Most of the Reader is arranged chronologically. Weighted toward the twentieth century and early twenty-first, it nevertheless gives due attention to major events in Paraguay's history, such as the Triple Alliance War (1864–70) and the Chaco War (1932–35). The Reader's final section, focused on national identity and culture, addresses matters including ethnicity, language, and gender. Most of the selections are by Paraguayans, and many of the pieces appear in English for the first time. Helpful introductions by the editors precede each of the book's sections and all of the selected texts.

Frank O. Mora and Jerry W. Cooney tell how an initially rocky beginning between the two countries, marked by diplomatic posturing, shows of military force, and failed business schemes, gave way to a calmer period during which the United States backed Paraguay's territorial claims against its neighbors, prospects grew brighter for American entrepreneurs, and Paraguay embraced Pan-Americanism. It was not until the 1930s that the two countries engaged in earnest as the United States attempted to mediate the Chaco War between Paraguay and Bolivia. Then, as the authors write, "hemispheric solidarity in World War II, the cold war in Latin America, the 'balance of power' among states in the Río de la Plata, and the question of U.S. support for, or aid to, Latin American dictators" became matters of mutual interest. The dictatorship of Alfredo Stroessner (1954-89) spanned much of this era, and a shared attitude of realpolitik typified U.S.-Paraguayan relations during his rule. Post-Stroessner, the United States has stood by Paraguay during its transition to democracy, despite lingering concerns about such issues as drug trafficking and intellectual piracy. The countries should grow closer with time, the authors conclude, if Paraguay resists the continent's leftward political shift and remains a solid partner in U.S. antiterror initiatives in South America.

Using critical perspectives in sociology, anthropology, geography, and political science, we bring together scholars, activists, and practitioners of social critique and community organizing. They reflect on movements involving peasant, indigenous and agrarian rights to land and livelihoods, LGBTQ and feminist struggles, labor union struggles, and student demands for access to quality education and social development, while exploring how the particularisms of Paraguay result in differences from other Latin American movements and how overarching regional tendencies may explain the similarities. This volume is the first English-language book on social movements in Paraguay. As such, it aims to provide a deeper understanding Paraguay’s principal social movements since the transition to democracy. This volume contributes to analyzing how social movements within the context of aweak state, authoritarian political elite, and a deficient democratization process contribute to progressive public policy, socio-economic development, and democracy. In addition, this book focuses on how Paraguayan social movements are similar to or different from their Latin American counterparts, how the particularism of Paraguay explains these variations and how overarching regional tendencies explain the similarities. Book excerpt: During Latin America's third democratic wave, a majority of countries adopted a runoff rule for the election of the president, effectively dampening plurality voting, opening the political arena to new parties, and assuring the public that the president will never have anything less than majority support. In a region in which undemocratic political parties were common and have often been dominated by caudillos, cautious naysayers have voiced concerns about the runoff process, arguing that a proliferation of new political parties vying for power is a sign of inferior democracy. This book is the first rigorous assessment of the implications of runoff versus plurality rules throughout Latin America, and demonstrates that, in contrast to early scholarly skepticism about runoff, it has been positive for democracy in the region. Primarily through qualitative analysis for each country, the author argues that, indeed, an important advantage of runoff is the greater openness of the political arena to new parties--at the same time that measures can be taken to inhibit party proliferation. In this context, it is also the first volume to address whether or not a runoff rule with a reduced threshold (for example, 40% with a 10-point lead) is a felicitous compromise between majority runoff and plurality. The book considers the potential for the superiority of runoff to travel beyond Latin America--in particular, and rather provocatively, to the United States.
