In this pre-accession period, the role of agricultural and rural development policy is crucial in order to prepare a viable farming sector that can withstand competitive pressures in the single market after joining the European Union. The economic and financial opportunities that the European Union provides through accessing the single market and the instruments of the Common Agricultural Policy (CAP) are additional strong incentives to prepare the agricultural sector for European Union integration. In order to maximize the benefits of the single market and of CAP measures, Albania needs to adjust agriculture support policies and align them to the CAP. In recent years, Albania has been making efforts to reform its agricultural and rural development policy and align it with the European Union CAP. The vision of the agricultural policy is based on the priorities of the Inter-sectorial Strategy for Agriculture and Rural Development (ISARD) 2014–2020, the National Strategy for Development and Integration (NSDI-II) 2015–2020, the National Programme for European Integration (NPEI) 2019–2021, GoA Program 2017–2020, as well as the Ministry of Agriculture and Rural Development (MARD) priorities.

Book excerpt: For almost four decades, the partnership between the Food and Agriculture Organization of the United Nations (FAO) and the International Centre for Advanced Mediterranean Agronomic Studies (CIHEAM) has generated advanced knowledge and expertise in support of achieving food security, sustainable agriculture, and rural development in the Mediterranean. Driven by these shared goals, FAO and CIHEAM have jointly contributed to policy dialogue, the implementation of programs and projects, awareness-raising, and the capacity development of different actors in the region. FAO- CIHEAM collaboration has helped to build important knowledge resources and technical networks, strengthen the focus on gender and youth in agriculture, and promote the sustainable development of rural and coastal areas and sustainable fisheries. In October 2015, both organizations signed a Memorandum of Understanding (MoU) reinforcing their partnership. Under the framework of the partnership agreement, FAO and CIHEAM committed to developing a common strategic cooperation agenda to support agriculture, food, and sustainable rural development in the Mediterranean. In June 2019, based on the success of this collaboration the MoU was renewed for another four years. This brochure presents the highlights and successes of the partnership between FAO and CIHEAM.

However, the biggest threats are recurring famines, unreliable food supplies, and the enduring stagnation and neglect of most of the region's rural communities. Farm Concern International (FCI) is a pro-poor agri-business development agency. This case study explores the transformative role of FCI in harnessing resources from governments, philanthropy, and businesses to support sustainable agriculture and rural community development in SSA. Founded in Kenya eleven years ago, this hybrid development agency has been one of the fastest growing in the region, with programs in 10 countries that serve over 2.5 million smallholder farmers and influence over $3 billion in trade annually. FCI's goal has been involvement of governments, donors, and the local communities in addressing food insecurity through improved agri-business programs. These are organized and run through local farmer cooperatives called Commercial Villages. Due to its innovative approaches and documented successes, FCI has attracted growing international recognition and support from governments and philanthropy including the Food and Agriculture Organization (FAO), International Fund for Agricultural Development (IFAD), United States International Aid (USAID), and the Bill and Melinda Gates Foundation, among others. This case study examines how the Commercial Village Model (CVM) developed by FCI was applied to support rural smallholder farmers with the goal of community development in SSA. How can FCI overcome the challenge of making these programs commonplace and also sustainable?
