With rare access to actors during the Colombian negotiations with the Revolutionary Armed Forces of Colombia People’s Army (FARC), Sophie Haspeslagh shows how proscription makes negotiations harder and more prolonged. By introducing the concept of ‘linguistic ceasefire’, Haspeslagh adds to our understanding of the timing and sequencing of peace processes in the context of proscription. Linguistic ceasefire has three main components: first, recognise the conflict; second, discard the ‘terrorist’ label, and third, uncouple the act and the actor. These measures remove the symbolic impact of proscription, even where de-listing is not possible ahead of negotiations. With relevance for more than half of the conflicts around the world in which an armed group is listed as a terrorist organisation, ‘linguistic ceasefire’ helps to explain why certain conflicts remain stuck in the ‘terrorist’ framing, while others emerge from it. International proscription regimes criminalise both the actor and the act of terrorism. Proscribing peace calls for an end to the amalgamation between acts and actors. By focussing on the acts instead, Haspeslagh argues, international policy would be better able to consider the violent actions both of armed groups and those of the state. By separating the act and the actor, change – and thus peace – become possible. This book is relevant to United Nations Sustainable Development Goal 16, Peace, justice and strong institutions

Bursts of appalling violence are punctuated by uneasy truces, cease-fires, and attempts at reconciliation. Varieties of Marxism, the economics of narco-trafficking, peasant land hunger, poverty, and oppression mix together in a toxic stew that has claimed the lives of uncounted peasants, conscript soldiers, and those who simply got in the way. Kline argues that the first administration of Colombian President Álvaro Uribe Vélez marked a decisive break in this seemingly endless cycle. Not only were the levels of homicide and kidnapping dramatically reduced, but the state took the offensive against the insurgents, strengthening the armed forces, which in turn demonstrated clear support for the president's policy. However, Kline believes that these changes although dramatic, are not necessarily permanent, and discusses what challenges must be overcome for the permanent reduction of organized violence in this war-torn nation. Book excerpt: Colombia’s long path towards peace was heavily marked by the signing of a peace agreement in 2016 that was supposed to officially put an end to the longest-running conflict in modern Latin America. Nevertheless, even after more than four years since that historic milestone, violence continues to plague the country, endangering the transition towards a real transformation. Although the conflict’s origin is complex and multicausal, some of its root causes, such as socioeconomic inequality, limited political participation and the State’s absence in several regions, remain unsettled. Colombia faces a still tremendous challenge: the implementation of the peace accords – which independently of their actual fulfillment – rely on a broad reconciliation and consensus-seeking process. The European Trust Fund for Colombia (EUTF for Colombia) – established in December 2016 – embodies the EU’s aim to contribute to sustainable development in the long run. This premise builds the essence of the EU Development Policy. The following thesis attempts to examine the EU peacebuilding strategy in Colombia in the aftermath of the conflict. The main question guiding the research is: To what extent has the EUTF for Colombia contributed to the building of a just and sustainable peace in the country during the post-conflict era?

Reading the Walls of Bogotá uses graffiti and street art to explore the urban imaginaries of violence in Bogotá, Colombia. These artistic forms are produced and received in different ways in different areas of the city and offer an insight into citizens’ everyday experiences and perceptions of violence from the political, to the personal, to that of structural inequality. Through graffiti, in which critiques of memory, space, politics, and aesthetics are embedded, artists and their viewers form vernacular theories through which they interpret the world and the spaces they inhabit. Book excerpt: Reconciliation studies are concerned with the processes of rebuilding and improving damaged relationships after major wrongdoings. They focus on factors such as law, economics, and international relations, as well as on elements such as emotions and ethics, culture and religion, media and education. Reconciliation research therefore requires a transdisciplinary approach, to analyse both the procedures leading to the recognition of truth as well as those in which justice is administered; both the impact of public apologies and cooperation agreements; both the implementation of memory policies and civil society initiatives; both the outcomes of trauma therapy and intergenerational encounter groups. While on the surface the relationships in question are those between states, groups, organisations, and individuals, at a deeper level reconciliation always addresses and involves many axes of damaged relationships: those with others (intergroup); those with one's own group (intragroup); those with oneself; those with the environment; and those with transcendence. Reconciliation studies deal, therefore, with a much broader spectrum of relationships than that taken into consideration by neighbouring disciplines such as conflict resolution and peace studies. In this volume, Francesco Ferrari and Davide Tacchini brought together examples of Leiner's approach to reconciliation studies as a cooperative project of different disciplines. The articles are divided into two sections: 1. A series of case studies about Japan-South Korea relations, German-Czech reconciliation, Nagorno-Karabakh conflict using the methods of Martin Leiner, Sayyid Qutb view of American society, and South Africans revisiting TRC. 2. The study shows how the political projects that cities launch to confront urban violence are shaped by the interaction between urban political economies and patterns of armed territorial control. It introduces business as a pivotal actor in the politics of urban violence, and argues that how business is organized within cities and its linkages to local governments impacts whether or not business supports or subverts state efforts to stem and prevent urban violence. A focus on city mayors finds that the degree to which politicians rely upon clientelism to secure and maintain power influences whether they favor responses to violence that perpetuate or weaken local political exclusion. The book builds a new typology of patterns of armed territorial control within cities, and shows that each poses unique challenges and opportunities for confronting urban violence. The study develops sub-national comparative analyses of puzzling variation in the institutional outcomes of the politics of urban violence across Colombia's three principal cities—Medellin, Cali, and Bogota—and over time within each. The book's main findings contribute to research on violence, crime, citizen security, urban development, and comparative political economy. The six large peace processes and amnesties that took place in Colombia over this period were nation-led, providing an interesting case study for the wider DDR literature, which has historically focused on Africa and Asia. The continuous process of creating and demobilising illegal armed groups has been pivotal in building the Colombian state. Although the peace settlements and amnesties have brought renewed cycles of violence, they have also been key to the negotiation of democracy and citizenship rights for both ex-combatants and wider sectors of the population. Here the author analyses the role of DDR programmes in building state and citizenship. Comparing DDR during Alvaro Uribe’s presidency and the peace process with the FARC guerrilla under the presidency of Juan Manuel Santos, the book draws on extensive fieldwork conducted with local authorities, officers on the ground and ex-combatants themselves. It details the process of creating and implementing DDR policy and explores the difficulties, challenges and security dilemmas ex-combatants may face in integrating within a post-conflict society in social, economic and political dimensions. Bringing us right up to date with the implementation of the FARC's peace process and the challenges ahead in the reintegration of ex-combatants under a new president, this book will be of interest to scholars and researchers of politics and development in Colombia, and to those with an interest in peace-building, state-building and DDR in other countries and conflicts.
