Book excerpt: This study analyzes the NATO Partnership for Peace (PfP) and provides recommendations for future direction and changes to the program. It reviews the European security environment, the evolution of NATO and its post-Cold War transition, the development of PfP and its relationship to NATO expansion and the Euro-Atlantic Partnership Council (EAPC). PfP is exceeding the objectives set for the program: transparency in defense planning and budgeting, civil control of military forces, non-combat operations, cooperative military relations between NATO and partners, and force interoperability. PfP continues to evolve. It draws NATO and partners closer thus creating a more secure and stable Europe. Changes and improvement in PfP will continue to occur as the Alliance's roles and missions adapt to the dynamic environment in Europe. After extensive review of available literature, I propose the following recommendations: (1) the EAPC expand its political dialogue and allow partners a greater voice in the planning and execution of security actions, (2) EAPC and PfP focus greater emphasis on crisis prevention, (3) NATO and EAPC increase emphasis on arms control and disarmament, (4) NATO assign partner nation personnel to NATO subordinate commands and CJTFs, (5) NATO assist in moving ESDl from conceptual to operational status, and (6) NATO develop a sponsorship program for partner military units.

Book excerpt: The Partnership for Peace (PFP) is a significant step forward in solving a dilemma that NATO has been struggling with since the end of the Cold War. That dilemma has been whether to expand or not. It appears the Alliance has accepted, in principle, that PFP will lead to NATO expansion. However, it is still unclear exactly how and when the expansion will take place. Even more unclear is who will be accepted as a member, and who will not. The five objectives of PFP are as follows: (1) facilitation of transparency in national defense planning and budgeting processes; (2) ensuring democratic control of defense forces; (3) maintenance of the capability and readiness to contribute, subject to constitutional considerations, to operations under the authority of the United Nations and/or the responsibility of the CSCE; (4) the development of cooperative military relations with NATO for the purpose of joint planning, training, and exercises to strengthen their ability to undertake missions in the fields of peacekeeping, search and rescue, humanitarian operations, and others as may be agreed upon; and (5) the development, over the long term, of forces that are better able to operate with those of the members of the North Atlantic Alliance. This essay looks at the future of NATO, now that it has endorsed PFP, and discusses how it must adjust to the changing conditions throughout Eastern Europe and the former Soviet Union. The essay examines how NATO has changed since the Cold War; analyzes the specifics of the PFP Framework Document; reviews the advantages and disadvantages of PFP; provides suggestions on how the Alliance should implement PFP, including clear criteria for PFP members who want to join NATO and timelines for doing so; proposes a blueprint for the United States' role in an orderly and meaningful expansion of NATO; and discusses how extending NATO membership to Eastern Europe could affect the placement of U.S. soldiers in Europe and U.S. military strategy.

Lessons learned by Poland, Hungary, and the Czech Republic suggest that the nine MAP partners may find their human and material resources overwhelmed in harmonizing NATO Standardized Agreements (STANAGs) to their defense establishments and in responding to the NATO Defense Capabilities Initiative. The result could develop two-tier armed forces in the MAP states, one tier designed to function within the PFP, the second developed according to national defense, but neither able to function well as a whole.

The main difference between the two countries relates to Russia: the Poles fear that Germany may bend its PfP policy of extensive cooperation with Poland to reach agreement on security issues with Russia. Book excerpt: Today Partnership for Peace (PfP) includes 45 nations, almost a quarter of those on the planet. The Partnership is arguably NATO's most successful institutional and procedural adaptation to its perceived post-Cold War security challenges, with every sign of expanding in scope. Although purely a military instrument at its inception, it has additionally come to embrace civil concerns, and today is a successful underpinning not only to its members' security environments but also to other elements of their geopolitical concerns. The goodness of PfP is manifold. Participation is seen as a means to an end by nations who desire closer military, political, economic and cultural relationships with the West. It is also a boon to NATO: the relationships and practical experience gained through PfP make future NATO actions within its AOR and beyond much easier to execute, and PfP also constitutes a "junior membership" that allows active partnering yet largely succors those who oppose an enlarged NATO. Finally, PfP is good for the United States. Participation in its many activities allows us to prevent "continental drift" by Europe away from the U.S., and gives us the opportunity to build relationships with numerous emerging nations, at a time when budget cuts elsewhere in our government have decreased our presence abroad. This paper will examine PfP's inception, current state, and future projections, and close with recommendations, chief among them that the U.S continues its active participation in the Partnership. PfP truly allows us, at relatively low cost, to "keep a hand in" in NATO, Europe and nations on the European periphery.

Enthusiasm for PFP has reached a plateau, some confusion still exists, and significant differentiation has developed in partners' perceptions, objectives, activities, and expectations. Clarifying existing asymmetries among partners and between NATO and partners remains a serious challenge. Indeed, NATO's response may well determine whether PFP's initial success can be guaranteed!
