into this one, community colleges have become comprehensive institutions with multiple missions. However, because of resource scarcity, it is not possible to give equal priority to every functional goal that makes up the comprehensive mission. The purpose of this study, then, was to understand the goal priorities of strategic planners and system administrators in the Alabama Community College System and the extent to which these different stakeholders agree on those priorities for the community college. In this quantitative, descriptive study, the researcher sought to understand how stakeholders perceived the importance of different goals of the community college and how the same stakeholders would prefer those goals be prioritized. The researcher also examined how these goal priorities might differ by participant role, namely whether the participant was an ACCS Office employee, a college administrator, a faculty member, or a college staff member. In addition, differences in goals priorities with regard to the participant's location (in a college or in the ACCS office) and the participant's college size were analyzed. Data were collected using the Community College Goals Inventory (CCGI) developed by ETS. The CCGI asks respondents to identify the extent to which specific goals are being pursued at their institutions and the extent to which specific goals should be pursued at their institutions. Finally, the researcher attempted to understand if the CCGI has remained a valid and reliable instrument for measuring the goal priorities of modern community colleges. An analysis of the results of the study led the researcher to make four major conclusions. First, there is strong agreement concerning the priorities of community college goals among the groups that were surveyed. Second, although it is often listed as one of the major functions of community colleges, the goal of Community Services does not appear to rise to a level of high priority in the Alabama Community College System. Third, creating a sense of community in which there are open lines of communication and trust between administrators, faculty, staff, and students, the goal of College Community, appears to be a major concern for study respondents. Finally, the Community College Goals Inventory appears to be a reliable instrument based on internal consistency, but it does not take into account all the goals of the modern community college.

Book excerpt: A number of states have replaced or are in the process of replacing traditional enrollment-based higher-education funding models with those based on performance. In 2015, Ohio legislators approved legislation, allocating more than half of state support for public institutions to a funding formula based on course completion, credit-hour milestones, and degree/certificate completion or transfer (Fain, 2015; Snyder, 2015). This quantitative study examined the perceptions of 1,055 administrators from 22 public community colleges in Ohio of the new performance-funding formula and whether institutional characteristics affected their perceptions. The study was framed by Pfeffer and Salancik's (1978, 2003) theory of resource dependence. Unlike studies that suggest knowledge of performance-funding rarely makes it below the level of senior administrators, this study's findings suggest performance-funding plays a role in widespread institutional behavior change. Results include several implications for higher education practice, including increased institutional awareness of performance, changes in student and instructional services, and clear and timely communication of the new performance-funding program at all levels, among others.

Book excerpt: The purpose of this study was to discern the nature of legislators' perceptions about community colleges' abilities to generate revenues through alternative funding sources and the resultant effects on state allocations to these colleges. Selected community college-related staff members and legislative staff members in Idaho and Oregon were asked to independently name three to five Idaho and Oregon legislators whom they perceived as having the most influence on community college funding. Out of the sixteen legislators who were nominated, eight were selected to participate in the study. The research identified: (a) important factors that influence legislative decision making which community colleges may affect, and (b) expectations of legislators about community colleges' abilities to acquire alternative funding and the purposes for seeking alternative funds. The following were specific findings of the study: Alternative Funding is a Given The pressure to find alternative funding for community colleges is likely to continue. Seeking alternative funding will be expected in the future by legislators even in good financial times; community college administrators should plan to invest in this process for the long run. Collegial Relationships Among Legislators A significant implication for practice from this research was the impact various individual relationships had on legislators. Legislators in the study described how trusting relationships with key people were integral to the input they obtained and considered in making funding decisions. These relationships included: (a) community college presidents and staff, (b) their colleagues, (c) legislative staff, and (d) agency staff. Community Colleges Must Let Legislators Know What They Want and Plan Ahead Legislators wanted community colleges to be forthcoming about what their long term fiscal and legislative needs, and legislators wanted them presented in priority order. Knowing community colleges' strategic goals and what their long-term plans were for at least five years could help legislators understand the larger fiscal picture and provide a better sense of where the future of community colleges was in their states. In turn, legislators could be watching for funding opportunities for community colleges, inform community colleges about consequences of plans they were making, and help community colleges do better problem-solving as issues occur. Educational Systems Need to Unify Toward the Common Goal Legislators were looking for funding solutions across the educational system. Legislators noted that they would have more confidence in the validity of the requests made of them if education entities -- K-12, community colleges, four-year colleges, and universities - showed the legislators that they were working together as a unified group. According to one legislator, educational institutions need to "marry" across systems so they'll "gain political strength." When systems plan strategically together, legislators are more likely to understand and plan for their needs. The legislators in this study exhibited similar decision making styles, perceptions of community college funding, and expectations about community colleges' responsibilities for acquiring alternative funding to make up for funding shortfalls.

Book excerpt: Dr. Roderick Van Daniel (PhD & JD) focused his research on gender equality for women in education and athletics. Everyone deserves the opportunity to participate and not be discriminated against because of their gender. Title IX's legislation has been in place since 1972 and has affected female participation in a positive form towards gender equity. However many institutions still have difficulty complying with the standards mandated by Title IX. Gender equity is established by meeting substantial proportionality, continued expansion, or full accommodations prongs mandated by Title IX for an institution to be in compliance. The purpose of this study was to determine the perceptions of the athletic directors of the 15 public community and junior colleges in Mississippi regarding Title IX compliance and determine if their respective institutions are in compliance with the substantial proportionality (SP) prong of Title IX. The study identified the perceptions of the athletic directors regarding their institutions' Title IX compliance, as well as the effective strategies and barriers toward meeting the requirements to comply with Title IX within their programs. In addition, the study revealed whether or not the institutions complied with the SP prong of Title IX. Athletic directors (N=15; 53% response rate) from the public community and junior colleges from Mississippi completed the Two-Year College Title IX Survey. Results revealed that overall the athletic directors perceived that their institutions were in compliance with Title IX. However, the athletic directors perceived that the listed strategies were not effective and the barriers listed were not perceived barriers to Title IX compliance. However, the Equity in Athletics Disclosure Act data revealed that none of the institutions complied with the SP prong of Title IX. From a practical perspective, the study revealed that while the athletic directors perceived that their institutions met the SP prong, EADA data revealed that none of the institutions in the state met that prong. Consequently, this finding indicates that there is a need for more education regarding Title IX compliance at the institutions. This information could serve as a starting point for an in-depth institutional study on Title IX. From a theoretical perspective, the study provided information that gives leaders at the public community and junior colleges in Mississippi a unique look at diversity within their athletic departments.

There were six research questions in the study pertaining to current and future goal statements. A discrepancy-type survey instrument was developed based on the Community College Goals Inventory developed by the Educational Testing Service and the American Association of Community and Junior Colleges (AACJC). Respondents were asked to rate 40 goal statements in terms of how important the goal statement "is," which was current, and how important it "should be," which was future. The following goal areas were studied: a) general education, (b) vocational/technical preparation, (c) development/remedial preparation, (d) lifelong learning, (e) community service, (f)social criticism, (g) accessibility, (h) humanism/ altruism, (i) intellectual orientation, (j) cultural/aesthetic awareness, (k) accountability, and (l) personal development. Mississippi legislators were found to be in disagreement concerning current and future goals. It was evident throughout the study that legislators' views on future goal statements for community colleges were not consistent with current goal statements. Goals associated with lifelong learning, accessibility, accountability, and general education were ranked high by all participants for current and future goal statements, although social criticism, humanism/altruism, and cultural/aesthetic awareness were less important to legislators.
