Book excerpt: A RAND study analyzed Chinese and U.S. military capabilities in two scenarios (Taiwan and the Spratly Islands) from 1996 to 2017, finding that trends in most, but not all, areas run strongly against the United States. While U.S. aggregate power remains greater than China’s, distance and geography affect outcomes. China is capable of challenging U.S. military dominance on its immediate periphery—and its reach is likely to grow in the years ahead.

Book excerpt: China's People's Liberation Army (PLA) has embarked on its most wide-ranging and ambitious restructuring since 1949, including major changes to most of its key organizations. The restructuring reflects the desire to strengthen PLA joint operation capabilities- on land, sea, in the air, and in the space and cyber domains. The reforms could result in a more adept joint warfighting force, though the PLA will continue to face a number of key hurdles to effective joint operations, Several potential actions would indicate that the PLA is overcoming obstacles to a stronger joint operations capability. The reforms are also intended to increase Chairman Xi Jinping's control over the PLA and to reinvigorate Chinese Communist Party (CCP) organs within the military. Xi Jinping's ability to push through reforms indicates that he has more authority over the PLA than his recent predecessors. The restructuring could create new opportunities for U.S.-China military contacts.

The authors found that the PLA is keenly aware of its many weaknesses and is vigorously striving to correct them. Although it is only natural to focus on the PLA’s growing capabilities, understanding the PLA’s weaknesses—and its self-assessments—is no less important.

Book excerpt: In late 2015, the People's Liberation Army (PLA) initiated reforms that have brought dramatic changes to its structure, model of warfighting, and organizational culture, including the creation of a Strategic Support Force (SSF) that centralizes most PLA space, cyber, electronic, and psychological warfare capabilities. The reforms come at an inflection point as the PLA seeks to pivot from land-based territorial defense to extended power projection to protect Chinese interests in the "strategic frontiers" of space, cyberspace, and the far seas. Understanding the new strategic roles of the SSF is essential to understanding how the PLA plans to fight and win informationized wars and how it will conduct information operations.

Available in PDF, EPUB and Kindle. Book excerpt: In the PLARF's most recent training exercises, the focus has been on surviving after an attack and still being able to launch successfully. Importance has been placed on enhancing a soldier's ability to take on multiple roles, so that if one dies others can take over their duties. In each of the exercises there is a major confrontation in which the enemy conducts a surprise attack. Xi Jinping has repeatedly emphasized the need for the entire People's Liberation Army to increase and strengthen confrontational training. The idea is to train against both a strong and intelligent adversary. By doing so the military can address weaknesses and shortcomings now before entering an actual conflict. The end goal is to achieve a PLARF capable of overcoming extreme adversity even if some or even all of the unit is destroyed. As the PLARF continues to train in this way, along with continuing to enhance its technical capabilities, it will grow stronger and pose a greater threat to the United States and its allies in the future.

China faces a complicated security environment with a wide range of internal and external threats. Rapidly expanding international interests are creating demands for the People's Liberation Army (PLA) to conduct new missions ranging from protecting Chinese shipping from Somali pirates to evacuating citizens from Libya. The most recent Chinese defense white paper states that the armed forces must "make serious preparations to cope with the most complex and difficult scenarios . . . so as to ensure proper responses . . . at any time and under any circumstances." Based on a conference co-sponsored by Taiwan's Council of Advanced Policy Studies, RAND, Carnegie Endowment for International Peace, and National Defense University, The People's Liberation Army and Contingency Planning in China brings together leading experts from the United States and Taiwan to examine how the PLA prepares for a range of domestic, border, and maritime...

Book excerpt: China’s approach to nuclear deterrence has been broadly consistent since its first test in 1964, but it has recently accelerated nuclear force modernization. China’s strategic environment is likely to grow more complex, and nuclear constituencies are gaining a larger bureaucratic voice. Beijing is unlikely to change official nuclear policies but will probably increase emphasis on nuclear deterrence and may adjust the definition of key concepts.

