Book excerpt: A mentor-protege program is an arrangement in which mentors businesses, typically experienced prime contractors provide technical, managerial, and other business development assistance to eligible small businesses, or proteges. In return, the programs provide incentives for mentor participation, such as credit towardsubcontracting goals, additional evaluation points toward the awarding of contracts, an annual award to the mentor providing the most effective developmental support to a protege, and in some cases, cost reimbursement. Overall, mentor-protege programs seek to enhance the ability of small businesses to compete more successfully for federal government contracts by furnishing them with assistance to improve their performance. This report identifies 13 federal agencies that currently have mentor-protege programs and examines whether they are effectively supporting the goal of increasing small business participation in federal government contracting. Book excerpt: Extract: Only about one-third of U.S. cropland with excessive soil erosion rates is operated by farmers who might be influenced to reduce erosion if changes were made in the U.S. Department of Agriculture's commodity and soil conservation programs. The present commodity programs may conflict with conservation programs by encouraging the cultivation of erosive crops. Efforts to increase the consistency of USDA commodity and conservation programs would contribute little to overcoming the Nation's total erosion problems. Such efforts, however, should balance conservation objectives with objectives for farm income, commodity prices, production, and export.

Book excerpt: Managers of workforce training programs are often unable to afford costly, full-fledged experimental or nonexperimental evaluations to determine their programs’ impacts. Therefore, many rely on the survey responses of program participants to gauge program impacts. Smith, Whalley, and Wilcox present the first attempt to assess such measures despite their already widespread use in program evaluations. They develop a multidisciplinary framework for addressing the issue and apply it to three case studies: the National Job Training Partnership Act Study, the U.S. National Supported Work Demonstration, and the Connecticut Jobs First Program. Each of these studies were subjected to experimental evaluations that included a survey-based participant evaluation measure. The authors apply econometric methods specifically developed to obtain estimates of program impacts among individuals in the studies and then compare these estimates with survey-based participant evaluation measures to obtain an assessment of the surveys’ efficacy. The authors also discuss how their findings fit into the broader literatures in economics, psychology, and survey research.
