Book excerpt: How East German artists made their country’s experimental art scene a form of (counter) public life. Experimental artists in the final years of the German Democratic Republic did not practice their art in the shadows, on the margins, hiding away from the Stasi’s prying eyes. In fact, as Sara Blaylock shows, many cultivated a critical influence over the very bureaucracies meant to keep them in line, undermining state authority through forthright rather than covert projects. In Parallel Public, Blaylock describes how some East German artists made their country’s experimental art scene a form of (counter) public life, creating an alternative to the crumbling collective underpinnings of the state. Blaylock examines the work of artists who used body-based practices—including performance, film, and photography—to create new vocabularies of representation, sharing their projects through independent networks of dissemination and display. From the collective films and fashion shows of Erfurt's Women Artists Group, which fused art with feminist political action, to Gino Hahnemann, the queer filmmaker and poet who set nudes alight in city parks, these creators were as bold in their ventures as they were indifferent to state power. Parallel Public is the first work of its kind on experimental art in East Germany to be written in English. Blaylock draws on extensive interviews with artists, art historians, and organizers; artist-made publications; official reports from the Union of Fine Artists; and Stasi surveillance records. As she recounts the role culture played in the GDR’s rapid decline, she reveals East German artists as dissenters and witnesses, citizens and agents, their work both antidote to and diagnosis of a weakening state.

Available in PDF, EPUB and Kindle. Book excerpt: This monumental study is a comprehensive critical survey of the policy preferences of the American public, and will be the definitive work on American public opinion for some time to come. Drawing on an enormous body of public opinion data, Benjamin I. Page and Robert Y. Shapiro provide the richest available portrait of the political views of Americans, from the 1930's to 1990. They not only cover all types of domestic and foreign policy issues, but also consider how opinions vary by age, gender, race, region, and the like. The authors unequivocally demonstrate that, notwithstanding fluctuations in the opinions of individuals, collective public opinion is remarkably coherent: it reflects a stable system of values shared by the majority of Americans and it responds sensitively to new events, arguments, and information reported in the mass media. While documenting some alarming case of manipulation, Page and Shapiro solidly establish the soundness and value of collective political opinion. The Rational Public provides a wealth of information about what we as a nation have wanted from government, how we have changed our minds over the years, and why. For anyone interested in the short- and long-term trends in Americans' policy preferences, or eager to learn what Americans have thought about issues ranging from racial equality to the MX missile, welfare to abortion, this book offers by far the most sophisticated and detailed treatment available.

Available in PDF, EPUB and Kindle. Book excerpt: In recent decades, we have witnessed an increasing use of projects and similar temporary modes of organising in the public sector of nations in Europe and around the world. While for some this is a welcome development which unlocks entrepreneurial zeal and renders public services more flexible and accountable, others argue that this seeks to depoliticise policy initiatives, rendering them increasingly technocratic, and that the project organisations formed in this process offer fragmented and unsustainable short-term solutions to long-term problems. This volume sets out to address public sector projectification by drawing together research from a range of academic fields to develop a critical and theoretically-informed understanding of the causes, nature, and consequences of the projectification of the public sector. This book includes 13 chapters and is organised into three parts. The first part centres on the politics of projectification, specifically the role of projects in de-politicisation, often accomplished by rendering the political “technical”. The chapters in the second part all relate to the reframing of the relationship between the centre and periphery, or between policy making and implementation, and the role of temporality in reshaping this relation. The third and final part brings a focus upon the tools, techniques, and agents through which public sector projectification is assembled, constructed, and performed.

Book excerpt: The near future will see the increased use of parallel computing technologies at all levels of mainstream computing. Computer hardware increasingly employs parallel techniques to improve computing power for the solution of large scale and computer intensive applications. Cluster and grid technologies make possible high speed computing facilities at vastly reduced costs. These developments can be expected to result in the extended use of all types of parallel computers in virtually all areas of human endeavour. Computer intensive problems in emerging areas such as financial modelling, data mining and multimedia systems, in addition to traditional application areas of parallel computing such as scientific computing and simulation, will lead to further progress. Parallel computing as a field of scientific research and development has already become one of the fundamental computing technologies. This book gives an overview of new developments in parallel computing at the start of the 21st century, as well as a perspective on future developments.

Available in PDF, EPUB and Kindle. Book excerpt: This book explores how a variety of historically marginalised groups create their own 'public spheres', parallel to the mainstream public arena. Since such groups have been excluded from conventional public discourse and activity, they build their own infrastructures for opinion formation and expression. The book draws upon theory in sociology, philosophy, political science, and communications in order to understand communication patterns among the politically marginal at different points in history. Three diverse historical case studies (female-operated salons of eighteenth-century Paris, the black press of the 1930s, and the creation of The Masses), and a contemporary analysis of the Libertarian Party, illuminate the experiences of those who live on the fringe of the public sphere. Through synthesis of existing scholarship, and original archival research, Politics at the Margin demonstrates the centrality of political communication to the study of social action.
