The importance of the system of patronage which enabled so many Scots to go to the East has not hitherto been recognised and cannot be overestimated. It sets the Scottish state in a British and European context, revealing that Scotland — like larger and better-known states — developed a more integrated governmental system in the sixteenth and seventeenth centuries. This study provides an invaluable new contribution to the history of Scotland. Julian Goodare shows how the magnates ceased to exercise autonomous local power, and instead managed the new administrative structure through client networks. The state no longer drew its main revenues from land, but developed new taxes; its fighting forces were modernized and detached from landed power. With the Reformation, powerful church institutions were created, and were gradually integrated into the state. The states territorial integrity increased, giving it a closer and more troubled relationship with the Highlands. Scotland remained a sovereign state even after the union of crowns in 1603, but it was finally absorbed by England in 1707, and Dr Goodare examines the long-term context of this development.

Book excerpt: An Enlightenment Tory in Victorian Scotland is a political and intellectual biography of Sir Archibald Alison (1792-1867), historian, social critic, criminal lawyer, and sheriff of Lanarkshire. The first author to examine the full range of Alison's writings and activities, Michael Michie reveals a significant link between the Scottish Enlightenment and Victorian conservatism. Michie argues that Alison's conservative ideas were deeply influenced by the social and political thought of the Scottish Enlightenment. He contends that Alison was the embodiment of the High Tory appropriation of the legacy of Adam Smith particularly evident in the belief that commercial agrarian capitalist society was the most appropriate form for both the maintenance of order and the practice of virtue. Developing the suggestion that a conservative interpretation of the enlightened legacy was possible for the succeeding century, Michie's study offers a useful corrective to the received wisdom that Victorian Liberalism was the true heir of the Scottish Enlightenment.

It examines the interaction of government, landlords and tenantry. Recruiting is analysed within the context of rapid socio-economic change. The emphasis is on tenant reactions to recruiting, and the study concludes that this was a vital factor in bringing about change in the tenurial structure in the region. Both the decline of the tacksman and the emergence of crofting are linked to the process of regiment raising. Military recruiting involved a clear recognition on the part of the Highland landlords and tenantry that the Empire and the 'fiscal military state' offered alternative sources of revenue. Both groups 'colonised' various levels of the state's military machine. As a result of this close involvement, the government remained a vital influence in the area well after 1745, and a major player in the region's economy. Recruiting was not simply a residue of clanship, rather it was a form of commercial activity, analogous to kelping.
