Book excerpt: Privatization has become a catchword the world over, championed by some as a panacea for all ills, and branded by others as the cause behind increasing social inequalities. Education is not exempt from this loaded debate. In both developed and developing countries, for different raisons, schools are facing pressure to privatize the management and financing of education. This booklet proposes a certain number of criteria to evaluate the effectiveness of privatization policies, including efficiency and equity considerations. It weighs up the positive and negative aspects of privatization, and explores the different forms that it can take. In an area where the debate up until now has often been based more on ideology than evidence, the authors make a clear presentation of the different issues at stake for all parties concerned, in both developed and developing countries.

Available in PDF, EPUB and Kindle. Book excerpt: This book explains how education is becoming more privatized around the world to fit local economic and political needs. Privatization in and of Public Education categorizes different types of privatization as traditional or non-traditional. Traditional policies give more rights to private companies to provide education, while non-traditional policies make public schools more like businesses. The authors show that privatization can lead to more efficient schooling, but it can also create a trade-off between efficiency and equity or inclusion. The book presents a range of perspectives on the impact of privatization, including structural, ethical, and subjective effects. The book also covers a range of countries and regions, including both developed and developing countries. This helps readers understand how privatization is playing out in different contexts around the world.

Available in PDF, EPUB and Kindle. Book excerpt: Education privatization is a global phenomenon that has crystallized in countries with very different cultural, political, and economic backgrounds. In this book, the authors examine how privatization policies are being adopted and why so many countries are engaging in this type of education reform. The authors explore the contexts, key personnel, and policy initiatives that explain the worldwide advance of the private sector in education, and identify six different paths toward education privatization—as a drastic state sector reform (e.g., Chile, the U.K.), as an incremental reform (e.g., the U.S.A.), in social-democratic welfare states, as historical public-private partnerships (e.g., Netherlands, Spain), as de facto privatization in low-income countries, and privatization via disaster. Book Features: The first comprehensive, in-depth investigation of the political economy of education privatization at a global scale. An analysis of the different strategies, discourses, and agents that have contributed to advancing (and resisting) education privatization trends. An examination of the role of private corporations, policy entrepreneurs, philanthropic organizations, think-tanks, and teacher unions. “Rich in examples, careful in its analysis, important in its conclusions and recommendations for further work, this book is a vital, rigorous, up-to-date resource for education policy researchers.” —Stephen J. Ball, University College London “Few issues are as significant as is education privatization across the globe; few treatments of this issue offer both the breadth and nuanced understanding that this book does.” —Christopher Lubienski, Indiana University

Available in PDF, EPUB and Kindle. Book excerpt: With public colleges and universities facing substantial budget cuts and increased calls for accountability, more institutions now rely on private revenue streams for support. As market-driven policies and behaviors become more commonplace, some cautious critics sound the alarm, while others watching the bottom line cheer. But which perspective gets it right? Does the privatization of public higher education threaten its very mission or support it? In this collection of essays, economists, policy makers, political scientists, sociologists, and organizational researchers discuss the impact of privatization from their respective disciplinary perspectives and assess its implications for the future of higher education. Privatization may bring additional funds and services that are free from government regulations and oversight, but does it also allow private interests to have undue influence over public higher education? Should public universities have to compete in the economic marketplace as vigorously as they do in the marketplace of ideas? What are the implications when institutions of higher learning function like businesses? With privatization now a reality for most public colleges and universities, an objective examination of the issue from these diverse academic perspectives will be welcomed by those struggling with its challenges.

Book excerpt: Decentralisation and Privatisation in Education explores the ambivalent and problematic relationship between the State, privatisation, and decentralisation in education globally. Using a number of diverse paradigms, ranging from critical theory to globalisation, the authors, by focusing on privatisation, marketisation and decentralisation, will attempt to examine critically both the reasons and outcomes of education reforms, policy change and transformation and provide a more informed critique on the Western-driven models of accountability, quality and school effectiveness. We want to demonstrate that claims of advantages in ‘efficiency’ brought about by privatisation in education are not always supported empirically as proposed by proponents. The book examines the overall interplay between privatisation, decentralisation and the role of the state. The authors draw upon recent studies in the areas of decentralisation, privatisation and the role of the state in education. By referring to Bourdieu’s call for critical policy analysts to engage in a ‘critical sociology’ of their own contexts of practice, and poststructuralist and postmodernist pedagogy, this collection of book chapters demonstrate how central discourses surrounding the debate of privatisation, decentralisation and the role of the state are formed in the contexts of dominant ideology, power, and culturally and historically derived perceptions and practices. The authors discuss the newly constructed and re-invented imperatives of privatisation, decentralisation and marketisation and show how they may well be operating as an educational model of a new global ‘master narrative’— playing a hegemonic role within the framework of economic, political and cultural hybrids of globalization.

Book excerpt: The book the American Prospect calls “an essential resource for future reformers on how not to govern,” by America’s leading defender of the public interest and a bestselling historian “An essential read for those who want to fight the assault on public goods and the commons.” —Naomi Klein A sweeping exposé of the ways in which private interests strip public goods of their power and diminish democracy, the hardcover edition of The Privatization of Everything elicited a wide spectrum of praise: Kirkus Reviews hailed it as “a strong, economics-based argument for restoring the boundaries between public goods and private gains,” Literary Hub featured the book on a Best Nonfiction list, calling it “a far-reaching, comprehensible, and necessary book,” and Publishers Weekly dubbed it a “persuasive takedown of the idea that the private sector knows best.” From Diane Ravitch (“an important new book about the dangers of privatization”) to Heather McGhee (“a well-researched call to action”), the rave reviews mirror the expansive nature of the book itself, covering the impact of privatization on every aspect of our lives, from water and trash collection to the justice system and the military. Cohen and Mikaelian also demonstrate how citizens can—and are—wresting back what is ours: A Montana city took back its water infrastructure after finding that they could do it better and cheaper. Colorado towns fought back well-funded campaigns to preserve telecom monopolies and hamstring public broadband. A motivated lawyer fought all the way to the Supreme Court after the state of Georgia erected privatized paywalls around its legal code. “Enlightening and sobering” (Rosanne Cash), The Privatization of Everything connects the dots across a wide range of issues and offers what Cash calls “a progressive voice with a firm eye on justice [that] can carefully parse out complex issues for those of us who take pride in citizenship.”

Book excerpt: This book challenges readers to consider the consequences of commercialism and business influences on and in schools. Critical essays examine the central theme of commercialism via a unique multiplicity of real-world examples. Topics include: *privatization of school food services; *oil company ads that act as educational policy statements; *a parent's view of his child's experiences in a school that encourages school-business partnerships; *commercialization and school administration; *teacher union involvement in the school-business partnership craze currently sweeping the nation; *links between education policy and the military-industrial complex; *commercialism in higher education, including marketing to high school students, intellectual property rights of professors and students, and the bind in which professional proprietary schools find themselves; and *the influence of conservative think tanks on information citizens receive, especially concerning educational issues and policy. Schools or Markets?: Commercialism, Privatization, and School-Business Partnerships is compelling reading for all researchers, faculty, students, and education professionals interested in the connections between public schools and private interests. The breadth and variety of topics addressed make it a uniquely relevant text for courses in social and cultural foundations of education, sociology of education, educational politics and policy, economics of education, philosophy of education, introduction to education, and cultural studies in education.
