La violence fondée sur le genre désigne toute forme d’atteinte portée à une personne ou à un groupe de personnes en raison de leur sexe, de leur genre, de leur orientation sexuelle ou de leur identité de genre, réels ou perçus. La violence fondée sur le genre peut être sexuelle, physique, verbale, psychologique (émotionnelle) ou socio-économique et peut revêtir de multiples formes – de la violence verbale et du discours de haine sur internet au viol ou au meurtre. Les statistiques montrent que la violence fondée sur le genre touche les femmes de manière disproportionnée. La violence fondée sur le genre va à l’encontre des valeurs essentielles des droits humains sur lesquelles est fondé le Conseil de l’Europe et auxquelles adhèrent ses États membres. Elle pose problème dans tous les États membres et touche des millions de femmes et d’hommes, de jeunes et d’enfants, quels que soient leur statut social, leur milieu culturel, leur religion, leur orientation sexuelle ou leur identité de genre. La prévention, le traitement et la lutte contre la violence fondée sur le genre font partie intégrante de l’éducation aux droits humains, du travail de jeunesse et des activités d’apprentissage non formel qui aident les jeunes à acquérir leur autonomie en tant que citoyens actifs, conscients des droits fondamentaux de chacun. Les questions abordées dans ce cadre concernent toutes directement les jeunes, leur vie et le monde dans lequel ils vivent. Questions de genre est un manuel qui explique comment aborder avec les jeunes le problème de la violence fondée sur le genre. Il donne un éclairage sur le genre et la violence fondée sur le genre, fournit des informations de fond sur les principaux aspects sociaux, politiques et juridiques, et propose notamment des activités éducatives et des méthodes permettant d’organiser des activités d’éducation et de formation avec les jeunes. Questions de genre devrait être utilisé comme un outil pratique pour aider les jeunes à prendre davantage conscience de leurs propres actions et de celles des autres. Le manuel permet de mieux comprendre comment se protéger et comment soutenir ceux qui ont été victimes de violences dans leur vie. Éradiquer la violence fondée sur le genre ne représente qu’une étape vers la dignité pour tous, mais il est urgent de la franchir.
