Ripsman explains how regional rivals make peace and how outside actors can encourage regional peacemaking. Through a qualitative empirical analysis of all the regional rivalries that terminated in peace treaties in the twentieth century—including detailed case studies of the Franco-German, Egyptian-Israeli, and Israeli-Jordanian peace settlements—Ripsman concludes that efforts to encourage peacemaking that focus on changing the attitudes of the rival societies or democratizing the rival polities to enable societal input into security policy are unlikely to achieve peace.Prior to a peace treaty, he finds, peacemaking is driven by states, often against intense societal opposition, for geostrategic reasons or to preserve domestic power. After a formal treaty has been concluded, the stability of peace depends on societal buy-in through mechanisms such as bilateral economic interdependence, democratization of former rivals, cooperative regional institutions, and transfers of population or territory. Society is largely irrelevant to the first stage but is critical to the second. He draws from this analysis a lesson for contemporary policy. Western governments and international organizations have invested heavily in efforts to promote Israeli-Palestinian and Indo-Pakistani peace by promoting democratic values, economic exchanges, and cultural contacts between the opponents. Such attempts to foster peace are likely to waste resources until such time as formal peace treaties are concluded between longtime adversaries.

Book excerpt: Civil Paths to Peace contains the analyses and findings of the Commonwealth Commission on Respect and Understanding, established in response to the 2005 request of Commonwealth Head of Government for the Commonwealth Secretary-General to 'explore initiatives to promote mutual understanding and respect among all faiths and communities in the Commonwealth.' This report focuses particularly on the issues of terrorism, extremism, conflict and violence, which are much in ascendancy and afflict Commonwealth countries as well as the rest of the world. It argues that cultivating respect and understanding is both important in itself and consequential in reducing violence and terrorism. It further argues that cultivated violence is generated through fomenting disrespect and fostering confrontational misunderstandings. The report looks at the mechanisms through which violence is cultivated through advocacy and recruitment, and the pre-existing inequalities, deprivations and humiliations on which those advocacies draw. These diagnoses also clear the way for methods of countering disaffection and violence. In various chapters the different connections are explored and examined to yield general policy recommendations. Accepting diversity, respecting all human beings, and understanding the richness of perspectives that people have are of great relevance for all Commonwealth countries, and for its 1.8 billion people. They are also importance for the rest of the world. The civil paths to peace are presented here for use both inside the Commonwealth and beyond its boundaries. The Commonwealth has survived and flourished, despite the hostilities associated with past colonial history, through the use of a number of far-sighted guiding principles. The Commission argues that those principles have continuing relevance today for the future of the Commonwealth--and also for the world at large.

Book excerpt: Scholars of international studies thought that finally an extraordinary research finding would bring scholars together in a common pursuit for researcher that would lighten a pathway toward a peaceful world: If only a world of democracies could be established, international relations would be based on diplomacy, not war. But they abandoned basic rules of scientific and systematic research by failing to define what they meant by "democracy," and next sought a critical variable explaining why democracies were presumably so peaceful toward one another, unaware of paradigmatic possibilities. They ignored deviant cases and normative implications. Then came the Iraq War of 2003, when "democratic peace" research was used as a justification for unlawful aggression. Their research boomeranged. The book traces the development of the theory--from the first empirical findings, the botched and contradictory research designs, failure to consider causal implications, pseudotheoretical explanations, and implicit implications for policy. The book concludes that excellent research conducted within the framework of the delusionary social constructionist concept of "democratic peace" has fallen like Humpty Dumpty and can only be salvaged by developing paradigmatic theory about peace and war and then retrofitting the research therein.
