First, is the problem of the marginalization of indigenous Papuans, and the discriminatory impacts on them resulting from the economic development of, political conflicts in, and mass migrations to Papua since 1970. To respond to this problem, an affirmative policy of recognition must be developed to empower indigenous Papuans. The second issue is the failure of development, particularly in the fields of education, health, and people's economic empowerment. This requires a new paradigm of development, focused on improving public services for the welfare of indigenous Papuans in the villages. The third main problem is the contradictions that exist between Papuan and Jakartan constructions of political identity and history. This problem can only be settled through dialogue, along the lines of the dialogue that was conducted for Aceh. The fourth issue is accountability for past state violence toward Indonesian citizens in Papua. For this, a road to reconciliation must be cleared, on which courts of human rights and the disclosure of the truth are the means of choice for law and justice to be upheld in Papua, for the victims and their families in particular, and all Indonesian citizens of Papua in general. The above four issues and agendas can be woven together to form a mutually interrelated policy strategy for comprehensive long-term resolution of the Papuan conflict. The atmosphere of Reformasi, and the existence of the accommodative Law No. 21/2001 on Special Autonomy (UU Otsus), a responsive central government, as well as the very large size of Papua's budget, lead the LIPI team to have faith that the problems of Papua can be resolved with justice, peace and dignity.

The failure of the policy implementation as a conflict reduction strategy in the Papuan case can be attributed to the dynamics of elite configurations during the negotiation and early implementation stages. Chairullah presents two significant new findings for research on Papuan Special Autonomy. Firstly, that secret negotiations were held between Papuan and national elites during Abdurrahman Wahid’s presidency, and these were crucial in reducing separatist sentiment in Papua. Secondly, that the United States, through Freeport McMoRan, strongly influenced the Special Autonomy negotiation process. The actions of national elites in Jakarta led to widespread disappointment about the policy at all levels in Papua and the subsequent escalation of separatist sentiment based on Papuan ethnic identity. Book excerpt: Center for Political Studies, Indonesian Institute of Science (P2P LIPI) and Chung Hua Institution for Economic Research (CIER) have been undertaking joint study on Indonesia-Taiwan economic and trade relations since 2011. from the first year of the joint study, the research teams have explored several potential sectors that Indonesia and Taiwan could develop in a more beneficial economic framework, such and agriculture, SMEs, human resource development, electronics and automotive. It is common that in any economic transaction, each party will try to get as much as possible benefits. Although, in reality, different conditions will produce different advantages. This situation is also reflected in the case of Indonesia and Taiwan economic and trade relations, in which Taiwan seems to gain more benefits and opportunities rather than Indonesia, because of its high economic performance, advanced technology, and good quality of human resources. P2P LIPI continues the project in 2012 under the focus on “Feasibility study of ECA between Indonesia and Taiwan” by using two methodologies (or tools). First, Global Trade Analysis Project (GTAP) is to analyze the impact of ECA in the general equilibrium and the aggregated level. Second, Single Market Partial Equilibrium Simulation Tool (SMART) is to analyze impact the ECA in the partial equilibrium and disaggregated level. The Feasibility study covers two mean aspects: (1) potential impacts of ECA Indonesia and Taiwan’s trade relations. (2) potential regulatory cooperation between the two economics entities under the scheme of ECA. To deal with the asymmetric positions between Indonesia and Taiwan, government, civil society and private sector must have the same knowledge and understanding on how to reduce the gaps. This study has also shown a fruitful economic and trade relations between Indonesia Taiwan, although there are some conditions that need to be considered. First, since Indonesia has no diplomatic ties with Taiwan, the process of ECA will be much more difficult. The preparational stage will be the most important part to negotiate any policy an single commodity in details, including environmental factor. This is primarily to reduce negative impact from Taiwan’s FDI in Indonesia. Indonesia must pay more attention in the domestic priorities (trade and investment) that must be negotiated carefully in the context of ECA. This has to be the focus of the Indonesia’s government policies. Economic growth has to be parallel with the distribution of income. Second, Indonesia generally earns minimum benefits from the ongoing FTAs. Therefore, ECA has to be constructed for producing more economic advantages for Indonesia. The most possible scenario under ECA is be strengthening the “Private to Private” (P to P) or “Business to Business” (B to B) ties. The political reality remains that China has taken different political treatment to Taiwan. In the regional context, ASEAN also respects to the One China Policy, although Taiwan has its own interpretation about the policy. In the context of ECFA (Economic Cooperation Framework Agreement), China and Taiwan, have different interpretations about ECFA.

