This timely edited collection responds to some of the contemporary challenges faced by the international protection regime, with a particular focus on the human rights of those displaced. The book begins by assessing the impact of anti-terrorism laws on refugee status, both at the international and domestic levels, before turning to examine the function of offshore immigration control mechanisms and extraterritorial processing on asylum seekers' access to territory and entitlements (both procedural and substantive). It considers the particular needs and rights of children as forced migrants, but also as children; the role of human rights law in protecting religious minorities in the context of debates about national identity; the approaches of refugee decision-makers in assessing the credibility of evidence; and the scope for an international judicial commission to provide consistent interpretative guidance on refugee law, so as to overcome (or at least diminish) the currently diverse and sometimes conflicting approaches of national courts. The last part of the book examines the status of people who benefit from 'complementary protection'-such as those who cannot be removed from a country because they face a risk of torture or cruel, inhuman or degrading treatment or punishment-and the scope for the broader concept of the 'responsibility to protect' to address gaps in the international protection regime.

Some 50 data items are collected by the police STATS19 system for each accident, including the time and location of the accident, the types of vehicles involved and what they were doing at the time of the accident, as well as some information on the drivers and casualties involved. In 2009 there was a reported total of 222,146 casualties of all severities (4 per cent lower than 2009). Of those, 2,222 people were killed in road accidents, 316 fewer (12 per cent lower) than in 2008. It has long been known that a considerable proportion of non-fatal injury accidents are not reported to the police and the current best estimate is that the total number of road casualties in Great Britain each year is around 700,000. In addition to the detailed tables there are seven articles containing further analysis on specific road safety topics: an overview and trends in the police data; valuation of road accidents and casualties; drinking and driving; contributory factors in road accidents; survey data on road traffic accidents, including an overall estimate of total casualties; hospital admissions data on road casualties; road safety research. The statistics in STATS19 were reviewed recently and some changes recommended. Also, a new electronic police accident reporting system, CRASH, for secure collection, validation, transmission and storage of road traffic collision reports, is to be introduced in 2011 and 2012.

Book excerpt: Ministers have challenged all Departments to reduce their 2004 sickness rates by 30% by 2010. This report looks at the sickness levels in the Department of Transport and its seven executive agencies, which average 10.4 days sickness for each full-time employee (compared to a Civil Service average of 9.8 days). However the performance is varied. The central Department and four agencies have sickness levels at or below comparable organisations but three agencies have higher levels and the Driving Standards Agency and the Driver and Vehicle Licensing Agency have absence rates of 13.1 and 14 day respectively. If there is going to be a significant change there needs to be action at the corporate and individual business level. Corporately there needs to be: targets for each part of the Department, tailored to circumstances; quality standards for recording sickness with the provision of management information; a consistent framework for evaluating initiatives and sharing good practice. At a business level more could be done to ensure that line managers were aware of their responsibilities and improve intervention in long-term cases.
