Book excerpt: All over the world and throughout millennia, states have attempted to subjugate, control and dominate non-state populations and to end their wars. This book compares such processes of pacification leading to the end of tribal warfare in seven societies from all over the world between the 19th and 21st centuries. It shows that pacification cannot be understood solely as a unilateral imposition of state control but needs to be approached as the result of specific interactions between state actors and non-state local groups. Indigenous groups usually had options in deciding between accepting and resisting state control. State actors often had to make concessions or form alliances with indigenous groups in order to pursue their goals. Incentives given to local groups sometimes played a more important role in ending warfare than repression. In this way, indigenous groups, in interaction with state actors, strongly shaped the character of the process of pacification. This volume’s comparison finds that pacification is more successful and more durable where state actors mainly focus on selective incentives for local groups to renounce warfare, offer protection, and only as a last resort use moderate repression, combined with the quick establishment of effective institutions for peaceful conflict settlement.

Its auditorium and cafeteria hosted PTA meetings, plays, movies, concerts, basketball tournaments, holiday parties, Girl Scout and Boy Scout meetings, polio vaccination clinics, and war-time rationing registrations and scrap-collection drives. Local sand-lot softball, baseball, and football teams competed in the same surrounding fields that swarmed with gleeful children at recess, and that echoed with the roar of low-flying aircrafts snagging mailbags on their tail hooks. Among its staff were thespians, musicians, firemen, outdoorsmen, and athletes, including a singer who performed in the Coolidge White House, a candidate for the state legislature, an army medic, and a ball player who faced off against the Homestead Grays and the Pittsburgh Pirates. By the time classes concluded for the last time in 1989, thousands of children - including the author - had benefitted from the care, instruction, and example of the Birdville School family. This book is a feeble tribute to those who made us who we are.

Neville argues that, while casting about for a case to champion in 1926, the Comintern of the USSR discovered in Sacco-Vanzetti the perfect vehicle to discredit and shame the United States. As an international cause celebre, this event did not occur spontaneously but, rather, was managed behind the scenes in Europe to discredit the reputation of the United States through a carefully orchestrated propaganda campaign. Perhaps the most formidable enemies of the Commonwealth of Massachusetts and the U.S. government were ultimately their own political leaders, who seemed powerless to rebut an all-or-nothing international propaganda campaign designed to succeed with Sacco and Vanzetti playing the role of willing martyrs. That few supporters of the Sacco-Vanzetti movement realized this effort distorted the historical accuracy of the case for decades after the men were executed. More than 70 years later, historians and scholars must separate the myth from the reality, an extremely difficult task given the passage of time and the still largely accepted view that Sacco and Vanzetti were victims of political persecution.