It covers the bulk of their ground forces, air defence and other military and a few dual use assets of People’s Liberation Army. This one is about Chinese Rocket Forces (PLARF). You will find details about Chinese missile units, their addresses and coordinates marked on maps. While going through this document, you’ll find some missing fields and some marked with symbol ^. It just means that the information presented there is a best guess or based on unreliable information. I hope to cover the missing parts and add some more information in the final release, a few months from now. You can find more details and other parts of this series on my website at: https://jjamwal.in/yayavar/order-of-battle-of-chinese-armed-forces/ Early access at Patreon, https://www.patreon.com/jjamwal. Due to multiple and rapid changes going on in PLA, some data may be outdated by the time you are reading this. It happened to me even as I was writing down all of it. Available in PDF, EPUB and Kindle. Book excerpt: There are a few books on all naval weapon systems for all nations in the world. These are limited in many Chinese technologies, with not a single entry on several important areas such as communications, weapon integration/ control and sonars. There are other excellent books on PLAN organization, high level assumed goals and political structure, but little on actual ship combat system details except possibly in limited areas. This book traces, in detail, the long path from a coastal defense force of obsolete ships and crude systems to the current complex unique new construction coastal missile catamarans and AEGIS-like large DDGs with indigenous Vertical launch weapons and long range cruise missiles. In war gaming or operational tactics, many tables with frequencies, loadouts and ranges are useful, especially if unclassified. With this book, all of these platforms and systems are in one source. The book is divided into sections on frigates, destroyers, missile destroyers, patrol craft, naval aircraft and helicopters, nuclear and diesel submarines. Antisubmarine, anti-air, antisurface and mine warfare, amphibs and auxuiliaries are in their own areas. Even state-owned paramilitary vessels are covered. Hull, machinery and electrical and deperming are also addressed. This book prompts the reader to discern PLAN areas of weakness as well as threats based upon the sum of tables, rather than merely accept an author’s conclusions. The enigmatic PLAN aircraft carrier preparations in pilots, shipyard and battle group basing will be noted. The only fact pending is when the keels will be laid in Shanghai and the actual tonnage.

Book excerpt: "This volume brings together an international group of distinguished scholars to provide a fresh assessment of China's strategic military capabilities, doctrines, and perceptions in light of rapidly advancing technologies, an expanding and modernizing nuclear arsenal, and increased great-power competition with the United States. China's strategic weapons are its expanding nuclear arsenal and emerging conventional weapons systems such as hypersonic missiles and anti-satellite missiles. China's strategic arsenal is important because of how it affects the dynamics of US-China relations and the relationship between China and its neighbors. Without a doubt China's strategic arsenal is growing in size and sophistication, but this book also examines key uncertainties. Will China's new capabilities and confidence lead it to be more assertive or take more risks? Will China's nuclear traditions (i.e., no first use) change as the strategic balance improves? Will China's approach to military competition in the domains of cyberspace and outer space be guided by a notion of strategic stability or not? Will there be a strategic arms race with the United States? The goal of this book is to update our understanding of these issues and to make predictions about how these dynamics may play out"--

Available in PDF, EPUB and Kindle. Book excerpt: This volume examines the progress made by the Chinese military (the People’s Liberation Army, PLA) as it strives to meet its commander-in-chief’s directive to transform itself into a more capable fighting force. The book tracks the reforms undertaken by the PLA in meeting its commander-in-chief’s grand objectives set at the 2015 Central Military Commission Reform Work Meeting: for China’s armed forces to transform themselves into a more professional and modern military. Focusing on those changes since late 2016 at corps level and below, the first and second sections of the volume document the subsequent force structure and operational changes to the PLA’s four conventional services, and two newly established PLA branches: the Strategic Support Force and Joint Logistic Support Force. To that end, the contributors examine the reforms promulgated by the Chinese high command and measure them against observable developments in the PLA’s power-projection capabilities. In view of how the instrumentalization of military power is writ large in Beijing’s strategic calculus and in regional hotspot issues, the final part of the book also provides pathbreaking insights into two critical but not so well-understood phenomena: the now regular PLA aerial activities in the Taiwan Strait and the PLA Navy’s submarine operations in the South China Sea. This book will be of much interest to students of East Asian security, Chinese politics, and military and strategic studies in general.

Book excerpt: What changes in China's modern military policy reveal about military organizations and strategySince the 1949 Communist Revolution, China has devised nine different military strategies, which the People's Liberation Army (PLA) calls "strategic guidelines." What accounts for these numerous changes? Active Defense offers the first systematic look at China's military strategy from the mid-twentieth century to today. Exploring the range and intensity of threats that China has faced, M. Taylor Fravel illuminates the nation's past and present military goals and how China sought to achieve them, and offers a rich set of cases for deepening the study of change in military organizations.Drawing from diverse Chinese-language sources, including memoirs of leading generals, military histories, and document collections that have become available only in the last two decades, Fravel shows why transformations in military strategy were pursued at certain times and not others. He focuses on the military strategies adopted in 1956, 1980, and 1993-when the PLA was attempting to wage war in a new kind of way-to show that China has pursued major change in its strategic guidelines when there has been a significant shift in the conduct of warfare in the international system and when China's Communist Party has been united.Delving into the security threats China has faced over the last seven decades, Active Defense offers a detailed investigation into how and why states alter their defense policies.