The region has long been characterized by the twin process of state-formation and nation-building, which has been responsible for most of the region’s intrastate and interstate conflicts. While this process is still ongoing, regional conflicts and their management are increasingly affected by globalisation, which not only serves as a new source of, or exacerbating factor to, conflict, but also makes new instruments available for conflict management. Employing the concepts of incompatibility management and mediation regime, the book analyses the management of seven conflicts in the region: the Rohingya crisis and the Kachin conflict in Myanmar, the Khmer Krom conflict in Vietnam, the West Papua conflict in Indonesia, the political conflict in Thailand, the Mekong River conflicts involving five Southeast Asian countries and China and the transboundary haze problem emanating from Indonesia. The efforts to manage each of them are imagined as constituting a mediation regime, and its effectiveness is assessed in terms of good governance. Among the findings of the book is that the measures of manoeuvring around incompatibilities are employed predominantly in managing regional conflicts. In intrastate conflicts, which mostly involve ethnic minorities, the authorities first aim to eliminate, or impose its own position on, ethnic parties. When this strategy proves unsuccessful, they have no choice but manoeuvre around incompatibilities, which may eventually open up a space for mutual learning. In interstate conflicts, the manoeuvring around strategy works in a more straightforward manner, contributing to regional stability. However, the stability is achieved at the cost of local communities and the natural environment, which absorb the incompatibilities in conflict.

Book excerpt: This book addresses biopsychosocial and transcultural determinants of suicide by self-immolation, populations at risk throughout the world and prevention strategies specifically designed for young women in fragile environments. Self-immolation, the act of burning oneself as a means of suicide, is rare in high-income countries, and is usually a symbolic display of political protest among men that generally receives international media coverage. In contrast, in low- and-middle-income countries it is highly prevalent, primarily affects women, and may be one of the most common suicide methods in regions of Central and South Asia and parts of Africa. Psychiatric conditions, like adjustment disorders, traumatic stress disorders, and major depression, and family dynamics that include intimate partner violence, forced marriages, the threat of honor killings, and interpersonal family conflicts in a cultural context of war-related life events, poverty, forced migration and ethnic conflicts are important contributing factors. Written by over 40 academic psychiatrists from all continents, sociologists, and historians, the book covers topics such as region-specific cultural and historical factors associated with suicide; the role of religion and belief systems; marginalization, oppression, retraumatization and suicide risk; countertransference aspects of working in burn centers; responsible reporting and the media; and suicide prevention strategies to protect those at risk.

Book excerpt: There are probably no other people on earth to whom the image of the ‘stone-age’ is so persistently attached than the inhabitants of the island of New Guinea, which is divided into independent Papua New Guinea and the western part of the island, known today as Papua and West Papua. From ‘Stone-Age’ to ‘Real-Time’ examines the forms of agency, frictions and anxieties the current moment generates in West Papua, where the persistent ‘stone-age’ image meets the practices and ideologies of the ‘real-time’ – a popular expression referring to immediate digital communication. The volume is thus essentially occupied with discourses of time and space and how they inform questions of hierarchy and possibilities for equality. Papuans are increasingly mobile, and seeking to rework inherited ideas, institutions and technologies, while also coming up against palpable limits on what can be imagined or achieved, secured or defended. This volume investigates some of these trajectories for the cultural logics and social or political structures that shape them. The chapters are highly ethnographic, based on in-depth research conducted in diverse spaces within and beyond Papua. These contributions explore topics ranging from hip hop to HIV/ AIDS to historicity, filling much-needed conceptual and ethnographic lacunae in the study of West Papua.
