Despite this, we know very little about how questions are used by MPs and what impact questions have on controlling the government. This volume advances our theoretical and empirical knowledge of the use of questioning in a number of different parliamentary settings. The propensity of parliamentarians to ask questions indicates that the interrogatories are an important tool for measuring an individual legislator’s job. Ultimately, how a parliamentarian chooses to use the questioning tool provides a unique insight into legislator behaviour and role orientation. Many of the chapters in this volume provide new empirical measures of legislator activity and use this data to provide new tests of leading theories of legislator behaviour. At an institutional level, questions provide an important source of information for the chamber and are a critical tool of government oversight – as many of the chapters in the volume indicate. Evidence of the impact of questions on executive and bureaucratic oversight challenges conventional views of parliaments as weak and ineffective parts of the political process. This book was published as a special issue of the Journal of Legislative Studies.

Book excerpt: In October 2010 the Committee in response to a report by its predecessor committee began a trial exercise in monitoring unsatisfactory and late answers to written Parliamentary questions. With just over 50 complaints from Members in response to the exercise of which half were followed up. This resulted in answers for Members on a number of occasions in circumstances where they would otherwise have found difficult or impossible to follow up on an inadequate response. The exercise will now come to an end and be put on a more permanent footing.In consideration of a memorandum from the Leader of the House providing statistics on the time taken to respond to WPQs in 2010-12, the committee has sought explanations from Ministers in charge of poorly performing departments for the level of performance in the memorandum and what steps are being taken to improve these levels. The Department for Education had a particularly poor performance and evidence was taken from the Parliamentary Under Secretary and a senior official in the Department which the Committee found unsatisfactory with and so a follow up session with the Permanent Secretary and Secretary of State was undertaken. The Committee will continue its interest in the answering performance of this Department and hold it to further account should its performance not improve markedly.

The Table Office has provided the Committee with a memorandum assessing the impact of those changes, and recommending that the experiment be made permanent. The Committee, therefore agree with the Table Office's conclusions and recommend that the restrictions on e-tabling which have been piloted should continue. The Committee also recommends that the consequent upgrade to the e-tabling system include improvements such as the introduction of a basket in which to keep PQs prior to their submission, if and when they prove technically feasible.

Much of the literature, however, has focused on parliamentary scrutiny and control in EU affairs. What tends to be generally overlooked is that the parliamentary communication function is at least as important in EU politics as the control function. Democratic legitimacy depends on a vibrant public debate on political solutions and alternatives to allow citizens to make informed political (electoral) choices and to exercise democratic control. Within the EU, it is precisely the opacity of policy-making processes and the lack of public discourse that have been defined as core problems of democratic legitimacy. Here, parliaments have the potential to provide an ideal arena for the deliberation of important European issues and thus to help overcome the much-lamented distance between European policy processes and the citizens. Yet, despite parliaments' central relevance for the legitimacy of European politics, the parliamentary communication function remains so far under researched. The volume aims at filling this gap by providing both qualitative and quantitative comparative data on various communication efforts by national parliaments. This book was originally published as a special issue in the Journal of Legislative Studies.

It is the only book-length treatment of this pivotal Report. The Scott report was established by John Major in 1992 to look into British government policy during the 1980s with regard to trade (including the arms trade) with Iraq and to establish whether the Government had lied to Parliament about its policy. Scott also investigated a number of high-profile and controversial criminal prosecutions which the government brought against several companies that were accused of illegally exporting "defence equipment" to Iraq. All of these cases failed. This book does more than merely relate the Scott story. It offers a full analysis of what the report means for the future of constitutional government, and constitutional reform, in Britain. Issues of lying to Parliament and ministerial responsibility; of the regulation and control of the civil service; and of open government and freedom of information are all reappraised in the light of Scott's discoveries.
