Book excerpt: This paper investigates a unique approach in the development of a reusable launch vehicle where, instead of designing the vehicle to be reusable from its inception, as was done for the Space Shuttle, an expendable two stage launch vehicle is evolved over time into a reusable launch vehicle. To accomplish this objective, each stage is made reusable by adding the systems necessary to perform functions such as thermal protection and landing, without significantly altering the primary subsystems and outer mold line of the original expendable vehicle. In addition, some of the propellant normally used for ascent is used instead for additional propulsive maneuvers after staging in order to return both stages to the launch site, keep loads within acceptable limits and perform a soft landing. This paper presents a performance analysis that was performed to investigate the feasibility of this approach by quantifying the reduction in payload capability of the original expendable launch vehicle after accounting for the mass additions, trajectory changes and increased propellant requirements necessary for reusability. Results show that it is feasible to return both stages to the launch site with a positive payload capability equal to approximately 50 percent of an equivalent expendable launch vehicle. Further discussion examines the ability to return a crew/cargo capsule to the launch site and presents technical challenges that would have to be overcome. Book excerpt: This study investigated the performance of five Two-Stage-To-Orbit reusable launch vehicles (RLV), with stages propelled by rocket engines, turbojet engines and Rocket Based Combined Cycle (RBCC) engines. Horizontal versus vertical takeoff launch and direct versus lifting ascent trajectories were also studied. A method was conceived using a 3 degree of freedom optimization program, stage inert mass fractions, and a fixed gross takeoff weight (GTOW) of 1,000,000 lbf to determine each RLVs performance based on payload weight delivered to orbit and total vehicle inert weight. RLV trajectory constraints, mass fractions, engine performance, and aerodynamics were assumed from literature of similar RLVs or data provided by the Air Force Research Laboratory (AFRL). The method devised accurately predicted performance for all RLVs studied, but was time intensive and intolerant of small trajectory modifications. A horizontal takeoff RLV with the 1st stage powered by turbojet engines and the 2nd stage propelled by a rocket engine, in a lifting ascent trajectory, provided 3 times the payload weight to orbit when compared to the same vehicle in a vertical takeoff mode. The RLV with both stages propelled by rocket engines lifted more payload weight into orbit with a lower inert weight than all other RLVs studied. RLVs propelled by RBCC engines, on a direct ascent trajectory, had insufficient fuel to reach orbit because of the high inert weight of the RBCC engines.

Subsequently, and in coordination with the Air Force Research Laboratory, the Space and Missile Systems Center, and the 14th and 24th Air Forces, the Air Force Space Command identified four long-term science and technology (S&T) challenges critical to meeting these goals. One of these challenges is to provide full-spectrum launch capability at dramatically lower cost, and a reusable booster system (RBS) has been proposed as an approach to meet this challenge. The Air Force Space Command asked the Aeronautics and Space Engineering Board of the National Research Council to conduct an independent review and assessment of the RBS concept prior to considering a continuation of RBS-related activities within the Air Force Research Laboratory portfolio and before initiating a more extensive RBS development program. The committee for the Reusable Booster System: Review and Assessment was formed in response to that request and charged with reviewing and assessing the criteria and assumptions used in the current RBS plans, the cost model methodologies used to fame [frame?] the RBS business case, and the technical maturity and development plans of key elements critical to RBS implementation. The committee consisted of experts not connected with current RBS activities who have significant expertise in launch vehicle design and operation, research and technology development and implementation, space system operations, and cost analysis. The committee solicited and received input on the Air Force launch requirements, the baseline RBS concept, cost models and assessment, and technology readiness. The committee also received input from industry associated with RBS concept, industry independent of the RBS concept, and propulsion system providers which is summarized in Reusable Booster System: Review and Assessment.

Book excerpt: The Defense Advanced Research Projects Agency has proposed a two-stage system to deliver a small payload to orbit. The proposal calls for an airplane to perform an exo-atmospheric zoom climb maneuver, from which a second-stage rocket is launched carrying the payload into orbit. The NASA Dryden Flight Research Center has conducted an in-house generic simulation study to determine how accurately a human-piloted airplane can deliver a second-stage rocket to a desired exo-atmospheric launch condition. A high-performance, fighter-type, fixed-base, real-time, pilot-in-the-loop airplane simulation has been modified to perform exo-atmospheric zoom climb maneuvers. Four research pilots tracked a reference trajectory in the presence of winds, initial offsets, and degraded engine thrust to a second-stage launch condition. These launch conditions have been compared to the reference launch condition to characterize the expected deviation. At each launch condition, a speed change was applied to the second-stage rocket to insert the payload onto a transfer orbit to the desired operational orbit. The most sensitive of the test cases was the degraded thrust case, yielding second-stage launch energies that were too low to achieve the radius of the desired operational orbit. The increased use of reusable systems continues to be one of the most promising options for creating advancements in the daily maintenance of rocket systems, lowering hours for preparation and diminishing expenses for preparation. However, since the end of the DC-X/XA Delta Clipper program, flight testing of candidate reusable launch vehicle (RLV) designs, technologies and operations has come to a halt. This project addressed this situation through the development and flight testing during Phase I of an early prototype RLV that could ultimately evolve into the first stage of an operational nanosat launch vehicle (NLV). This LOX/ethanol-propellant vehicle -the Prospector 7 -took flight twice within a 3.5 hour period after less than a day of pre-launch field preparations, thereby establishing a new reference metric for RLV-type responsive, fast turn-around launch operations. Besides serving as an operational pathfinder, this RLV test bed also manifested several academic payloads in support of a related goal of assessing candidate nanosat-class payload accommodations. In a solid demonstration of the commercial potential for this kind of capability, the Prospector 7 itself has already been assigned to non-SBIR follow-on flight test activities.
