Book excerpt: In recent years, state highway agencies have come to understand the need for high quality pavement condition data at both the project and network levels. At the same time, agencies also realize that they have become too dependent on contractors to ensure the quality of the delivered data without any means to independently assure the quality of these data. This research study therefore aims to investigate the inherent variability of the automated data collection processes and proposes guidelines for an automated data collection quality management program in Indiana. In particular, pavement roughness data (in terms of IRI) and pavement surface distress data (in terms of PCR and individual pavement surface distress ratings) are considered in this study. Quality control protocols adopted by the contractor are reviewed and compared against industry standards. A complete quality control plan is recommended to be adopted for all phases of the data collection cycle: preproject phase, data collection phase, and post-processing phase. Quality assurance of pavement condition data can be viewed in terms of (i) completeness of the delivered data for pavement management; (ii) accuracy, precision and reliability of pavement roughness data; and (iii) accuracy, precision and reliability of individual distress ratings and an aggregate pavement condition rating. An innovative two-stage approach is developed in this study to evaluate delivered data for integrity and completeness. Different techniques and performance measures that can be used to evaluate pavement roughness and pavement surface distress data quality are investigated. Causes for loss in IRI and PCR accuracy and precision are identified and statistical models are developed to relate project- and network-level IRIs and PCRs. Quality assurance procedures are then developed to allow highway agencies improve their pavement condition data collection practices and enhance applications in the pavement management systems.

Book excerpt: This research project covered a wide range of activities that allowed researchers to understand the relationship between stability, pavement distress, and recycled portland cement concrete (RPCC) subbase aggregate materials. Detailed laboratory and field tests, including pavement distress surveys, were conducted at 26 sites in Iowa. Findings show that specific gravities of RPCC are lower than those of crushed limestone. RPCC aggregate material varies from poorly or well-graded sand to gravel. A modified Micro-Deval test procedure showed that abrasion losses of virgin aggregate materials were within the maximum Micro-Deval abrasion loss of 30% recommended by ASTM D6028-06. Micro-Deval abrasion loss of RPCC aggregate materials, however were much higher than those of virgin materials and exceeded 30% loss. Modulus of elasticity of RPCC subbase materials is high but variable. RPCC subbase layers normally have low permeability. The pavement surfaces for both virgin and RPCC subbase across Iowa were evaluated to fulfill the objectives of this study related to field evaluation. Visual distress surveys were conducted to gather the detailed current pavement condition information including the type, extent, and severity of the pavement distresses. The historical pavement condition information for the surveyed field sections was extracted from the Iowa DOT's Pavement Management Information System (PMIS). The current surface condition of existing field pavements with RPCC subbase was compared with the virgin aggregate subbase sections using two different approaches. The changes in pavement condition indices (PCI and IRI) with time for both types of pavements (subbases) were compared.

Test sections included the following maintenance surface treatments: Seal Coats, Slurry Seal, Micro-surfacing, Cape Seal, and Thin Lift Overlays (Hot Mix Asphalt, Hot Sand Mix, and Nova Chip[Registered Trademark symbol]. The performance of each test section was evaluated by comparing Pavement Condition Index (PCI), individual distresses, friction, and roughness. Pre construction condition of existing pavement, material selection, design procedures, construction procedures, and weather conditions during and after construction were important factors for this analysis.

Ratings are based on riding quality and distress manifestations which currently apply only to those roads surfaced with asphaltic concrete and Portland-cement concrete. There is also a network of bituminous surface-treated roads for smaller and more remote population centres which has, to date, had no scheme designed and developed specifically to address their performance pattern. This manual presents a pavement surface condition rating scheme for such roads, based on the same interrelated measures used on the highway system. The manual describes the scheme, and gives a procedure for evaluation, defines riding quality, and details such distress manifestations as surface defects and deformation and cracking, shoulder distress, and maintenance treatments.
