Mi intervención consta de tres partes: por un lado explicar qué mecanismos urbanísticos podrían tener que ver con las viviendas de protección pública. Por otro lado, voy a tratar cuáles deben ser las finalidades de una política de vivienda en una economía de mercado como en la que estamos. No estamos en la España de los años cincuenta y seguimos utilizando técnicas de los años cincuenta para el 2004 y lo malo es que con consenso político, eso es lo que me asusta. Y en tercer lugar, voy a tratar de hablar de los patrimonios públicos del suelo y de la vivienda, bajo un Leitmotiv, o una pregunta si se prefiere: ¿Realmente deben destinarse los patrimonios públicos del suelo necesariamente a VPO? ¿Es eso lógico o se puede discutir? The purpose of this article is to analyze the relationship in Spanish law between urban laws and housing regulations and make some critic comments. This article is divided in three sections. First, I will analyze which tools from urban laws have a direct relationship with public housing. Secondly, I will study which are the goals that a public housing policy must follow in a market economy. Thirdly, I will study public property and whether they should be dedicated to public or subsidized housing.
