Book Synopsis The National Institute of Standards and Technology by : Congressional Research Service
Download or read book The National Institute of Standards and Technology written by Congressional Research Service and published by CreateSpace. This book was released on 2015-02-05 with total page 24 pages. Available in PDF, EPUB and Kindle. Book excerpt: The National Institute of Standards and Technology (NIST), a laboratory of the Department of Commerce, is mandated to provide technical services to facilitate the competitiveness of U.S. industry. NIST is directed to offer support to the private sector for the development of precompetitive generic technologies and the diffusion of government-developed innovation to users in all segments of the American economy. Laboratory research is to provide measurement, calibration, and quality assurance techniques that underpin U.S. commerce, technological progress, improved product reliability, manufacturing processes, and public safety. Concerns about the adequacy of federal funding for physical science and engineering research led to efforts by President George W. Bush (under his American Competitiveness Initiative and annual budget requests), President Obama (in his annual budget requests), and Congress (implicitly in appropriations authorizations in the America COMPETES Act and the America COMPETES Reauthorization Act of 2010) to double funding for the NIST laboratory and construction accounts, together with the National Science Foundation and the Department of Energy Office of Science. However, appropriations did not keep pace with authorization levels or presidential requests. In addition, the appropriations authorizations for the accounts targeted for doubling have lapsed and President Obama's budget requests have not referenced a specific doubling goal or timeframe since his FY2013 request. It remains to be seen how support for internal research and development at NIST will evolve and how this might affect financing of extramural efforts. Continued funding for NIST extramural programs directed toward increased private sector commercialization has been a topic of congressional debate. Some Members of Congress have expressed skepticism over a “technology policy” based on providing federal funds to industry for development of pre-competitive generic technologies. This approach, coupled with pressures to balance the federal budget, led to significant reductions in funding for NIST. The Advanced Technology Program (ATP) and the Manufacturing Extension Partnership (MEP), which accounted for over 50% of the FY1995 NIST budget, were proposed for elimination. In 2007, ATP was terminated and replaced by the Technology Innovation Program (TIP). TIP was subsequently eliminated in the FY2012 appropriations legislation. In December 2014, Congress enacted the Revitalize American Manufacturing and Innovation Act of 2014 as Title VII of Division B of the Consolidated and Further Continuing Appropriations Act, 2015 (P.L. 113-235), establishing a Network for Manufacturing Innovation (NMI). The NMI program is similar to the National Network for Manufacturing Innovation proposed by President Obama in his FY2013-FY2015 budgets. The act does not appropriate funds specifically for the NMI program but instead authorizes NIST to spend up to $5.0 million of funds appropriated to the laboratory's Industrial Technology Services account each year from FY2015 to FY2024 to carry out the program. In addition, the act authorizes the Department of Energy to transfer up to a total of $250.0 million to NIST between FY2015 and FY2024 to carry out the program. The act allows a number of existing manufacturing centers to be classified as centers for manufacturing innovation and eligible for participation in the network of centers. Many issues related to the establishment, operation, management, and funding of the NMI remain to be addressed.

Available in PDF, EPUB and Kindle. Book excerpt: The United States Government Printing Office (GPO) was created in June 1860, and is an agency of the U.S. federal government based in Washington D.C. The office prints documents produced by and for the federal government, including Congress, the Supreme Court, the Executive Office of the President and other executive departments, and independent agencies. A hearing is a meeting of the Senate, House, joint or certain Government committee that is open to the public so that they can listen in on the opinions of the legislation. Hearings can also be held to explore certain topics or a current issue. It typically takes between two months up to two years to be published. This is one of those hearings.
Book Synopsis The National Institute of Standards and Technology by : Wendy H. Schacht
Download or read book The National Institute of Standards and Technology written by Wendy H. Schacht and published by . This book was released on 2008 with total page 6 pages. Available in PDF, EPUB and Kindle. Book excerpt: "The National Institute of Standards and Technology (NIST) has a mandate to increase the competitiveness of U.S. companies. NIST research also provides the measurement, calibration, and quality assurance techniques that underpin U.S. commerce. Congressional debate has focused on the merits of NIST's external R & D programs directed toward increased private sector commercialization, including the Advanced Technology Program (ATP) and the Manufacturing Extension Partnership (MEP). The level of funding for internal research efforts has also come under scrutiny by the Congress. P.L. 108-447, the FY2005 Omnibus Appropriations Act, provided NIST with 695.3 million (after mandated rescissions), an increase of 14% over the earlier fiscal year. For FY2006, the Administration's budget proposed funding NIST at 532 million, a 23% decrease from the previous fiscal year due primarily to an absence of support for ATP and a significant cut in financing for MEP. H.R. 2862, the FY2006 Science, State, Justice, and Commerce appropriations bill as originally passed by the House, provided 548.7 million to NIST and had no funding for ATP. The version of H.R. 2862 initially passed by the Senate funded NIST at 844.5 million and included increased support for ATP and laboratory construction. The final FY2006 appropriation in P.L. 109-108 provides 761.8 million for NIST, an increase of 9% over FY2005 (before a mandated 0.28% rescission). This report will be updated as events warrant.

This book was released on 2013-12-12 with total page 31 pages. Available in PDF, EPUB and Kindle. Book excerpt: The National Institute of Standards and Technology (NIST) Center for Neutron Research (NCNR), with its strong tradition of hiring and developing excellent scientific and technical staff, is one of the leading institutions worldwide in neutron instrumentation, technology, and science. It is a very well-managed user facility. With the recent completion of a $95 million expansion, performed on time and on budget, it has enhanced its instrumentation capabilities and has constructed a new guide hall. This expansion further enhances NCNR's ability to meet high user demands-a factor of two higher than capacity-for experimentation to conduct cutting-edge research. NCNR's high scientific productivity is due, in part, to effective communication between the management and staff and with the internal and external user communities. This report assesses the quality and effectiveness of the NIST measurements and standards laboratories, of which there are now six, including two user facilities, as well as the adequacy of the laboratories' resources. An Assessment of the National Institute of Standards and Technology Center for Neutron Research considers the merit of the current NCNR scientific and technical programs relative to current state-of-the-art programs; the degree to which the NCNR scientific and technical programs achieve their objectives and fulfill the mission of the NCNR; and the adequacy of the NCNR facilities, equipment, and human resources, as they affect the quality of the NCNR's scientific and technical programs.
