Book excerpt: Financial Strategy for Public Managers is a new generation textbook for financial management in the public sector. It offers a thorough, applied, and concise introduction to the essential financial concepts and analytical tools that today's effective public servants need to know. It starts "at the beginning" and assumes no prior knowledge or experience in financial management. Throughout the text, Kioko and Marlowe emphasize how financial information can and should inform every aspect of public sector strategy, from routine procurement decisions to budget preparation to program design to major new policy initiatives. They draw upon dozens of real-world examples, cases, and applied problems to bring that relationship between information and strategy to life. Unlike other public financial management texts, the authors also integrate foundational principles across the government, non-profit, and "hybrid/for-benefit" sectors. Coverage includes basic principles of accounting and financial reporting, preparing and analyzing financial statements, cost analysis, and the process and politics of budget preparation. The text also includes several large case studies appropriate for class discussion and/or graded assignments.

Available in PDF, EPUB and Kindle. Book excerpt: An estimated one out of five employees in this country works for some branch of government. Because policies concerning the compensation of these employees rest on assumptions about the economic dynamics of the public sector, the issue of public sector employment is of vital importance in the analysis of the national economy. In Public Sector Payrolls, leading economists explore the independent and interdependent functioning of the public and private sectors and their effect on the economy as a whole. The volume, developed from a 1984 National Bureau of Economic Research conference, focuses on various labor issues in military and other governmental employment. Several contributors discuss compensation in the armed forces and its relationship to that in the private sector, as well as the interaction between the military and the private sector in the employment of youth. This latter is of particular interest because studies of youth employment have generally ignored the important influence of military hiring practices on labor market conditions. In other contributions, the response of wages and employment in the public sector to economic conditions is analyzed, and a detailed study of government pension plans is presented. Also included is a theoretical and empirical analysis of comparable worth in the public sector from the viewpoint of analytical labor economics. The volume concludes with a look at public school teachers' salaries in the context of current debates over improving the quality of American education. A valuable resource to policymakers, Public Sector Payrolls will be an important addition to research in the field of labor economics.

How many are employed in public enterprise? How much are they all paid? How much are they paid relative to each other, or relative to the private sector? Such questions interest people in general and economists and policymakers in particular; yet it is remarkable how little information is readily accessible on thes topics.

Book excerpt: Government compensation and employment policies are important for the efficient delivery of public services which are crucial for the functioning of economies and the general prosperity of societies. On average, spending on the wage bill absorbs around one-fifth of total spending. Cross-country variation in wage spending reflects, in part, national choices about the government’s role in priority sectors, as well as variations in the level of economic development and resource constraints.

Book excerpt: The conditions of globalization, including economic integration, fiscal discipline, introduction of information communications technologies and democratic governance, have increasingly forced states to redefine their role in public management and to reform the public administration system. However, there is growing realization among decision makers that policy and institutional reform per se will not be sufficient to revitalize the public sector. Major strengthening of the knowledge, skills, values, attitudes and leadership abilities of human capital is also needed to transform the public sector, particularly in developing countries and countries with economies in transition. This year's report is expected to contribute to global and national debates on this topic.--Publisher's description.

This book was released on 2010-03-24 with total page 76 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Senior Salaries Review Body (SSRB) was asked for an interim report, ahead of the 2010 Budget, on senior remuneration in the public sector. It is critical to ensure public confidence in this area: confidence that high salaries are not being paid where they are not merited; and, where they are paid, confidence that they are justified by rigorous processes and evidence of sustained high performance. The SSRB proposals are intended to make a significant contribution to providing reassurance. The public sector is complex and so are the arrangements for pay and it has been difficult to gather comprehensive and consistent data. But it is estimated that over 25,000 people in the public sector are earning over £100,000 a year and many over £150,000. The first step is to provide clear rules through a code of practice, and this report includes a draft code which should be opened to consultation. The SSRB would like to see the code finalised by the end of July 2010 with a view to implementation by the end of 2010. Implementation would be the responsibility of the bodies in each sector. The SSRB also advocates developing a structure of pay ranges for senior public sector pay. A set of reference ranges would provide organisations or clusters of organisations with a pay framework that is currently lacking. Part C of the report details progress on a review of chief executive pay in Non Departmental Public Bodies. The methodology used could be applied more widely.

Book excerpt: Designed as a comprehensive overview of public sector compensation, the book addresses strategies for change, with the author warning that failure of the profession to address this issue will ultimately lead to citizens taking matters in their own hands. The author's issues-oriented approach addresses his core messagethat the escalation of public sector compensation is impacting the ability of government to meet its core responsibility and the failure of government to address this has serious consequences. Not just a critique, it presents context, analysis, and suggestions for reform.

Available in PDF, EPUB and Kindle. Book excerpt: ÔThis is a fascinating, rich and comprehensive analytical account of the causes and consequences of austerity measures affecting the public sector in terms of pay and employment. The editors have assembled a broad array of contributions that really reflect the diversity within Europe, both in terms of how deep the financial crisis hit, and the drivers of public sector reforms. An absorbing and thought-provoking read.Õ Ð Jacqueline OÕReilly, University of Brighton, UK After a first series of policy responses to the 2008Ð09 crisis aimed at sustaining domestic demand through expansionary anti-crisis packages, most European governments Ð starting with Greece, Ireland, Bulgaria and Romania, and followed by many others Ð have since put in place a series of restrictive budgetary policies aimed at reducing their budget deficits. With these new policies, a significant number of jobs and wages have been cut in the public sector. A number of expenditure items related to education and training have also been cut. These reforms have given rise to waves of protest throughout Europe. The goal of this volume is to study this Ôpublic sector shockÕ. While budgetary reforms seek to ensure a more balanced and sound economic policy, they may generate new work inequalities among public sector employees, most particularly among women, who account for a considerable proportion of public sector employment. Cuts in education and training may also have an impact on the quality of human capital in both the public and private sectors, despite the fact that the recent crisis has shown the value of education as employees with better skills and training are more likely to maintain their jobs and incomes. The authors explore a number of questions, including: what types of reform have been implemented in the public sector and what are their implications in both the short and long term? On the economic side, what will be the impact on wages, and on job quantity and quality? On the social side, what will the effects be on inequality and social cohesion? And what will be the outcome for, and potential role of, social partners and social dialogue? On the basis of a comparative and comprehensive assessment, illustrated by case studies in education, health and public administration, policy issues are discussed with the aim of finding the right mix of public sector reforms.
