The United Nations Refugee Agency (UNHCR), the world’s largest humanitarian organization and the main body charged with assisting displaced people globally, estimates that over 60 per cent of refugees now live in urban areas, a proportion that only increases in the case of internally displaced people and asylum seekers. Though cities and local authorities have become essential participants in the protection of refugees, only three decades ago they were considered to sit firmly beyond UNHCR’s remit, with urban refugees typically characterized as aberrations. In The Urbanization of Forced Displacement Neil James Wilson Crawford examines the organization’s response to the growing number of refugees migrating to urban areas. Introducing a broader study of policy-making in international organizations, Crawford addresses how and why UNHCR changed its policy and practice in response to shifting trends in displacement. Citing over 400 primary UN documents, Crawford provides an in-depth study of the internal and external pressures faced by UNHCR – pressures from above, below, and within – that explain why it has radically transformed its position from the 1990s onward. UNHCR and global refugee policies have come to play an increasingly important role in the governance of global displacement. The Urbanization of Forced Displacement sheds new light on how the organization works and how it conceives its role in global politics today.

Available in PDF, EPUB and Kindle. Book excerpt: Over fifty years ago governments established the Office of the United Nations High Commissioner for Refugees (UNHCR) to protect the world's refugees. The UNHCR was created to be a human rights and advocacy organization. But governments also created the agency to promote regional and international stability and to serve the interests of states. Consequently, the UNHCR has always trod a perilous path between its mandate to protect refugees and asylum seekers and the demands placed upon it by states to be a relevant actor in world politics. This is the first independent history of the UNHCR. Gil Loescher, one of the world's leading experts on refugee affairs, draws upon decades of personal experience and research to examine the origins and evolution of the UNHCR as well as to identify many of the major challenges facing the organization in the years ahead. A key focus is to examine the extent to which the evolution of the UNHCR has been framed by the crucial events of international politics during the past half century and how, in turn, the actions of the eight past High Commissioners have helped shape the course of world history. Each chapter tells the story of an individual High Commissioner and examines the unique contributions made to the development of the Office. The history of the last fifty years shows how the UNHCR has initiated and capitalized on international political developments to progressively expand its scope and authority as an important actor in world politics. The book argues that the UNHCR has overstretched itself in recent decades and has strayed from its central human rights protection role. The protection of refugees remains a litmus test of the international community's commitment to defend human rights and to uphold liberal democratic values. Loescher offers a series of bold policy recommendations aimed at making the agency a more effective and accountable advocate for the millions of refugees in the world today.

Book excerpt: Despite the fact that there are up to 25 million internally displaced persons around the world, their plight is still little known. Like refugees, internally displaced persons have been forced to leave their homes because of war and human rights abuses, but they have not left their country. This has major consequences in terms of the protection available to them. This 2005 book aims to offer a clear and easily accessible overview of this important humanitarian and human rights challenge. In contrast with other books on the topic, it provides an objective evaluation of UN efforts to protect the internally displaced. It will be of interest to all those involved with the internally displaced, as well as anyone seeking to gain an overall understanding of this complex issue.

Why do some states privilege certain refugee groups, while other states do not? This book presents a theory to account for this puzzle, and it centers on the role of the politics of nation-building and of the office of the UN High Commissioner for Refugees (UNHCR). A key finding of the book is that when the boundaries of a nation are contested (and thus there is no consensus on which group should receive preferential treatment in state policies), a political space for a receptive and nondiscriminatory refugee policy opens up. The book speaks to the broader questions of how nationalism matters after communism and under what conditions and through what mechanisms international actors can influence domestic polices. The analysis is based on extensive primary research the author conducted in four languages in the Czech Republic, Poland, Russia and Ukraine.

Available in PDF, EPUB and Kindle. Book excerpt: The orthodox definition of international security put human displacement and refugees at the periphery. In contrast, this book demonstrates that human displacement can be both a cause and a consequence of conflict within and among societies. As such, the management of refugee movements and the protection of displaced people should be a part of security policy.
