Book excerpt: To help overcome remoteness, Pacific economies are looking to improve economic integration not only through ICT and transport network investments, but also by promoting greater competition and private investment. Enhancing connectivity is crucial to the Pacific and its people, who constantly contend with the challenges of geographic isolation and remoteness. Physical connectivity through air and maritime links brings people, goods, and services to and from the Pacific while digital connectivity through information and communication technology (ICT) integrates the region with the rest of the world. This section tackles Pacific developing member countries' efforts to enhance connectivity by expanding internet and other ICT connections, improving and maintaining transport networks, and strengthening investment facilitation. Ultimately, the goal of connectivity is to link Pacific peoples with each other, and enable them to access goods and important social services, as well as economic opportunities, locally and globally.

Book excerpt: This issue highlights the economic prospects of the Pacific developing member countries (Pacific DMCs) and stresses the importance of improving the quality and access to basic and sustainable utilities in the Pacific DMCs. Access to electricity is low in the Pacific, particularly in the more remote and less developed parts of the subregion. Factors contributing to this include dependence on costly fossil fuels for power generation, inadequate investment in infrastructure, and electricity services that may be beyond the means of poorer rural households. To help address these challenges, most Pacific governments are taking steps to shift toward renewable energy and ultimately meet ambitious targets under international climate change commitments. Further, they have made strategic investments in more effi cient transmission networks, and better collection and payment systems.

Book excerpt: This latest issue of the Pacific Economic Monitor highlights the gains of Pacific developing member countries (Pacific DMCs) and the challenges that the Pacific DMCs continue to face including the impacts of climate change. The Pacific is among those parts of the world most vulnerable to weather-related disasters. To illustrate, 5 of the top 15 countries with the highest risk, and 10 of the top 30 facing the largest potential economic losses from disasters, are in the subregion. With climate change bringing additional risks from global sea level rise---and potentially heightening vulnerability to more intense, frequent, and prolonged extreme weather events---Pacific economies are stepping up adaptation efforts to brace for future adverse impacts. These include climate-proofing vital infrastructure assets, strengthening disaster risk management, and expanding social safety nets to build resilience to disasters. Further, a number of Pacific economies are promoting green urban development to move toward more sustainable green cities. Careful monitoring and planning will also be required to manage important income flows, including fishing license fees and tourism-related revenues, amid climate-related volatilities and to maintain adequate fiscal buffers for disaster response.

The growth ofregional GDP excluding China is forecast to accelerate in 2018, while China's GDP growth is expected to moderate as the economy keeps rebalancing. Major downside risks include volatility associated with faster than expected' monetary policy tightening in advanced economies and rising threat of trade restrictions. Developing EAP countries would need to get ready to respond to increasing interest rates and find ways to raise potential growth in the medium run. Specifically, amid the rising risk of protectionism and changes in the global manufacturing landscape, countries should continue to enhance trade facilitation and integration, increase the effectiveness of schools and education systems and upgrade capabilities to ensure that workers and managers have necessary skills. To provide economic security to the population, policies should focus on strengthening social assistance and insurance programs and increasing resilience to systemic shocks."

Available in PDF, EPUB and Kindle. Book excerpt: Global activity is firming broadly as expected. Manufacturing and trade are picking up, confidence is improving, international financing conditions remain benign, and commodity prices are stabilizing. Growth in emerging market and developing economies (EMDEs) is set to recover, as obstacles to growth in commodity exporters diminish, while activity in commodity importers remains robust. Risks to the global outlook remain tilted to the downside. These include increased trade protectionism, elevated economic policy uncertainty, the possibility of financial market disruptions, and, over the longer term, weaker potential growth. A policy priority for EMDEs is to rebuild monetary and fiscal space that could be drawn on were such risks to materialize. Over the longer term, structural policies that support investment and trade are critical to boost EMDE productivity and potential growth. In addition to discussing global and regional economic developments and prospects, this edition of Global Economic Prospects includes two Special Focus essays of critical importance for emerging and developing economies: an analysis of fiscal positions in EMDEs and a deeper look at the type of firms most affected by post-crisis trade weakness. Global Economic Prospects is a World Bank Group Flagship Report that examines global economic developments and prospects, with a special focus on emerging market and developing countries, on a semiannual basis (in January and June). The January edition includes in-depth analyses of topical policy challenges faced by these economies, while the June edition contains shorter analytical pieces.

Book excerpt: In this collection, 17 leading scholars based in Solomon Islands, Fiji, Papua New Guinea, Timor-Leste, Australia, New Zealand, the United States and China analyse key dimensions of the changing relationship between China and the Pacific Islands and explore the strategic, economic and diplomatic implications for regional actors. The China Alternative includes chapters on growing great power competition in the region, as well as the response to China’s rise by the US and its Western allies and the island countries themselves. Other chapters examine key dimensions of China’s Pacific engagement, including Beijing’s programs of aid and diplomacy, as well as the massive investments of the Belt and Road Initiative. The impact of China’s rivalry for recognition with Taiwan is examined, and several chapters analyse Chinese communities in the Pacific, and their relationships with local societies. The China Alternative provides ample material for informed judgements about the ability of island leaders to maintain their agency in the changing regional order, as well as other issues of significance to the peoples of the region. ‘China’s “discovery” of the diverse Pacific islands, intriguingly resonant of the era of European explorers, is impacting on this too-long-overlooked region through multiple currents that this important book guides us through.’ —Rowan Callick, Griffith University ‘The China Alternative is a must-read for all students and practitioners interested in understanding the new geopolitics of the Pacific. It assembles a stellar cast of Pacific scholars to deeply explore the impact of the changing role of China on the Pacific islands region. Significantly, it also puts the Pacific island states at the centre of this analysis by questioning the collective agency they might have in this rapidly evolving strategic context.’ —Greg Fry, The Australian National University

Book excerpt: This issue explores how Pacific developing member countries can strengthen their post-pandemic social protection systems to help address long-standing development concerns and boost resilience to further shocks. It assesses individual countries’ economies and outlines ways they could improve their social protection systems, despite depleted resources. Exploring megatrends facing the subregion, including population ageing and migration, it shows how investing in universal social protection policies can have a long-term impact on reducing poverty, vulnerability, and social exclusion.

Book excerpt: Nahona`ara means ‘facing the `ara’, the place where the southeast winds meet the land just west of Point Cruz. Nahona`ara became Honiara, the capital city of Solomon Islands with a population of 160,000, the only significant urban centre in a nation of 721,000 people. Honiara: Village-City of Solomon Islands views Honiara in several ways: first as Tandai traditional land; then as coconut plantations between the 1880s and 1930s; within the British protectorate (1893–1978) and its Guadalcanal District; in the 1942–45 war years, which created the first urban settlement; in the directly post-war period until 1952 as the new capital of the protectorate, replacing Tulagi; and then as the headquarters of the Western Pacific High Commission (WPHC) between 1953 and 1974. Finally, in 1978, Honiara became the capital of the independent nation of Solomon Islands and the headquarters of Guadalcanal Province. The book argues that over decades there have been four and sometimes five changing and intersecting Honiara ‘worlds’ operating at one time, each of different social, economic and political significance. The importance of each group—British, Solomon Islanders, other Pacific Islanders, Asians, and more recently the 2003–17 presence of the Regional Assistance Mission to Solomon Islands (RAMSI)—has changed over time.
