Available in PDF, EPUB and Kindle. Book excerpt: The feasibility and potential impact of so-called smart handguns has generated considerable public interest and debate. This report summarizes a June 2002 workshop at the National Academy of Engineering that examined three related issues: the state of technology for owner-authorized handguns; the role of product liability in the development and marketing of such firearms; and the potential impact of these smart guns on health and crime. Smart-gun technology has the potential to prevent unintended or undesirable uses of handguns, such as accidental shootings; the shooting of police officers by assailants using the officers' own weapons; suicides; homicides with stolen handguns; and other gun-related crimes. However, information presented at the workshop suggests that considerably more research is needed to bring a reliable and commercially viable product to the marketplace. The report also notes that the impact of smart-guns will be influenced by legal issues, human behavior, economic conditions, and other factors.

Book excerpt: The growing concern over the number of accidental firearm shootings, especially those involving children, prompted passage of the initial handgun safety law which went into effect in 1994. The stated intent of the California Legislature in enacting the current FSC law is for persons who obtain firearms to have a basic familiarity with those firearms, including, but not limited to, the safe handling and storage of those firearms. The statutory authority for this program is contained in Penal Code sections 26840 and 31610 through 31700. These statutes mandate DOJ to develop, implement and maintain the FSC Program. Pursuant to Penal Code section 26840, a firearms dealer cannot deliver a firearm unless the person receiving the firearm presents a valid FSC, which is obtained by passing a written test on firearm safety. Prior to taking delivery of a firearm from a licensed firearms dealer, the purchaser/recipient must also successfully perform a safe handling demonstration with that firearm..

Book excerpt: Misuse of handguns is a significant factor in deaths, morbidity, and crime in the United States. One approach to reducing certain types of handgun misuse is to create a user-authorized handgun (UAHG), a firearm that can be operated only by an authorized user(s). Technological Options for User-Authorized Handguns clarifies the technical challenges of developing a reliable UAHG. This report determines the requirements and specifications of UAHGs for those concerned with public and/or personal safety, and identifies technologies that could satisfy these needs.

Book excerpt: This digital update to Reducing Gun Violence in America presents new evidence and developments in the effort to address the staggering toll of gun violence in the United States. In 2013—in the wake of the tragic shooting at Sandy Hook Elementary School—Johns Hopkins University Press published Reducing Gun Violence in America, a collection of essays written by the world’s leading experts on gun violence. Updated Evidence and Policy Developments on Reducing Gun Violence in America follows up on the state of American gun violence by analyzing new data, research, and policy developments one year after Sandy Hook. Over the course of ten substantive chapter addendums, contributors bring readers up-to-date on such varied topics as mental illness, domestic violence, background checks, illegal gun sales, and personalized guns. They describe the recent policy measures that have been enacted and suggest additional approaches that may help stem the violence. An essential companion to Reducing Gun Violence in America, the reliable, empirical research and legal analysis in this e-book will help lawmakers, opinion leaders, and concerned citizens identify policy changes to address gun violence, which takes an average of more than 80 lives every day in the United States.

Book excerpt: Although criminal justice systems in developed Western countries are much alike in form, structure, and function, the American system is unique. While it is structurally similar to those of other Western countries, the punishments it imposes are often vastly harsher. No other Western country retains capital punishment or regularly employs life-without-parole, three-strikes, or lengthy mandatory minimum sentencing laws. As a result, the U.S. imprisonment rate of nearly 800 per 100,000 residents dwarfs rates elsewhere. The Oxford Handbook of Crime and Criminal Justice is an essential guide to the development and operation of the American criminal justice system. A leading scholar in the field and an experienced editor, Michael Tonry has brought together a team of first-rate scholars to provide an authoritative and comprehensive overview and introduction to this crucial institution. Expertly organized, the various sections of the Handbook explore the American criminal justice system from a variety of perspectives-including its purposes, functions, problems, and priorities-and present analyses of police and policing, juvenile justice, prosecution and sentencing, and community and institutional corrections, making it a complete and unrivaled portrait of how America approaches crime and criminal justice, and giving persuasive answers as to why and how it has developed to what it is today. Accessibly written for a wide audience, the Handbook serves as a definitive reference for scholars and a broad survey for students in criminology and criminal justice.

Book excerpt: In 2010, more than 105,000 people were injured or killed in the United States as the result of a firearm-related incident. Recent, highly publicized, tragic mass shootings in Newtown, CT; Aurora, CO; Oak Creek, WI; and Tucson, AZ, have sharpened the American public's interest in protecting our children and communities from the harmful effects of firearm violence. While many Americans legally use firearms for a variety of activities, fatal and nonfatal firearm violence poses a serious threat to public safety and welfare. In January 2013, President Barack Obama issued 23 executive orders directing federal agencies to improve knowledge of the causes of firearm violence, what might help prevent it, and how to minimize its burden on public health. One of these orders directed the Centers for Disease Control and Prevention (CDC) to, along with other federal agencies, immediately begin identifying the most pressing problems in firearm violence research. The CDC and the CDC Foundation asked the IOM, in collaboration with the National Research Council, to convene a committee tasked with developing a potential research agenda that focuses on the causes of, possible interventions to, and strategies to minimize the burden of firearm-related violence. Priorities for Research to Reduce the Threat of Firearm-Related Violence focuses on the characteristics of firearm violence, risk and protective factors, interventions and strategies, the impact of gun safety technology, and the influence of video games and other media.

Available in PDF, EPUB and Kindle. Book excerpt: No topic is more polarizing than guns and gun control. From a gun culture that took root early in American history to the mass shootings that repeatedly bring the public discussion of gun control to a fever pitch, the topic has preoccupied citizens, public officials, and special interest groups for decades. The Gun Debate: What Everyone Needs to Know® delves into the issues that Americans debate when they talk about guns. With a balanced and broad-ranging approach, noted economist Philip J. Cook and political scientist Kristin A. Goss thoroughly cover the latest research, data, and developments on gun ownership, gun violence, the firearms industry, and the regulation of firearms. The authors also tackle sensitive issues such as the effectiveness of gun control, the connection between mental illness and violent crime, the question of whether more guns make us safer, and ways that video games and the media might contribute to gun violence. No discussion of guns in the U.S. would be complete without consideration of the history, culture, and politics that drive the passion behind the debate. Cook and Goss deftly explore the origins of the American gun culture and the makeup of both the gun rights and gun control movements. Written in question-and-answer format, the book will help readers make sense of the ideologically driven statistics and slogans that characterize our national conversation on firearms. This book is a must-read for anyone interested in getting a clear view of the issues surrounding guns and gun policy in America. Book excerpt: The Glock pistol is America’s Gun. It has been rhapsodized by hip-hop artists and coveted by cops and crooks alike. Created in 1982 by Gaston Glock, the pistol arrived in America at a fortuitous time. Law enforcement agencies had concluded that their agents and officers, armed with standard six-round revolvers, were getting "outgunned" by drug dealers with semi-automatic pistols; they needed a new gun. With its lightweight plastic frame and large-capacity spring-action magazine, the Glock was the gun of the future. You could drop it underwater, toss it from a helicopter, or leave it out in the snow, and it would still fire. It was reliable, accurate, lightweight, and cheaper to produce than Smith and Wesson’s revolver. Filled with corporate intrigue, political maneuvering, Hollywood glitz, bloody shoot-outs—and an attempt on Gaston Glock’s life by a former lieutenant—Glock is not only the inside account of how Glock the company went about marketing its pistol to police agencies and later the public, but also a compelling chronicle of the evolution of gun culture in America.
