Book excerpt: This report is submitted in compliance with Title 22 of the United States Code, Section 2656f(a), which requires the Department of State to provide Congress a full and complete annual report on terrorism for those countries and groups meeting the criteria of Section (a)(1) and (2) of the Act. As required by legislation, the report includes detailed assessments of foreign countries where significant terrorist acts occurred and countries about which Congress was notified during the preceding 5 years pursuant to Section 6(j) of the Export Administration Act of 1979 (the so-called terrorist list countries that repeatedly have provided state support for international terrorism). In addition, the report includes all relevant information about the previous year's activities of individuals, terrorist organizations, or umbrella groups known to be responsible for the kidnapping or death of any U.S. citizen during the preceding 5 years, and groups known to be financed by state sponsors of terrorism. In 1996, Congress amended the reporting requirements contained in the above-referenced law. The amended law requires the Department of State to report on the extent to which other countries cooperate with the United States in apprehending, convicting, and punishing terrorists responsible for attacking U.S. citizens or interests. The law also requires that this report describe the extent to which foreign governments are cooperating, or have cooperated during the previous 5 years, in preventing future acts of terrorism. As permitted in the amended legislation, the Department is submitting such information to Congress in a classified annex to this unclassified report.

They also brought the phenomenon known as terrorism to the forefront of the nation's consciousness. As it became thus focused, the limits of scientific understanding of terrorism and the capacity to develop policies to deal with it became even more evident. The objective of this report is to bring behavioral and social science perspectives to bear on the nature, determinants, and domestic responses to contemporary terrorism as a way of making theoretical and practical knowledge more adequate to the task. It also identifies areas of research priorities for the behavioral and social sciences.

Available in PDF, EPUB and Kindle. Book excerpt: Combating a Modern Hydra: Al Qaeda and the Global War on Terrorism is number eight in the Combat Studies Institute s Global War on Terrorism (GWOT) Occasional Paper series. This work resulted from discussions at Fort Leavenworth about the nature of the enemy facing the United States and its allies since 11 September 2001. Osama bin Laden and his terrorist network had been present at some level in the national and international consciousness since the late 1990s. The events of 11 September 2001 and subsequent global operations taken against Al Qaeda have brought this group to the forefront of the GWOT. While successes have been achieved in the GWOT, the enemy has proven to be resilient and adaptive. This study by Mr. Sean Kalic, of the Department of Military History, US Army Command and General Staff College, examines modern transnational terrorism from the 1960s to the present day, with special emphasis on the adaptation Al Qaeda and other nonstate actors have taken in response to the actions of the United States and its allies. This work provides a cautionary warning about the likelihood Al Qaeda will continue to survive and execute missions in the current operating environment. Mr. Kalic synthesizes much of the pertinent literature and offers insights into the actions taken to ght terrorists. Most importantly, he advises a continual reevaluation of the threat, based on Al Qaeda's exibility, resiliency, and adaptability. Of cers and soldiers who have recently served in operations against the terrorist worldwide will certainly see utility here. As the US Army continues its efforts in combating terrorists, the thoughts found in this narrative are well worth considering.

Available in PDF, EPUB and Kindle. Book excerpt: Examining major terrorist acts and campaigns undertaken in the decade following September 11, 2001, internationally recognized scholars study the involvement of global terrorist leaders and organizations in these incidents and the planning, organization, execution, recruitment, and training that went into them. Their work captures the changing character of al-Qaeda and its affiliates since the invasions of Afghanistan and Iraq and the sophisticated elements that, despite the West's best counterterrorism efforts, continue to exert substantial direction over jihadist terrorist operations. Through case studies of terrorist acts and offensives occurring both in and outside the West, the volume's contributors investigate al-Qaeda and other related entities as they adapted to the strategies of Operation Enduring Freedom and subsequent U.S.-led global counterterrorism programs. They explore whether Osama bin Laden was indeed reduced to a mere figurehead before his death or continued to influence al-Qaeda's global activities. Did al-Qaeda become a loose collection of individuals and ideas following its expulsion from Afghanistan, or was it reborn as a transnational terrorist structure powered by a well-articulated ideology? What is the preeminent terrorist threat we face today, and what will it look like in the future? This anthology pinpoints the critical patterns and strategies that will inform counterterrorism in the coming decades.

Available in PDF, EPUB and Kindle. Book excerpt: America's war on terror is widely defined by the Afghanistan and Iraq fronts. Yet, as this book demonstrates, both the international campaign and the new ways of fighting that grew out of it played out across multiple fronts beyond the Middle East. Maria Ryan explores how secondary fronts in the Philippines, sub-Saharan Africa, Georgia, and the Caspian Sea Basin became key test sites for developing what the Department of Defense called "full spectrum dominance": mastery across the entire range of possible conflict, from conventional through irregular warfare. Full Spectrum Dominance is the first sustained historical examination of the secondary fronts in the war on terror. It explores whether irregular warfare has been effective in creating global stability or if new terrorist groups have emerged in response to the intervention. As the U.S. military, Department of Defense, White House, and State Department have increasingly turned to irregular capabilities and objectives, understanding the underlying causes as well as the effects of the quest for full spectrum dominance become ever more important. The development of irregular strategies has left a deeply ambiguous and concerning global legacy.

Available in PDF, EPUB and Kindle. Book excerpt: South Asia in World Politics offers a comprehensive introduction to the politics and international relations of South Asia, a key area encompassing the states of Afghanistan, Bangladesh, Bhutan, India, the Maldives, Nepal, Pakistan, and Sri Lanka. While U.S. interest has long been sporadic and reactive, 9/11 alerted Washington that paying only fitful attention to one of the world's most volatile and populous regions was a recipe for everyday instability, repeated international crises, major and minor wars, and conditions so chronically unsettled that they continue to provide a fertile breeding ground for transnational Islamic terrorism. Exploring the many facets of this dynamic region, the book also assesses U.S. policy toward Afghanistan and explains the importance of Bangladesh and Pakistan, two of only a handful of Islamic states with significant track records as democracies.
