Book excerpt: A construção do ideário da sustentabilidade, relacionado às perspectivas de desenvolvimento dos Estados nacionais, tem início na década de 70 e pode-se creditar à ONU papel fundamental em sua difusão. Neste trabalho buscou-se examinar criticamente este ideário à luz das teorias de desenvolvimento e analisar um de seus desdobramentos em escala local - os processos de Agenda 21 local -, especialmente a forma com que tem se dado a participação nestes processos em iniciativas municipais brasileiras. Baseando-se principalmente em entrevistas, as iniciativas dos municípios de São Paulo, Santos, Betim e Bragança Paulista foram utilizadas como estudos de caso. Dividiu-se estas experiências em quatro fases: articulação política, institucionalização, planejamento e controle e execução, nas quais se buscou identificar os atores sociais envolvidos e o papel que desempenharam. À exceção de São Paulo, as outras três iniciativas selecionadas encontraram apoio de instituições externas - do IClEI (ong canadense), em Santos; da FEAM e do IClEI, em Betim; e da SMA, em Bragança Paulista. Nestes três casos observou-se que a participação da sociedade civil ocorreu de forma concedida pelo governo local. Pode-se concluir ainda que, embora se reconheça a importância de processos participativos na conscientização, mobilização e organização da sociedade civil, a participação da sociedade civil, nos processos de Agenda 21 local analisados, ocorreu apenas a partir da fase de planejamento e, particularmente nesta fase, de forma informativoconsultiva.

Os proprietários de terra têm muitas vezes ignoradas a lei. Atingir seu pleno cumprimento exigiria uma restauração cara em áreas convertidas para outros usos. Mudanças recentes no FC preveem que os proprietários possam compensar a sua escassez de reserva legal através da compra de excedentes existentes ou restaurações obrigatórias em outras propriedades. Este artigo discute questões políticas críticas a respeito de Cotas de Reserva Ambiental (CRA). Examinamos a eficácia ambiental relativa da CRA, a sua eficiência na utilização dos recursos e a sua justiça social, bem como potenciais problemas de implementação. Permitindo a compensação com base na conservação fora do local pode permitir atividades agropecuárias mais eficientes e menos fragmentadas, bem como a conservação das florestas, em comparação com a proposição de conservaçãopadronizada proporcionalmente. A CRA, como uma opção para a compensação, possui grande apelo intuitivo, embora persistem controvérsias em relação a sua implementação. Neste artigo revisamos a experiência internacional com instrumentos econômicos semelhantes, bem como estudos brasileiros que simulam os potenciais resultados da CRA. Entrevistas com os principais atores a respeito do instrumento complementam a revisão da literatura. Terminamos com uma avaliação sintética das implicações dos nossos resultados para a implementação da política.

Eutrophication process in Rio Verde reservoir with the occurrence of intense algal blooms is a consequence of the interconnection of different climatological, hydrological, morphological, physico-chemical and biological factors, which occur not only in the watershed but also in the reservoir. Reservoir Eutrophication: Preventive Management compiles the information gathered from the development of a broad research program in Rio Verde watershed, from 2008 until 2010. Rio Verde reservoir, which was built in 1976, is located in the Metropolitan Region of Curitiba, capital of the state of Paraná in South Brazil. This reservoir is mainly used for supplying water to one of PETROBRAS Refinery. However, the reservoir is to be used for supplying drinking water to the population and that is why better understanding this system dynamics is a great concern. The book is the result of an interdisciplinary research program, which has involved more than 150 researchers, with the aim of defining a watershed management preventive system in order to prevent eutrophication processes. This way, the book combines academic rigor with practical applicability and is of interest for both researchers and technologists working in watershed management. Reservoir Eutrophication: Preventive Management is of interest to researchers and technologists that wish to examine specific characteristics of tropical climates. It is of specific interest to developing countries and for researchers interested in knowing the developed methodology adapted for temperate conditions.
