Book Synopsis Polar Icebreakers in a Changing World by : National Research Council
Download or read book Polar Icebreakers in a Changing World written by National Research Council and published by National Academies Press. This book was released on 2007-03-14 with total page 135 pages. Available in PDF, EPUB and Kindle. Book excerpt: The United States has enduring national and strategic interests in the polar regions, including citizens living above the Arctic circle and three year-round scientific stations in the Antarctic. Polar icebreaking ships are needed to access both regions. Over the past several decades, the U.S. government has supported a fleet of four icebreakersâ€"three multi-mission U.S. Coast Guard ships (the POLAR SEA, POLAR STAR, and HEALY) and the National Science Foundation's PALMER, which is dedicated solely to scientific research. Today, the POLAR STAR and the POLAR SEA are at the end of their service lives, and a lack of funds and no plans for an extension of the program has put U.S. icebreaking capability at risk. This report concludes that the United States should continue to support its interests in the Arctic and Antarctic for multiple missions, including maintaining leadership in polar science. The report recommends that the United States immediately program, budget, design, and construct two new polar icebreakers to be operated by the U.S. Coast Guard. The POLAR SEA should remain mission capable and the POLAR STAR should remain available for reactivation until the new polar icebreakers enter service. The U.S. Coast Guard should be provided sufficient operations and maintenance budget to support an increased, regular, and influential presence in the Arctic, with support from other agencies. The report also calls for a Presidential Decision Directive to clearly align agency responsibilities and budgetary authorities.

Download or read book Red Crew written by Jim Howe and published by Naval Institute Press. This book was released on 2018-06-15 with total page 237 pages. Available in PDF, EPUB and Kindle. Book excerpt: Red Crew is a first-hand account of U.S. Coast Guard anti-smuggling operations during the early years of the nation’s maritime war on drugs. Jim Howe describes his experience as the executive officer of a specialized drug-hunting crew that sailed in then-state-of-the-art “surface effect ships,” a small flotilla of high-speed vessels pressed into the drug war on short notice. In the early 1980s, South Florida and the Caribbean were awash in illicit drugs, with hundreds of smuggling organizations bringing huge loads of marijuana, and later cocaine, into the United States. To fight this epidemic, the Reagan administration led a massive effort to disrupt shore-side gangs while bolstering interdiction activity at sea. To increase the number of days at sea for each surface effect ship, a “multi-crewing” concept was employed, with four teams of sixteen sailors—the Red, Blue, Green, and Gold Crews—rotating among three hulls. Through its first-person narrative, Red Crew offers a rare glimpse into the day-to-day pressures, challenges, failures, and successes of Coast Guard cuttermen as they carried out complex and dangerous missions. Red Crew provides a unique historical view of the early days in the Coast Guard’s war on drugs, and is the only book-length history of the diminutive, one-of-a-kind surface effect ship fleet.
Book Synopsis American Sea Power and the Obsolescence of Capital Ship Theory by : R.B. Watts
Download or read book American Sea Power and the Obsolescence of Capital Ship Theory written by R.B. Watts and published by McFarland. This book was released on 2015-11-16 with total page 231 pages. Available in PDF, EPUB and Kindle. Book excerpt: Since the beginning of the 20th century, the United States has sought to achieve Admiral Alfred Thayer Mahan's vision of "command of the sea" using large battle fleets of capital ships. This strategy has been generally successful: no force can oppose the U.S. Navy on the open seas. Yet capital ship theory has become increasingly irrelevant. Globally, irregular warfare dominates the spectrum of conflict, especially in the aftermath of 9/11. Fleet engagements are a thing of the past and even small scale missions that rely on capital ships are challenged by irregular warfare. In a pattern evident since World War II, the U.S. Navy has attempted to adapt its capital ship theory to irregular conflicts--with mixed results--before returning to traditional operations with little or no strategic debate. This book discusses the challenges of irregular warfare in the 21st century, and the need for U.S. naval power to develop a new strategic paradigm.

Download or read book Migrant Smuggling by Sea written by Patricia Mallia and published by BRILL. This book was released on 2009-10-03 with total page 304 pages. Available in PDF, EPUB and Kindle. Book excerpt: A number of rules of the international law governing the oceans were created at a time far removed from the challenges of the present day. The principle of the freedom of the high seas and its corollary of flag State exclusivity are archetypical examples of this. Today these rules may appear to be obstacles in the effort to combat a number of contemporary maritime threats such as migrant smuggling by sea. This study examines this multi-faceted threat to maritime security against the backdrop of the current international legal framework and State practice in order to establish whether this threat can be effectively addressed within the existing framework of the law of the sea.
