Book excerpt: Political instability has limited the development of Guinea-Bissau’s institutional capacity. For example, tensions between the President and the leadership of the country’s largest political party led to six changes of government between the 2014 and 2019 parliamentary elections. Previous IMF capacity development reports, ECF program reviews staff reports, and other diagnosis undertaken by the World Bank and the European Union have pointed to structural governance weaknesses and proposed corrective measures, in some cases, similar to those highlighted in this report. Regrettably, traction has been limited.

Available in PDF, EPUB and Kindle. Book excerpt: A growing number of governments have made commitments to achieving gender equality and women's rights, with many using gender responsive budgeting (GRB) to allocate resources for the delivery of economic policy and governance that benefit men and women equally. At a time when GRB is growing in global traction, this book investigates what it can deliver for gender equality and state resilience in contexts where the state is weak or prone to violence, such as in Timor-Leste. Gender-Responsive Budgeting in Fragile States: The Case of Timor-Leste uses the Timor-Leste case to investigate whether gender equality reform can be adopted at the same time as establishing economic and institutional fundamentals. While some may have thought that the adoption of GRB strategy in 2008 was premature, Monica Costa argues that GRB initiatives have contributed to budget accountability and transparency, and ultimately improved policy and budget processes and decisions. This multi-disciplinary analysis of a decade of GRB demonstrates why GRB is important to inform the debate on state fragility-resilience and argues that fragile states cannot defer gender equality in the name of getting the economic and institutional basics right. While a growing number of fragile states have taken steps to make their budget more gender responsive, questions remain for economists and policy makers about what can be achieved, and how. Gender Responsive Budgeting in Fragile States is the first international publication on GRB in fragile state contexts and will be of interest to researchers, upper level students, policy makers and NGOs with an interest in policy, economics, gender and development.

Denmark The University of Illinois, Urbana, USA Recognising the critical need for bringing a handy reference work that deals with the most popular reagents in synthesis to the laboratory of practising organic chemists, the Editors, of the acclaimed Encyclopedia of Reagents for Organic Synthesis (EROS) have selected the most important and useful reagents employed in contemporary organic synthesis. The Handbook of Reagents for Organic Synthesis; Reagents Auxiliaries and Catalysts for C-C Bond Formation, provides practical and concise information on a diverse group of reagents. To familiarise the user with the spectrum of reagents contained within this volume, the editors have subdivided more than 200 entries into 22 classes based on their chemical structures and function. The articles, arranged alphabetically, contain all of the information found in EROS as well as expanded reagents listings. In addition, new listings of recently published review articles and monographs are included, as well as relevant Organic Syntheses procedures that deal with either the preparations or reactions of the featured reagents. This comprehensive and well referenced handbook will prove of great value to all practitioners in the field of organic chemistry.

Book excerpt: Illuminating thus far understudied international relations in global higher education, the book titled Internationalization of Higher Education for Development illustrates how the Brazilian government, under the presidency of Luis Inácio Lula da Silva (2003-2010), legitimized Africa-Brazil relations often referring to the presumably shared history of transatlantic slavery as the condition for solidarity cooperation and international integration. Ress reveals how this notion of history produces a vision of Brazil as a multicultural nation able to redress longstanding racialized inequalities while casting 'Africa' as the continent that remains forever in the past. She explores how this ambiguous notion was translated into curricula and classroom practices, and, in particular how it shaped international students' experiences at a newly-created university in the Northeast of Brazil. Ress demonstrates how the historicized framing in conjunction with the powerfully racialized class structures that characterize Brazilian society, the challenging material conditions surrounding the university, and the future aspirations of students created an environment that made solidarity an economic necessity while repeating the century-old colonial gesture of othering 'Africa' in new yet all too familiar ways – reworking and reemploying the idea of race in the name of Brazil's progress and development. This book showcases in an innovative way the challenges and opportunities of building international relations in postcolonial education contexts. A much-needed advances over current scholarship analysing race, blackness, and solidarity, it offers a timely contribution to postfoundational and postcolonial studies in comparative and international education.

Book excerpt: According to the World Health Organization, more than 40 million people in the world are affected with dementia. To date, 60-70% of the cases of dementia are attributed to the Alzheimer's disease (AD). This neurodegenerative disorder gradually takes place over a period of at least 20 years before the onset of symptoms, which are impaired memory, apathy and depression. The characteristics of AD consist in neurofibrillary tangles (intraneuronal aggregates of hyperphosphorylated tau proteins) and senile plaques (dense extraneuronal deposits composed of amyloid ß (Aß)). The other features linked to these two core pathological hallmarks of AD are inflammation, oxidative stress, progressive synaptic and neuronal loss. In past years, some of the emerging therapeutic strategies against AD were employed to deal with the pathological hallmarks of the disease. Science teams all over the world try to restore the tau phosphorylation equilibrium. Their purpose is to interfere with the aggregation of tau and decrease its amount of proteins per se as well. Furthermore, they are trying either to stimulate the elimination processes of the aggregated tau proteins or to stop the formation of Aß peptides. This could be reached by the stimulation of the classic techniques of protein degradation such as the autophagic pathway, or by the targeted immunotherapy. In this Research Topic, we wish to summarize and review the etiology of AD and the related therapeutic opportunities for the next decades. To fully understand the precise mechanisms underlying AD, research findings, reviews, new insights and new approaches include AD and related tauopathies, tau phosphorylation balance, pharmacological compounds against AD, neuroprotection strategies and new therapeutic ways but also risk factors for AD and AD genetic information are included in this issue.

It provides an alphabetical table of known simple quinoxalines, including new compounds discussed in this volume and their physical data, as well as the pyrazines from the original volumes. Biological activities, spectral or other physical studies, and other such materials appear at appropriate points in the text. The in-depth coverage includes synthesis, reactions, spectroscopic, and physical properties for each class of compounds. Chemistry of Heterocyclic Compounds, Volume 61: Supplement II provides the most up-to-date summation of knowledge of the synthetic chemistry of quinoxalines.
