It addressed three reform themes in the area of middle-grade school/family and community partnerships: (1) What are the larger and local environments within which parent, family, and community involvement operate? How do these contextual factors influence those programs? (2) What are the roles that parents, families, and community and business members assume in the education of their children? How are those roles facilitated? What key elements are specific to these areas? and (3) What are the effects of promising programs on parents, students, schools, and the community? How are these effects assessed or determined? Findings show that challenges can create opportunities for family involvement; strong relationships form the core of family and community involvement; responsibilities and decision making need to be shared among all participants; sustained family and community involvement depends on active advocacy by leaders; and active partnerships require a system of support to sustain them. Implications for policymakers include a focus on success for all students as the core of policy for education reform, whereby school, family, and community partnerships are supported. Appendix A contains references, and Appendix B contains a bibliography of current products. (RT)

From birth, children are learning and rely on parents and the other caregivers in their lives to protect and care for them. The impact of parents may never be greater than during the earliest years of life, when a child's brain is rapidly developing and when nearly all of her or his experiences are created and shaped by parents and the family environment. Parents help children build and refine their knowledge and skills, charting a trajectory for their health and well-being during childhood and beyond. The experience of parenting also impacts parents themselves. For instance, parenting can enrich and give focus to parents' lives; generate stress or calm; and create any number of emotions, including feelings of happiness, sadness, fulfillment, and anger. Parenting of young children today takes place in the context of significant ongoing developments. These include: a rapidly growing body of science on early childhood, increases in funding for programs and services for families, changing demographics of the U.S. population, and greater diversity of family structure. Additionally, parenting is increasingly being shaped by technology and increased access to information about parenting. Parenting Matters identifies parenting knowledge, attitudes, and practices associated with positive developmental outcomes in children ages 0-8; universal/preventive and targeted strategies used in a variety of settings that have been effective with parents of young children and that support the identified knowledge, attitudes, and practices; and barriers to and facilitators for parents' use of practices that lead to healthy child outcomes as well as their participation in effective programs and services. This report makes recommendations directed at an array of stakeholders, for promoting the wide-scale adoption of effective programs and services for parents and on areas that warrant further research to inform policy and practice. It is meant to serve as a roadmap for the future of parenting policy, research, and practice in the United States.

Book excerpt: The purpose of this case study research was to examine the perceptions of teachers and parents towards current parental involvement factors in a suburban junior high school located in the Midwest United States. Such perceptions were compiled by means of surveys based on Dr. Joyce Epstein's Framework of the Six Dimensions of Parental Involvement: (a) parenting, (b) communication, (c) volunteering, (d) learning at home, (e) decision-making, (f) and collaborating with the community (Epstein, 1995). The subjects were N=36 seventh and eighth grade teachers, and N=344 parents of students. The descriptive statistical analysis did show a difference between teachers and parents in the dimensions of parenting, communication, and learning at home. To determine if the differences between teachers and parents were statistically significant, independent sample t-tests were conducted. The results indicated a large effect in the areas of parenting, communication, and learning at home. In addition, a multiple regression analysis was conducted to evaluate demographic characteristics of both parents and teachers in relation to their responses to involvement practices. The demographic characteristics evaluated for parents were: (a) grade of student, (b) number of children in school, (c) ethnicity, and (d) household income. The demographic characteristics evaluated for teachers included: (a) grade level taught, (b) gender, (c) discipline, and (d) years of experience. The regression analysis of parental demographics did not show any practical significance in any of the six dimensions when evaluating their perceptions of involvement. The regression analysis of teacher demographics indicated that years of experience were practically significant in how they perceived parental involvement in the areas of parenting, volunteering, and collaborating with the community.

Book excerpt: The purpose of this study was to determine if there is a change in the perception of parents' roles and participation as children advance through elementary school into middle school. The study asked parents and teachers in Southeastern Pennsylvania associated with children in 5th or 7th grade to identify the roles that parents should adopt in relationship to their involvement in their child's education. Then it asked the same parents and teachers to identify the roles parents actually adopted. The study sought to identify contributing factors to the potential change in parental involvement at the middle level. The study sought to identify the degree of parent involvement in the following roles: Paid School Staff, School Program Supporter, Home Tutor, Audience, Advocate, Co-Learner, and Decision-maker. The study also identified the necessity for parents to receive information about the roles. This quantitative study collected data through a questionnaire based on the Parental Involvement Questionnaire used by Nancy Chavkin and David Williams. Parametric and nonparametric tests analyzed the data to reveal roles that parents and teachers were very similar in identifying as the roles parents ought to play, as well as many of those that they do play. The roles parents are involved in most at the 5th and 7th grade levels were the following: School Program Supporter, Home Tutor, Audience, and Advocate; parents were involved in Co-Learner, and Decision-maker the least. The study found that there appeared to be little significant difference between the roles practiced or recommended for parents at the 5th and 7th grades. There were, however, differences in the perception of parent involvement between parents and teachers. The study also indicated that parents were interested in participating as Decision-makers and Co-Learners, yet there were few opportunities to do so. The study recommends a number of practices to address ways to accommodate and shape parent participation in roles that may improve student achievement.
