Book excerpt: Carlos Guevara Mann argues that Panamanian militarism, a consequence of the breakdown of legitimacy that occurred in the early nineteenth century, is more a manifestation of a deeply-rooted political tradition than an isolated phenomenon of the late twentieth century. He examines the variable US policy approach to domestic stability with the overall context of US hegemony in the isthmus and its shaping of Panamanian militarism. Focusing on the causes that generated nineteenth-century predatory militarism, including political illegitimacy and US support, Guevara Mann analyzes the so-called professionalization of the armed forces -- institutionalized militarism -- and the polices developed by the 1968-89 military regime. The author cautions that although Panamanian Defense Forces were abolished after the US invasion of December 1989, and although the state's security apparatus has been placed under civilian direction, Panama's stability remains threatened. Lack of legitimacy -- the characteristic which informs military involvement in politics -- still persists, and militarism could well reappear if the Panamanian polity fails to achieve legitimacy.

This militarization is the result of three factors: the internal focus of the military, the drug war, and corruption. The internal focus of the Mexican military is based on doctrine. Mexico's drug war began in 1986 when U.S. President Reagan convinced their government that the trafficking of drugs constituted a National security threat. Corruption is pervasive in Mexico due to the combination of seven decades of authoritarian rule by the hegemonic Institutional Revolutionary Party (PRI) and the associated effects from transnational drug trafficking. The army represents the last publicly respected institution in Mexico. During the past three years, almost the entire law enforcement apparatus to combat drug trafficking has been replaced with military soldiers and numerous key political appointees and governmental positions have been filled with Mexican generals and colonels. There are few national interests more profoundly consequential to the United States than the political stability and general welfare of Mexico. The militarization and changing civil military relations in Mexico is an important aspect in U.S. Mexico relations and must be considered impossible policy changes.

For nearly a century, the United States occupied and controlled the Panama Canal Zone and its shipping operations. In 1999, control was passed to Panama’s Canal Authority. This peaceful transfer was a result of the 1977 Torrijos-Carter Treaties. The Weak and the Powerful studies how a weak country negotiated the Cold War and how a strongman navigated between competing power blocs. Omar Torrijos took power in Panama through a 1968 coup d’état and ruled that country until his death in 1981. He committed his country to the Non-Aligned Movement (NAM), which purported to stand for noninterference and against imperialism. Jonathan C. Brown looks at how Torrijos and the NAM were able to mobilize world opinion of the weak against the powerful to pressure the United States to live up to its democratic and international ideals regarding sovereignty of the canal. The author also demonstrates how world opinion was unable to address the problems of ideologically motivated warfare in neighboring Central American states.

A period in which Panamanians, due to the special circumstances under which the country became independent, the presence of the United States, and of thousands of foreign workers in its territory, began to doubt and asked themselves if they were truly independent. The American presence impacted politics and a sense of inferiority developed because people believed that nothing could be accomplished without the blessings of the United States. In the middle of chaotic political scene and self-doubt, the country retreated to its Hispanic past and began an effort to Hispanize in the face of so much foreign presence and influence, and tried to show the world that Panama was an independent country with history and traditions, and not an appendage of the United States. Belisario Porras, who became president in 1912, emphasized the Hispanic past and built statues to Balboa and Cervantes. Acción Comunal, founded in 1923, promoted nationalism and criticized the corrupt nature of politics. It led a successful campaign against the 1926 Treaty and a coup in 1931. This new generation repudiated the generation that made the 1903 Treaty. “Panama for Panamanians” became one of the catch phrases for the Panamanian youth of the 1920’s and 1930’s, which found in the brothers Harmodio and Arnulfo Arias the leading exponents.
