Book excerpt: In their evolution of political structures and life, countries often undergo significant conjunctures, major events that reorder political structures and norms. The examination of such conjunctures offers an important methodological framework to uncover and document changes that have significantly altered the political template of a country. This collection of case studies examines the critical conjunctures that have affected the countries of Southeast Asia in recent decades. Each chapter traces the antecedent conditions prior to the event, describes the changes brought about by the conjuncture, and details the lasting legacy.

Available in PDF, EPUB and Kindle. Book excerpt: All fourteen major peacebuilding missions launched between 1989 and 1999 shared a common strategy for consolidating peace after internal conflicts: immediate democratization and marketization. Transforming war-shattered states into market democracies is basically sound, but pushing this process too quickly can have damaging and destabilizing effects. The process of liberalization is inherently tumultuous, and can undermine the prospects for stable peace. A more sensible approach to post-conflict peacebuilding would seek, first, to establish a system of domestic institutions that are capable of managing the destabilizing effects of democratization and marketization within peaceful bounds and only then phase in political and economic reforms slowly, as conditions warrant. Peacebuilders should establish the foundations of effective governmental institutions prior to launching wholesale liberalization programs. Avoiding the problems that marred many peacebuilding operations in the 1990s will require longer-lasting and, ultimately, more intrusive forms of intervention in the domestic affairs of these states. This book was first published in 2004.

Available in PDF, EPUB and Kindle. Book excerpt: Since the Cold War, peace operations have become the core focus of many Western armed forces. In these operations, the division between civil and military responsibilities often rapidly blurs. Among policy makers and in military circles, a debate has erupted regarding the scope of the military in stabilizing and reconstructing war torn societies. Should soldiers, who primarily prepare for combat duties, observe a strict segregation between the "military sphere" and the "civilian sphere" or become involved in "nation building"? Should soldiers be allowed to venture into the murky arena of public security, civil administration, humanitarian relief, and political and social reconstruction? In Soldiers and Civil Power, Thijs Brocades Zaalberg draws on military records and in-depth interviews with key players to examine international operations in the 1990's in Cambodia, Somalia, Bosnia, and Kosovo. Focusing his historical analysis on the experiences of various battalions in the field, he reveals large gaps between this tactical level of operations, political-strategic decision making and military doctrine. By comparing peace operations to examples of counterinsurgency operations in the colonial era and military governance in World War II, he exposes the controversial, but inescapable role of the Western military in supporting and even substituting civil authorities during military interventions. At a time when US forces and its allies struggle to restore order in Iraq and Afghanistan, Brocades Zaalberg’s in-depth study is an invaluable resource not only for military historians, but anyone interested in the evolving global mission of armed forces in the twenty-first century.

Book excerpt: Europe and the Asia-Pacific is the most wide-ranging and accessible book currently available on the increasingly important relationship between these two regions. Compiled by leading experts, it covers the historical background, contemporary political setting and the vitally important economic aspects of this relationship. Moving on to deal with security considerations and policy decisions it provides valuable insights into the developing partnership between Europe and the Asia-Pacific. Rigorous and up-to-date, it is born out of the work of the Council for Asia-Europe cooperation (CAEC), a body of think tanks that supports the Asia-Europe Summit Meeting (ASEM) process.
