Book Synopsis The ACP Group and the EU Development Partnership by : Annita Montoute
Download or read book The ACP Group and the EU Development Partnership written by Annita Montoute and published by Springer. This book was released on 2017-01-01 with total page 387 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book constitutes a systematic and critical assessment of the nature, evolution, and prospects of the development partnership between the 79-member African, Caribbean, and Pacific (ACP) group of states and the 28-member European Union (EU). A core theme that runs through the work is that the ACP’s partnership with the EU remains an important framework for addressing development challenges in the African, Caribbean, and Pacific regions, but needs to adapt to changes in the global political economy, as well as internal developments in both the ACP and the EU, to sustain its relevance and effectiveness. This is crucial for the ACP group, in particular, given its origins in, and core focus on, development cooperation with Europe. The authors in this volume examine the history of the ACP-EU partnership since 1975; the EU’s relationship with the African, Caribbean, and Pacific regions individually; ACP experiences with economic partnership agreements with the EU; and new political issues, in particular, security, migration, and diasporas. Shedding light on the future prospects of this relationship, this book will be of interest to both scholars and policymakers working on the ACP-EU relationship and related development issues, including trade, aid, security, and migration.

Available in PDF, EPUB and Kindle. Book excerpt: The relationship between the European Union (EU) and the African, Caribbean and Pacific (ACP) Group of States represents an important yet very distinct case in international relations: its origins were colonial arrangements at the inception of the European Community which were subsequently transformed into the largest framework of North-South development cooperation. External relations with ACP states were formalised in 1975 with the first of four successive Lomé conventions and the EU provided its developing partners with considerable amounts of financial assistance and non-reciprocal preferential market access. In 2000, this relationship experienced a significant readjustment with the Cotonou Partnership Agreement and the introduction of Economic Partnership Agreements (EPAs).The European Commission heralded this agreement as a new era in development cooperation and EPAs as development instruments per se. Despite the rhetoric emphasis on the partnership principle in development cooperation, introduced reforms are primarily dictated by the EU while neglecting the impact on ACP states, for which the EPA negotiations represent a good example. As a result, this special relationship has considerably cooled down, the implementation of EPAs had largely failed and the EU became the target of public critique. This thesis demonstrates that the particularity of this relationship was enabled but subsequently rationalised in the course of institutional developments of the EU and its progressive involvement in a changing international political economy. European politics have dominated this relationship from the early beginning onwards and never simply focussed on the development of ACP countries but on a number of self-centred interests and objectives. The goals involved in this relationship subsequently changed and were increasingly aligned with those pursued in multilateral development and trade relations. The EU is not a unitary and coherent external actor and the European Commission has become a driving force behind the implementation of neo-liberal reforms towards ACP states. Special emphasis is placed on the role of the Commission in the processes which had led to the Cotonou Agreement, the implementation of EPAs and the erosion of this partnership.

This book was released on 2013 with total page pages. Available in PDF, EPUB and Kindle. Book excerpt: After years of intense negotiations between member states of the East African Community (EAC) and the European Union, an interim Economic Partnership Agreement was finally initialled on the 27 November 2007. This interim agreement is intended to be an instrument for development by furthering poverty reduction, sustainable development, regional integration and integration of EAC countries into the world economy. However provisions contained in the interim agreement have raised legitimate concerns as to their ability to address these development issues. The African ministers of trade identified nine contentious provisions which are regarded as both legally and developmentally problematic. One of these issues is the most favoured nation (MFN) clause under which parties are required to extend to each other any better or more favourable treatment granted to other countries, which are either developed countries or major trading economies. The urgency behind the negotiation of Economic partnership agreements between the EU and the African Caribbean and Pacific Countries (within which category fall the EAC member states) was the requirement for a WTO compliant legal regime to govern the relationship between both parties. Previous trade regimes were challenged by other WTO members for being discriminatory. However provisions in the interim agreement such as the contentious MFN clause are more than what is required for WTO compatible regional trade agreements. The inclusion of the MFN clause poses major challenges to the trade and development needs of the EAC countries especially the least developed among them. This dissertation will attempt to critically analyze the potential implications of the MFN clause to the East African countries particularly Uganda as one of the least developed member states in the region.
